A quorum was present at this time . The following guest was present: Madeleine Leroux (News Tribune). 1. Introductions Introductions were made at this time . 2. Approval of the November 19, 2015 Committee meeting minutes Councilman Henry moved and Councilman Costales seconded to approve the November 19, 2015 minutes, motion carried. 3. New Business 1. Transit Grant Proposal for Automated Systems (Mark Mehmert) Mr. Mehmert explained the grant proposal for automated systems and the summer student pass program . There was discussion among Committee members and staff regarding funding , changes to software, and fare payment methods. There was a consensus among the Committee members to have staff move forward with the grant request. 2. Amendment to Section 32-3. Vacating Public Right-of-Way Process (Drew Hilpert) Minutes/Jefferson City Public Works and Planning Committee February 18, 2016 Mr. Hilpert explained the amendment was to remove the requirement for vacations to be required to come before the Committee. 2 There was discussion among Committee members and staff regarding the current requirement slowing down the vacation process for developers . Councilman Prather moved and Councilman Costales seconded to forward the amendment to the City Council with recommendation to approve, motion carried. 3. Establishing a Minimum Depth for Utilities (David Bange) Mr. Bange explained staff recommends create a City code requiring utilities within the right of way to have a minimum burial depth of 24 inches . There was discussion among Committee members and staff regarding the use of trench less technology with utilities buried just under the pavement, time consuming repairs, and safety issues . Councilman Costales moved and Councilman Henry seconded to forward the amendment to the City Council with recommendation to approve, motion carried. 4. Special Olympics Missouri (SOMO) Development Agreement for Sanitary Sewer Extension (Matt Morasch) Mr. Morasch explained staff has been contacted by SOMO regarding the City paying for a sewer extension. 5. Storm Water Capital Improvement Program Prioritization (David Bange) Mr. Bange explained due to the City's aging storm water system staff has undertaken the process of listing all the known problems and has begun prioritizing them by means of a set criteria. Staff will present a work plan the next meeting. There was discussion among Committee members and staff regarding the storm water project funding and the increasing number of storm water infrastructure failures . 6. Wayfinding Project Update (David Bange) Mr. Bange explained the project is in the final stages and has been forwarded to MoDOT for their approval. Staff anticipates bringing a contract to the Council for approval in May in order for the signs to be installed during the summer of this year. 7. Environmental Protection Agency (EPA) Consent Order Update (Eric Seaman) Mr. Seaman explained the Consent Order required payment of a fine, a supplement environmental project, capital improvement projects for the wastewater system and reporting . Minutes/Jefferson City Public Works and Planning Committee 3 February 18 , 2016 There was discussion among Committee members and staff regarding the projects, maintenance program, the storm water quality update and education for builders and developers . 8. Downtown Streetscape Rehabilitation (David Bange) Mr. Bange explained staff has looked at the need for repairs to both the downtown sidewalks and the condition of the street pavement in this area . The estimate is in the range of $100,000 which exceeds the funds remaining in the sidewalk category of the current CIP sales tax. In addition the extension of the electrical system brings questions, including the locations, amperage required , control, metering , ownership, and cost which would require the services of a consultant to design and implement. There was discussion among Committee members and staff regarding the possibility of a cost share . Mr. Crowell informed Committee members that the Downtown Association is looking into making it a Community Improvement District (CID). 4. Other Topics 1. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues Ms. McMillan informed Committee members of the Ad Hoc Steering Committee on Building Construction Codes meeting on February 25 . 6. Chapter 29 (Sewage and Sewage Disposal) Sec . 29-132 (Disbursal of Funds), of the Code of the City of Jefferson , Missouri, is amended as follows: Sec. 29-132. Disbursal of funds. All revenues derived from the operation of the sewerage system, as collected, shall be deposited in the sewer revenue fund, and shall be held, handled, and disbursed in accordance with the terms of any bond ordinance for issuance of sewage revenue bonds authorized and issued by the city . +he An amount--ef-egual to either the requirement of any active sewerage revenue bond covenants or the fiscal reserve established by City financial policy, whichever is larger, one hundred twenty thousand dollars ($120 ,000) annually until an amount of $2,000,000 which has been calculated as the needed replacement capital to be collected annually , shall be deposited in the replacement account as prescribed in the bond ordinance and shall be used only for the replacement as set forth iR Attachment A to Ordinance No . 9947. "?\? ,.· Subject: Bicycle Accommodations on Boliva r Street City staff is requesting the committee endorse the recommendation to install bicycle lanes in the 400- 600 blocks of Bolivar Street and advisory bicycle lanes in the 200-300 blocks of Bolivar as well as the 700 block of West Main Street. There are two projects currently underway which brings this long planed bicycle connection to the forefront. Firstly is an overlay project that is being undertaken by MoDOT on Missouri Boulevard and Dunklin Street which will provide the opportunity to stripe bike lanes on Dunklin Street from the Wears Creek Greenway Trail to Missouri Boulevard . More importantly the City is undertaking the installation of wayfinding signage that is largely funded through a Transportation Alternatives Program grant which will be used in part to provide signage from the Katy Trail State Park across the Missouri River Bike/Ped Bridge and down West Main to Bolivar and connect to the Wears Creek Trail. The goal of the wayfinding signage plan is to increase economic activity within the City by bringing more people to the City, inform them of what the City has to offer, and to make getting there easier. The implementation of bicycle accommodations on Bolivar and West Main Streets works hand in hand with that goal by providing a welcoming environment and providing for increase sense of security