ITEM #2: Approval of minutes from January 5, 19, and 26 meetings. ITEM #3: Recommendations to Town Board regarding items heard at public hearing: a) Wagner zoning request to add Plus Overlay zone to 13.84 acres on Rosewood Road. (Tax Map 4.26.A.1) b) Classical American Homes Preservation Trust request to rezone 164.78 acres from General Industrial and Office Institutional to Agricultural Residential. (tax Map 4.37.C.11) C) Amendments to Section 2.14 to modify the requirements and process for reviewing and approving Planned Unit Developments. ITEM #4: Discussion of Triangle Transit Authority's request for comments on locations for potential park and ride facilities. ITEM #5: Adjourn. Box 429 • Hillsborough, North Carolina 27278 919-732-2104 • Fax: 919-644-2390 MINUTES PLANNING BOARD February 2, 1999 PRESENT: John Taylor (chair), Richard Bradford, Joel Brinkley, Cathy Carroll, David Daniel, Ed Gill, Jack Hughes, Louise Long, Pip Merrick, George Sagar PUBLIC: Brandy & Dee Wagner, Bill Crowther, Juanita Diggs, Margaret Hauth Taylor called the meeting to order at 6:30 PM. ITEM #2: Gill moved to approve the minutes as written. Bradford seconded. VOTE: Unanimous. ITEM #3a: Hauth introduced the Wagner request to add the Plus Overlay district to their property on Rosewood Road. She recapped the hearing comments. MOTION: Gill moved to recommend approval of the zoning map amendment. Merrick seconded. VOTE: Unanimous. ITEM #3b: Hauth introduced the Classical American Homes Preservation Trust rezoning request. Brinkley said he still didn't see the point for the request. The owner has purchased the property with restrictions and is willing to abide by them, why rezone it? Hughes said he felt the rezoning provides no detriment, so why not approve it. Bradford said the approval of the rezoning sends a message of support for the restrictions, ie. to completely preserve the land. He noted that such signal os not really in the Town's best interest, since the signal could endanger the bypass. Hughes noted that the rezoning does reflect the Town's interest in preserving the property. The members discussed the pros and cons of this request at length. MOTION: Hughes moved to recommend approval of the rezoning. Gill seconded. VOTE: 5-5 ITEM #3c: Hauth introduced the Planned Unit Development text amendments. She also noted the request from Tom Magnuson to add a requirement for protection of cultural resources. Hughes said he did not feel the memo provided sufficient argument for the likelihood of such resources being present throughout town for him to support its inclusion. Merrick noted her support, reminding the members of the wildflowers in Beckett's Ridge which will be protected because someone mentioned them at the hearing and Centex responded. Hauth suggested adding a phrase to the intent section which would address such resources. Daniel asked about service roads and the apparent requirement for them in the description section of the EDD manual. He noted that the service roads he's familiar with are not the type of pedestrian oriented development that the board is seeking. Hauth noted her belief that the reference is to existing street patterns and is not meant to be a requirement. The members agreed this was not an issue. Brinkley asked about the change to requiring only two uses in a PUD. Hauth brought to his attention the sentence requiring single family residential and two additional uses. Bradford suggested that "it is intended that" be removed from 2.14.5.a and the sentence changed to "The PUD development will" to make pedestrian attractiveness a requirement. The following adjustments were also made: add reference to the appropriate section of the EDD manual in Section 2.14.8; add language to clarify that phasing plan approval will also consider relaxed improvements like road widenings, or others; and delete the second sentence in 2.14.6. Planning Board 2/2/99, page 2 MOTION: Hughes moved to recommend approval of the amendment as modified. Daniel seconded. VOTE: Unanimous. ITEM #4: Hauth indicated the possible bus routes around town to connect Hillsborough to existing TTA service in the region. She asked the members their preferences. Carroll noted that the St. Marys Road, East Tryon intersection is dangerous, and not a good location for a turning bus. Members agreed that service through the downtown area is not desirable due to current congestions. The members asked that an additional comment be added to make TTA aware of the proposed PUD with hopes that additional service could be established on the south side of town. By consensus the members endorsed the route along US 70 bypass and the additional PUD comment as their recommendation to the Town Board. Taylor adjourned the meeting at 7:50 PM.
