HomeMy Public PortalAbout1990_05_30_R110 PRESENTED May 9 0-110 ADOPTED May COMMENTING ON THE WASHINGTON BYPASS STUDY 30, 1990 RESOLUTION NO. 30, 1990 A RESOLUTION: WHEREAS, in August, 1987, a "Memorandum of Understanding" between the Maryland Department of Transportation (MDOT) and the Virginia Department of Transportation (VDOT) was executed, authorizing a study of a proposed Washington Bypass; and WHEREAS, MDOT, VDOT, and the selected project consultant Bellomo-McGee have developed three conceptual corridors for a Western Washington Bypass; and WHEREAS, two of these three conceptual corridors, identified as W-la and W-2 pass through the Leesburg corporate limits; and WHEREAS, the general "First Tier Draft Environmental Impact Statement" prepared by the Federal Highway Administration in conjunction with MDOT and VDOT does not fully evaluate the impacts of the proposed bypass corridors on the Town of Leesburg-, and WHEREAS, the proposed Wl-a and W-2 corridors conflict with the town's comprehensive transportation and land use plans; and WHEREAS, the proposed Wl-a and W-2 alignments damage sensitive environmental, historic, and scenic features within the Town of Leesburg; and WHEREAS, alternative Wl-a would bisect existing and proposed development and would result in the demolition of a number of existing homes; and WHEREAS, the proposed W2 alignment presently bisects the Town of Leesburg Water Treatment Plant on the Potomac River; and WHEREAS, VDOT does not have the resources to adequately address the needs of existing primary roads within the town including completion of the east Route 7/15 Bypass interchange and the additional two lanes of the bypass; and -2- RESOLUTION - COMMENTING ON THE WASHINGTON BYPASS STUDY WHEREAS, public hearing dates have been established to receive comments on the Washington Bypass Study; and WHEREAS, the Town Council desires to express its concerns over the W-la alignment and the W- 2 alignment as presently proposed; and WHEREAS, this Council reserves comment on the Western Washington Bypass, itself, but wishes to convey its opposition to any alignment that would be proposed to be constructed west of Goose Creek. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Manager shall prepare remarks to generally reflect the content of this resolution and the staff reports dated May 10, 1990 and May 29, 1990 regarding the Western Washington Bypass Study for presentation by the Mayor and/or Chairman of the Administration and Public Works Committee at the June 5, 1990 public hearing at Broad Run High School in Ashburn, Virginia.