for both citizens and visitors . The Committee may be aware that the idea of bike lanes was brought to the Transportation and Traffic Commission within the context of a request to remove parking to provide the space needed for designated bike lanes . That request was first approved and then rescinded by the Commission . As a result of those discussions City staff reexamined the options to arrive at the recommendation which is being presented to you. The first part of the recommendation is to install designated bike lanes in the 400-600 block of Bolivar Street. This is the portion of the street which lies between Missouri Boulevard and McCarty Street. Currently there is no parking allowed on this portion of the st reet and with the existing width two five foot wide bike lanes can be installed while retaining two standard eleven foot driving lanes . The installation of these lanes will match what MoDOT will be striping on Dunklin Street. U :\Public Works\Engineering\dbange\PUBLIC WORKS & PLANNING\2016\March 24 , 2016\Bicycle Accomidations on Bolivar.docx Memorandum 2 Subject: Bicycle Accommodations on Bolivar Street The second part of the recommendation is to install advisory bike lanes in the 200-300 block of Bolivar and the 700 block of West Main Street. Advisory bike lanes like designated bike lanes provide a defined place for bikes on the street but allow for cars to use the lanes when necessary after yielding to bicycles . There are several benefits to use of this type of advisory lane . For the motorist it does not require the removal of parking . For the cyclist is allows for the lanes to be striped slightly wider than a typical bike lane which, with adjacent parking, provides the cyclist the opportunity to ride outside the swing of car doors providing a safer environment. Additionally it is anticipated that the striping will make the street feel narrower which will have a traffic calming effect and reduced speeds . While making this recommendation Staff is aware that the use of advisory lanes may not be as well understood by the public as traditional bike lanes . Because of this we intend to begin to an educational initiative to help educate people to the meaning and correct usage of these lanes . Presentations to City committees, commissions and other interested groups will be made as well as information on the City 's web site. Educational signage on West Main and Bolivar will be part of this plan and modifications to City Code to provide enforcement authority may be necessary . Barring objection from the Committee , Staff intends to amend the wayfinding signage project which is currently out to bid to include the striping and signing of Bolivar and W . Main Streets as outlined herein . This striping is part of the overall goal to connect the Wears Creek Greenway to other City Greenways such as the East Branch Greenway and the Katy Trail. In regard to the latter a trail connection remains an objective however funding for this undertaking is not apparent at this time. In the short term allocating funding to make the final sidewalk/trail connection along the route is seen as desirable . Attached to this memo are a number of documents that provide additional information including diagrams illustrating the advisory bicycle lane and preliminary sketches of the recommended street striping . Also included is information about bicycle usage in the area gleaned from crowd source data and a compilation of responses regarding bicycle accommodations that have be received from surveys completed as part of the development of the CAMPO Bicycle and Pedestrian Plan. Improved access to business can be obtained and more events can be held by providing trails and biking lanes in our community and surrounding communities. Providing trails and bike lanes can supplement our limited transit system by providing a low to no cost transpiration alternative to lower income families." 6. What about the Capital Area discourages walking and bicycling? 1. "No on-street bicycle lanes." 2. "no bike lanes" 3. The region needs a Complete Streets policy so that a complete, connected network of bike/ped friendly streets can be created over time . Five of Missouri's eight MPOs have now adopted Complete Streets policies, leaving CAMPO as one of only three who have not. Too much of the city was built without sidewalks, crosswalks, bike lanes and the distances between home, shopping, work are too great to easily walk. [Needs] More integrated/mixed-use, walkable neighborhoods. [there is] No on-street bicycle route system (the cheapest/easiest way to create a region-wide, connected bicycle system)." 4. "Hardly any bicycle signs and no bicycle lanes . Not bicycle friendly, which makes it very unsafe." 5. "Jeff city's streets are busy and I refuse to bike in town unless there are dedicated bike lanes. For 2015, the City of Jefferson was awarded $243,075 for program year January 1, 2015 through December 31, 2015 . Program 2015 Expenses Homeowner Support Programs $79,818.93 Public Improvements $36,642.95 Neighborhood Improvements (demolition) $7,457 .50 Public Services $22,388.47 Administration $24,074 .10 Total $170,381.95 Highlights: • Homeowner Support Programs: Assisted 12 low to moderate income (LMI) households with repairs to meet health and safety standards for code deficiency, energy efficiency improvement, or emergency assistance. In addition, 5 LMI households were assisted with down payment funds for owner occupied housing. • Public Improvements : Sidewalk infrastructure improvements on both sides of the 300 block of Marshall St . • Neighborhood Improvements: Collaborated with River City Habitat for Humanity for demolition of 510 E Ashley St which Habitat is constructing two separate single family households at the demolition site that will benefit LMI households. • Public Services: o Common Ground worked with the Jefferson City Homeless Task Force Group held "Project Homeless Connect". The activity assisted a total of 185 presumed homeless individuals in obtaining !D's , medical/dental services, food, clothing, and accessibility to other resources. o Cent ra l Missouri Community Action Agency provided child care funding to Temporary Assistance for Needy Families (TANF). This may be in the form of child care deposits, paying overdue balances and monthly charges. This program has been successful in helping families to obtain/sustain employment and continue education. Some families have been able to move off of the TANF program . • Administration -By regulations the City is entitled to 20 % of allocation for planning and administration expenses. For 2015, the City only expended 9% of funds for planning and administration activities.
