Upon roll being called the following Council Members were present:, Jim Bartels, Al Havens, Mike Ryan, Eric Schnedler. Absent: Peggy Upton (Arrived at 5:19 PM. Others present City Administrator Doug Boldt, City Clerk Ashley Platz and other. B.Agenda Additions/Agenda Approval Motion to approve the agenda by Ryan. Second by Havens. All ayes, motion carried. C.Discussion of Possible Development Project at 301 and 311 Main Street (Slim’s) – Mitch King Discussion: Possible Developer Mitch King spoke to council regarding the possible development at 301 & 311 Main Street (Slim’s). Presented the numbers regarding the feasibility of this lot due to the restrictions of parking, lot size and the communication building. Asking Council how important is the revitalizations of the Slim’s building and the Original Town. Is looking for feedback and direction as to what Council wants to see at this location. Council discussed creating a Redevelopment (Slum & Blight) Policy. Council discussed the overall concept of the vision they have for the town square that the City is continuing to acquire property on the block. D.Discussion and Review of Updated Comprehensive Plan Discussion: Building Official Brian Shay, presented the updates to the Tiffin Comprehensive Plan. Johnson County Sheriff – Adolph present – Nothing to report. Question about when the Disc Golf course will be ready within a month. E.Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1.Approval of City Council Minutes Motion to approve Consent Agenda which includes City Council Minutes by Bartels. Second by Ryan. Correct item D communication add “for” and board “of supervisors”. All ayes, motion carried. F.Mayoral Proclamation 1. G.Public Hearing Public Hearing on Proposal to enter into a Sewer Revenue Loan and Disbursement 1. Agreement Close Public Hearing and Proceed to I-1 a. Motion to open the Public Hearing on Proposal to enter into a Sewer Revenue Loan and Disbursement Agreement by Upton Second by Bartels. Roll Call: Upton, Bartels, Havens, Ryan, Schnedler. All ayes, Public Hearing opened at 7:05 PM Discussion: Nothing received at City Hall and No public present. Reports from City Personnel 1.Mayor’s Report – Nothing New. 2.City Council Reports – Jim and Al attended the Watershed meeting. Eric & Doug attended the Land Development Session last week. Power Hour – Solarize Johnson County update. Designate ponds to allow for handicap fishing areas on a pond in town. 3.Director of Public Work’s Report – Pond fountain will be raised next Saturday. School’s geothermal broke and leaked 500 gallons of antifreeze down the sewer and is working with the DNR to rectify this. 4.Building Official Report – Office Staff will handle scheduling Brian’s Inspections. 5.City Engineer’s Report – Bid Documents for the project will go out at the end of the week. 6.City Attorney’s Report – MidAmerican agreement. Good Neighbor Meeting for Grove Park. Health Insurance meeting on Thursday regarding policy increase premium. Light pole updates. Multiple water meters within one business, excluding multifamily buildings. ICMA annual conference in Baltimore in September. N.Adjournment Motion to adjourn by Ryan. Second by Havens.
