The Council of Bel Harbour Village met at the administration
Building, Monday, November 16, 1953, at 8 o'clock P. M.
There were present: Dr. Leonard and Messrs.. Beatty, Collins
and Stokely.
absent: Mr. Brown
Also present were W..H. Webb, Village Manager; Mary Wetterer, Village -Clerk; and Fred B"aisden, Village Attorney.
.:The minutes of September 21, 1953 and October 19, 1953 were
read and approved.
Mr."Webb showed the Council a schedule of pension benefitspre-
pared'by the Continental assurance Company and said there was quitega
difference between their figures and that of New York Life. It was the
consensus of opinion that more figures"should be obtained.. Mr. Stokely
said he would like copies of the salary table and that. he would try to
obtain, figures.
. Mr. Webb said he had received a letter from Mr.:Btuat4 head of
t}ie'Dade County Mosquito Control, asking that the, Nill.age'notify the'..owo.
ex.'s of low lets and request that they'have them filled to do'away with
the low areas where mosquitos could breed. Mr. Webb said these water
holes are,pumped,down and watched by our Village Brew. After disOssion
it was moved by Mr. Beatty, seconded by Mr. Stokely, that the Village Man-
ager.write a letter to the owners of the lots'In question asking that 'they
consider filling in their lots due to the mosquito problem,:'and unanimous-
ly voted.
Mr. -Webb read a letter from the Dade County Board. of Public in-
struction commending our police department. He explained -that the men
meet all the school buses and make sure the children get across the streets
safely.
Mr. Webb told the Council that Mr. Zurwelle had mentioned'to him
that the temporary groin that Miami Beach Heights build at Lot 1 of the
Oceanfront Section was in need of repair and that he thought the Village
should rebuild it. Mr. Baiaden said he believed that it was not anobliga-
tion of the city to take care of this, but wanted more time to study the
matter.
The clerk told the Council that the City of Miami sent over a
copy of their new ordinance regarding indecent literature, etc., in the
thought that we might like to adopt a similar one. She said that in check-
ing our ordinances we have sections to cover situations of this kind. The
Council asked Mr. Webb to write a letter to the Dade County League of Mu-
nicipalities;informing them that we are in accord with all the municipal-
ities in taking a stand against indecent literature, etc., but that at pres-
ent we did not feel it necessary to set up a Board of Review for Bal Har-
bour.
NOVEMBER 16, 1953
Mr. Webb told the Council that seven legal Holidays,had been set
up for the Village office and outside -employees, except Police and Firemen,
and that two.days fell during the month of November. He asked that the
Council consider changing the November llth Holiday to perhaps February 22nd
in order not to lose so much time when getting ready for the Season. After
discussion the Council set up the following Holidays. January lst;,February
22n4 May 30th; July 4th; Labor Day; Thanksgiving Day; and Christmas. On
motion of Mr. Beatty, seconded by Mr. Stokely, this schedule was unanimously
adopted.
Mr. Webb said it had become necessary to again remind all:dog own-
ers of the Village Ordinance providing that all dogs must be kept on'a leash'
when out. He said that there had, been some objections to this' ruling. No
action was taken on the matter.
Attention was.calied,to the report of a Committeefrom the Dade
County League of Municipalities furnished.to each Councilman giving details
of their findings on consolidation throughout the country.
There being no further business before the meeting on motion duly
made, seconded and carried the meeting was adjourned.
