COUNCIL WORK SESSION, FEBRUARY 29, 2016
CALL TO ORDER
The Council Work Session of February 29, 2016, was convened at 5:30 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Costales, Graham, Henry, Hussey, Prather, Schreiber, Scrivner,
and Ward
Arrived Late: Branch and Mihalevich (both arrived at 5:32 P.M.)
Absent: None
A quorum was declared present.
STATUS REPORT ON LINCOLN AND CITY RECREATION & WELLNESS CENTER
Parks, Recreation and Forestry Department Director Todd Spalding made a
presentation with details about the status of the Lincoln & City of Jefferson Recreation
and Wellness Center facility. He presented architect’s rendition drawings and floor
plans. Following his presentation he answered questions asked by the Council.
DISCUSSION OF SALES TAX “G” ITEMS
Staff made a presentation and distributed information regarding the proposed list of
Sales Tax G projects and explained how the project list was developed.
Questions asked by the Council:
Councilman Mihalevich asked to receive information on the number of miles of overlay
and total lane miles in the City.
Discussion was held regarding the issue of project vs. operational expenses.

At the conclusion of the discussion, staff was directed to place the Resolution approving
the project list on the March 21 Council agenda, as well as introduce the ordinance
placing it on the August ballot. Mayor Tergin suggested more discussion could be held
at a work session which will be scheduled for March 14.
Council agreed with staff’s recommendation of using the two-year average with $5
million per year.
ADJOURNMENT
A motion for adjournment was made by Councilman Costales, seconded by Councilman
Branch, and approved unanimously at 6:56 P.M.
