REGULAR COUNCIL MEETING, FEBRUARY 1, 2016
CALL TO ORDER
The Regular Council Meeting of February 1, 2016, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber,
Scrivner, and Ward
Absent: *Costales (arrived at 6:19 P.M.)
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham, seconded by Councilwoman Ward, to
adopt the agenda as published. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
(a) Mayor Tergin read a proclamation in honor of “American History Month” and
announced that the members of the local Daughters of the American Revolution
(“DAR”) had indicated they would be unable to attend tonight’s meeting. Mayor Tergin
stated she will ensure they receive the proclamation.
(b) Mayor Tergin asked Parks and Recreation Commission Chair Denise Chapel to
present the new Director of Parks, Recreation & Forestry Department to the Council.
Ms. Chapel introduced Mr. Todd Spalding, after which Mr. Spalding made brief
comments. Mayor Tergin welcomed Mr. Spalding and congratulated him upon his new
position.
PUBLIC HEARINGS

There were no public hearings scheduled.
APPOINTMENTS BY THE MAYOR
There were no appointments made.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
(a) Mr. Lyle Rosburg made a presentation on behalf of the Jefferson City Host Lions
Club and invited the public to attend the 60th annual Ham & Bean and Chili fund raiser
event on Wednesday, February 3, from 11:00 a.m. to 7:00 p.m. He provided a list of
causes to which the Lions Club has contributed on an ongoing basis and thanked the
public for supporting these causes.
(b) Mr. Tyron Coleman and Ms. Mysty Young from Lincoln University made a
presentation regarding the drive initiated by students to get bottled water to residents of
Flint, MI who are currently faced with a water crisis in their city. Water and other items
needed would be collected until February 25, and one of the drop -off locations is at City
Hall. The items will then be delivered to the residents in Flint on February 27. Following
the joint presentation, Mayor Tergin and Council Members thanked them for helping
those residents.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Tergin made comments in response to a recent News Tribune article regarding
“unanswered questions” about the Lincoln / Parks & Recreation Multipurpose / Wellness
Facility joint project.

Mayor Tergin announced that the Chamber of Commerce Gala will be held Friday,
January 29, at the Capitol Plaza Hotel, for which she and Presiding Commission Sam
Bushman would serve as joint dee-jays.
Details concerning meetings of the following standing Council Committees were
announced. Dates, times, locations, and agendas for all Council Committee meetings,
can be found on the City’s website meeting calendar at www.jeffersoncitymo.gov.

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student / City Council liaison Jonathan Jackson announced the 150th
Founder’s Day Convocation would occur on Wednesday, February 10, at 11:00 A.M. He
also announced that Lincoln’s next home basketball game would occur on Saturday,
February 13.

Councilwoman Ward made a motion to accept the Substitute Bill 2015 -102 which had
previously been distributed to the Council. The motion was seconded by Councilman
Costales, and approved unanimously.
Councilwoman Ward requested suspension of the rules on this bill. There were no
objections to the request to suspend the rules.
Bill 2015-102 was then read second and third times by title, placed on final passage,
and passed, as substituted, by the following vote as Ordinance No. 15487:

Councilman Mihalevich stated that issues were still being discussed and amendments
made to this bill, and indicated that until that process was complete, he would not bring
forward a substitute bill.
Councilman Mihalevich then requested that Bill 2015-98 be placed on the Informal
Calendar at this time.

Mayor Tergin mentioned that a flag ceremony would be held at the February 15 Council
Meeting to accept flags presented by the USS Jefferson City Submarine. Members of
the USS Jefferson City Submarine Committee were invited to attend and partici pate in
that presentation.

GO INTO CLOSED SESSION
Mayor Tergin stated that, Pursuant to Sec. 610.021 of the Revised Statutes of Missouri,
the Chair would entertain a motion to go into Closed Session to discuss the following:
a. Real Estate [Sec. 610.021.(2)]
A motion was made by Councilman Costales to go into Closed Session for the above -
cited purpose, seconded by Councilwoman Ward, and approved by the following roll -
call vote at 6:58 P.M.:
