COUNCIL “PRE-MEETING” WORK SESSION, MARCH 7, 2016
CALL TO ORDER
The March 7, 2016, City Council “Pre-Meeting” was convened at 5:47 P.M. by
Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Graham, Hussey, Mihalevich, Schreiber, Scrivner,
and Ward
Arrived Late: Henry (*arrived at 5:50 P.M.)
Absent: Costales and Prather
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Amendments to Agenda:
Councilman Graham stated he would like to add an item “b” under “Presentations
from Invited Guests” to include Mr. Bill Farr, Cole County Emergency
Management Coordinator, to give a report on tornado sirens.
(*Councilman Henry arrived during discussion of this item, 5:50 P.M.)
Council Members Mihalevich, Branch, and Hussey indicated they woul d be
willing to be listed as the “inviters” for Mr. Farr’s presentation as provided for in
the Code.
Bill 2015-112 (Parking on Bolivar Street):
Councilman Graham stated he planned to withdraw this bill and send it back to
the Transportation and Traffic Commission to be discussed at its March 9
meeting.
Bill 2015-116 (Amending Code Pertaining to Underground Utilities):
City Administrator Steve Crowell distributed copies of an email he received from
CenturyLink with comments on this issue.

Bill 2015-110 (Sale of Property to Missouri Baptist Convention)
City Counselor Drew Hilpert requested that sponsor Scrivner make a motion in
the regular meeting to amend the bill by substituting into the agreement. The
corrected legal description language previously distributed to the Council.
