REGULAR MEETING
MARCH 1, 2005
The Lynwood Information, Inc. of the City of Lynwood met in a Regulaz Meeting in the
Council Chambers, 11330 Bullis Road on the above date at 6:10 p.m.
Chairman Rodriguez presiding.
Directors Byrd, Pedroza, Santillan, Vasquez, and Rodriguez answered the roll call.
Also present were Interim City Manager Wang, City Attorney Beltran, Secretary Hooper
and Treasurer Pygatt.
Secretary Hooper announced that the Agenda had been posted in accordance with the
Brown Act'

CONSENT CALENDAR
All matters listed under the Consent Calendaz will be acted upon by one motion affirming
the action recommended on the agenda. There will be no separate discussion on these
items prior to voting unless members of the Council or staff request specific items be
removed from the Consent Calendaz for sepazate action.
It was moved by Director Byrd seconded by Director Vasquez and carried to approve the
following Minutes and Resolution.

Item #6: STATUS REPORT - INDPENDENT CITIES ASSOCIATION ANNUAL
SEMINAR
~~ Director Pedroza stated that he would like for Director of Development Services Grant
Taylor to give a brief overview of the Independent Cities Association
Seminaz. for the public so they can understand why the City needs a Disaster Mitigation
Plan.
Director of Development Services Grant Taylor stated it is a Federal Mandate Plan. It
helps city plan and coordinate with other Agencies, Counties and States on how to
quickly and effectively respond to a disaster how to provide resources and cutting down
the time when you will receive the resources. The definition of a disaster is natural such
as earthquakes, floods, windstorm and not man made such as riots or terrorist acts. Mr.
Taylor continued to state that the City submitted their plans to FEMMA they asked for
minimal corrections which where made. FEMMA deemed the plans as complete
and acceptable but have not finished reviewing them.
Director Vasquez stated that she asked for this item to be put on the Agenda and
Directors had the opportunity to heaz various presentations and workshop and
came away with information which the City can better prepaze itself.
It was moved by Director Vasquez seconded by Director Pedroza to receive
and file the report.

Item #7: REPORT -LOS ANGELES REGIONAL AGENCY WORKSHOP
Interim City Manager Wang stated this item is in regazds to educate the Boardon the
process of recycling and how to improve the recycling percentage for the City.
Director Vasquez stated she asked for this item to be put on the agenda so she can give a
report on LARA. There aze many member cities throughout the County and Lynwood
is one of them. The goal of LARA is to help the City to increase their solid waste
diversion and also to comply AB-9-39. Also being a member of this committee they
where able to establish some guidelines on ways in which they can evaluate and monitor
the programs throughout the State of California.
It was moved by Director Vasquez, seconded by Vice- Chairperson Santillan to
receive and file the report
