COUNCIL “PRE-MEETING” WORK SESSION, FEBRUARY 15, 2016
CALL TO ORDER
The February 15, 2016, City Council “Pre-Meeting” was convened at 5:45 P.M.
by Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich,
Prather, Schreiber, Scrivner, and Ward
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Appointments:
Human Resources Director Gail Strope stated that one of the appointments
needed to be corrected. The appointment of Mitchell Woodrum listed as a “FULL”
appointment should have been listed as a “PARTIAL” appointment.
Consent Agenda:
Mayor Tergin asked City Counselor Hilpert to explain how to remove item (b)
from the Consent Agenda for separate consideration as someone may be
present to speak on that topic at the Regular meeting. Mr. Hilpert clarified all that
is required is a motion and a second to remove any item for separate
consideration.
Bill 2015-109 (Minimum Court Fines)
City Counselor Hilpert provided some background on this issue.
Bill 2015-103 (Contract for Solid Waste)
City Counselor Hilpert stated that a minor amendment to the contract had been
negotiated with Allied, and would require a motion to amend the contract when
the bill was brought forward for a vote. The amendm ent will add two pick-up
locations, one at each of the two Walmart stores in the City to help keep the bus
stops at those areas clean.

Bill 2015-98 (Housing of Animals Outdoors)
Councilman Mihalevich stated he intended to remove it from the Informal
Calendar tonight, and offer the “Substitute 02 -15-2016” which had distributed to
the Council with a slight amendment.
