HomeMy Public PortalAbout2016-03-071 REGULAR COUNCIL MEETING, MARCH 7, 2016 CALL TO ORDER The Regular Council Meeting of March 7, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Schreiber, Scrivner, and Ward Absent: Prather A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich to amend the agenda by the addition of Item “b” under “Presentations from Staff, Consultants, and Invited Gues ts” by including a presentation to be made by Mr. Bill Farr about tornado sirens. Inviters for Mr. Farr would be Council Members Mihalevich, Branch, and Hussey. The motion to amend was seconded by Councilman Scrivner, and approved unanimously. Councilman Graham stated he is withdrawing Bill 2015-112 at this time to be referred back to the Transportation and Traffic Commission for discussion at its March 9 meeting. Councilman Graham then made a motion to adopt the agenda as amended, the motion was seconded by Councilman Scrivner, and approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Tergin recognized the following three Eagle Scouts and presented each with a City coin and a congratulatory note on their achievement: 1. Will Holloway, Helias High School 2. Max Renfrow, Jefferson City High School, and 2 REGULAR COUNCIL MEETING, MARCH 7, 2016 3. David Segall, Simonsen 9th Grade Center Mayor Tergin also recognized two other Boy Scouts in the audience from Simonsen School and Trinity Lutheran who stated they were also there to honor the three Eagle Scouts. b. Mayor Tergin read and presented a proclamation proclaiming March 19 as “International Day of Happiness” to Ms. Desma Hoyle, who provided an explanation of the event and an associated fund raiser for Missouri Valley Big Brothers / Big Sisters. c. Mayor Tergin presented a proclamation proclaiming “Lincoln University Day” to President, Dr. Kevin Rome, who made comments regarding Lincoln’s recent celebration of its 150th Anniversary. He introduced Mr. Joseph Watkins and Mr. Willie Jude who also were present to accept the proclamation. d. City Administrator Steve Crowell presented the February Outstanding Employee of the Month Award to Ms. Debbie Mehmert, Police Information Clerk. Mayor Tergin thanked and congratulated Ms. Mehmert for not only her work with the City, but also her many hours of volunteer service provided to the Jefferson City Animal Shelter. PUBLIC HEARINGS There were no public hearings scheduled. APPOINTMENTS BY THE MAYOR Mayor Tergin recommended the following appointments to the following City Boards and Commission: BOARD OR COMMISSION VOLUNTEER EXPIRES STATUS TIF Commission Seth Bauman April 2020 FULL A motion was made by Councilman Mihalevich for approval of the appointment as recommended, seconded by Councilman Graham, and approved unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS 3 REGULAR COUNCIL MEETING, MARCH 7, 2016 a. Mr. Randy Allen, President and CEO of the Jefferson City Area Chamber of Commerce, introduced Chamber officers and staff members present for the Chamber’s Annual Report to the City, as follows: Board Members Dan Westhues, Gregg Bexten, and Darren Heckman; Chamber staff Missy Bonnot, and Shaun Sappenfield. Mr. Allen, Ms. Bonnot, and Mr. Sappenfield presented the Annual Report and offered to answer questions. He indicated the report would be provided to the City Clerk to be included in the public records archives. b. Mr. Bill Farr, Cole County Emergency Management Director, made a presentation about the tornado sirens and upcoming tornado drills to be held the week of March 14-18, with a statewide drill scheduled for March 15. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Councilman Mihalevich announced the Public Safety Committee meeting would be held March 24. Mayor Tergin welcomed Margie Mueller, the new Director of Finance and I.T. to her first Council meeting. Mayor Tergin announced a candidate forum sponsored by the News Tribune would be held in the Council Chambers on Tuesday, March 22. Mayor Tergin made comments regarding a recent news article on City employee morale and stated the Mayor and Council thanked and appreciated all City employees for their dedication and work to make the City a great place to live. Mayor Tergin announced a Council Work Session would be held at 5:30 P.M. on Monday, March 14, to discuss the blight study, abandoned buildings, East Capitol Avenue plan, and Sales Tax G. Mayor Tergin announced that the City vs. Buescher trial has once again been granted a continuance to Tuesday, April 19. