The Common Council of the City of Richmond, Indiana met in regular session Monday, August 3, 2009 in
the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PAPPIN
President Wissel presided and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Larry
Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Bing Welch.
Also present were: Mayor Sally Hutton; Walt Chidester, City Attorney; Karen Chasteen, City Clerk;
Monica Burns, Deputy City Clerk; Chief Kris Wolski, Police Department; Tammy Glenn, City Controller;
and Levi and Christine Alexander
APPROVAL OF MINUTES
Mr. Parker moved to approve the minutes of the meeting of July 6, 2009, supported by Ms. Pappin. Upon
a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
■ The cost of salt for the City will be $66 /ton (delivered)
■ The 2010 budget is ready to be printed.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the July 2, 9, 16 & 23, 2009 meetings were accepted as presented.

and /or ORGANIZATIONS

MISCELLANEOUS BUSINESS
Monica Burns reported a total of $6,000 was raised at the Clean Water for Garden City benefit
concert.

Mr. Elstro moved to suspend the rules and read Ordinance Nos. 44, 45, & 47 -2009 on first reading by title
only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 44 -2009 — A GENERAL ORDINANCE AMENDING CHAPTER 76, SCHEDULE VI OF
THE RICHMOND CODE REGARDING STREETS AND AREAS WHERE PARKING TIMES ARE
LIMITED (RPD)
The Clerk read Ordinance No. 44 -2009 on first reading by title only.
Presented by Mr. Chidester, this Ordinance would increase parking on Main Street, from 5th to 11th Street,
from a one (1) hour to two (2) hours. This change was proposed by the Mayor so customers and patrons
of Richmond businesses will have more time to enjoy the downtown area.
Ms. Pappin moved to advance Ordinance No. 44 -2009 to second reading and to suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 44 -2009 on second reading by title only.
Council President Wissel declared Ordinance No. 44 -2009 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No.
44 -2009, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
Mr. Parker moved to advance Ordinance No. 44 -2009 to third and final reading and suspend the rules
and read by title only, supported by Ms. Pappin. Upon a vote viva voce, the motion passed.

Ordinance No. 44 -2009 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 45 -2009 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM INDIANA CRIMINAL JUSTICE
INSTITUTE (RPD)
The Clerk read Ordinance No. 45 -2009 on first reading by title only
Presented by Chief Wolski, this Ordinance would authorize the City of Richmond, through the Police
Department to submit a grant application and to accept grant funding from the Indiana Criminal Justice
Institute, American Recovery and Reinvestment Act Program in an amount up to One Hundred Fifty -six
Thousand Dollars ($156,000.00). If awarded, these funds shall be appropriated to pay for thirty (30)
ICOP In -Car Video systems.
Mr. Elstro moved to advance Ordinance No. 45 -2009 to second reading and to suspend the rules and
read by title only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 47 -2009 - AN APPROPRIATION ORDINANCE AMENDING THE 2009 BUDGET
(Clerk)
The Clerk read Ordinance No. 47 -2009 on first reading by title only.
Presented by Ms. Chasteen, this Ordinance would amend the 2009 budget for the Office of the City Clerk.
This transfer would not require the expenditure of more money than the total amount set out in the
budget.
Ms. Pappin moved to advance Ordinance No. 47 -2009 to second reading and to suspend the rules and
read by title only, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
