HomeMy Public PortalAbout20150121 - Upper Charles Trail Committee - Meeting Minutes1 UPPER CHARLES TRAIL COMMITTEE Wednesday, January 21, 2015 7:06 PM Room 211, Town Hall, 18 Main St., Hopkinton, MA MINUTES Members present: Bob Snyder, Ken Parker, Barry Rosenbloom, Eric Sonnett, Mike Resteghini Associate members present: David O’Brien Members absent: John Coutinho, Gary Trendel, Jane Moran, Jeff Barnes Others present: Hopkinton resident Ray Fryer 1. CPC purchase authorization: Ken reported that the CPC has authorized up to $135K for the acquisition of the Wyckoff property. This authorization is subject to a Purchase and Sale agreement (P&S) being in effect by 2/15/15. The town manager is representing Hopkinton on behalf of the P&S. Barry pointed out that the administrative costs of the acquisition needed to be covered by the CPC authorization. Some discussion ensued regarding the breakdown of the CPC authorization vote. 2. Notifying abutters: Ken mentioned disclosing the CPC decision to Wyckoff property abutters. Members agreed that town manager should be asked about the protocol for informing abutters. 3. Discussion of meeting with Conway School team: In assessing the 1/13/15 meeting with the Conway School team, Jeff wrote UCTC to let them know that he had had a follow-up discussion with the team to clarify the Master Plan Scope of Work statement. He provided the team with important town contact info. He conveyed the three major Master Plan challenges: (1) private property, (2) wetlands / buffer zones, and (3) the major road crossings that will be necessary on the Hopkinton segment of the trail. He stressed that the project be approached from a “business” rather than an “academic” perspective. He reported that the team was understanding and agreeable on all of these matters. 4. Related meetings, past and future: Ken plans to meet with some members of the Conway School team this coming Saturday, January 24. The town sites to show the Conway School team were discussed. Ken also reported that he had attended an Ashland Trails Club meeting on 1/20/15. Ashland is focused on connecting Hopkinton State Park to High Street. They are also considering connecting Faith Community Church to the Ashland State Park. 5. Public outreach discussion: Barry’s press release, presented earlier to members by email, was fine tuned. Barry was unanimously elected as the Hopkinton Upper Charles Trail Committee Press Liaison. The Milford UCT Friends Chairman has asked Ken if Hopkinton would like to host the 2015 trails forum (that was held in Ashland last year). Members agreed to present at the forum in 2015 and to offer to host the forum in 2016. Barry mentioned the Visioning Group statement that was adopted by the Board of Selectmen last night, 1/20/15. 6. Web site design and content: The first payment is due. Ken will sign the invoice to enable that payment. The press release will be published on this site, as well as in other outlets. 7. 501c3 update: Barry has been in contact with Tim Kilduff. Nothing new on 501c3. 8. Art on the trail: Jeff has been in touch with Peter Lagoy, Hopkinton Center for the Arts, Alfano Sculpture, Cheryl Perreault (Wake Up and Smell the Poetry Host), and others 2 regarding setting up an art exhibit on the Center Trail. The group is enthusiastically at work on a program to bring about the event as part of the 300th Anniversary celebration. 9. The meeting was adjourned at 8:37PM.