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University student / City Council liaison Jonathan Jackson reported on the Blue Tiger Basketball season under Coach John Mosley, and thanked Council Members and administration staff who attended games. He reported on the success of both the Men’s and Women’s Track Teams at the MIAA track meet which qualified them to compete in 4 REGULAR COUNCIL MEETING, MARCH 7, 2016 the National Championships in Pittsburg, Kansas. He announced that Lincoln Freshman Darius Spencer had recently competed in the Black College Quiz Bowl and did a great job. He also announced the 14th Annual Presidential Gala Awards and Auction would be held Saturday, April 16, in Jason Gymnasium and invited the Mayor and Council to purchase tickets and attend. He stated other news can be found on the Lincoln University Facebook page. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Ms. Ashley Varner, Healthy Communities Coordinator with Capital Region Medical Center, made a presentation in favor of Bill 2015 -112 (Removal of parking on Bolivar Street) as it would allow more bicycle lanes. She stated her opinion that bicycling is an activity to help citizens be healthier. Mr. Frank Wansing, resident of Bolivar Street, stated his opposition to Bill 2015-112 due to limited parking for residents and businesses on that street. He suggested taking the bicycle lane to alternative streets which would not affect parking Mr. Jim Layton stated that, as a bicyclist, he was in favor of Bill 2015-112, and stated he believed the Bolivar Street route would be best for bicyclists. Ms. Nicole Stacy stated she was also a bicyclist in favor of Bill 2015-112, and that she would take advantage of the bike lanes if added on Bolivar Street. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: February 15, 2016 A motion was made by Councilman Mihalevich to approve the Consent Agenda as presented, seconded by Councilwoman Ward, and approved unanimously. BILLS INTRODUCED 2015-111 sponsored by Councilman Graham, entitled: AN ORDINANCE AMENDING CHAPTER 6 (BICYCLES AND SKATEBOARDS) OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY BRINGING RULES FOR BICYCLES ON CITY STREETS INTO COMPLIANCE WITH STATE LAW. 5 REGULAR COUNCIL MEETING, MARCH 7, 2016 Bill 2015-112 was withdrawn by the sponsor under “Adoption of the Agenda.” 2015-113 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 19-401, (MOTOR VEHICLES AND TRAFFIC), SCHEDULE A (SPEED LIMITS), SUBPARAGRAPH D (FORTY MILES PER HOUR) AND SUBPARAGRAPH E (THIRTY-FIVE MILES PER HOUR), OF THE CODE OF THE CITY OF JEFFERSON, PERTAINING TO A PORTION OF ELLIS BOULEVARD 2015-114 sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, VACATING AND DISCONTINUING A 15-FOOT WIDE SANITARY SEWER EASEMENT IN THE SOUTHERN HALF OF THE 700 BLOCK OF THE VACATED WALNUT STREET RIGHT-OF-WAY. Councilman Scrivner requested that the rules be suspended and Bill 2015 -114 placed on final passage. There were no objections to the request for suspension of the rules. Bill 2015-114 was then read second and third times by title, placed on final passage, and passed by the following vote as Ordinance No. 15500: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Schreiber, Scrivner, and Ward Nay: None 2015-115 sponsored by Councilman Costales, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING ORDINANCE 15446. Councilman Costales requested that the rules be suspended and Bill 2015 -115 placed on final passage. There were no objections to the request for suspension of the rules. Bill 2015-109 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15498: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Schreiber, Scrivner, and Ward Nay: None 2015-110 sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE MISSOURI BAPTIST CONVENTION EXECUTIVE BOARD FOR THE SALE OF PROPERTY IN 7 REGULAR COUNCIL MEETING, MARCH 7, 2016 THE 300 BLOCK OF ADAMS STREET. Bill 2015-110 was read third time by title and placed on final passage. Councilman Scrivner made a motion to amend Bill 2015-110 by substituting corrected legal description language into the agreement authorize d by the bill, the motion was seconded by Councilman Costales, and approved unanimously. Bill 2015 -110 was then passed, as amended, by the following roll-call vote as Ordinance 15499: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Schreiber, Scrivner, and Ward Nay: None INFORMAL CALENDAR There were no items for consideration on the Informal Calendar.
