IONA COMMUNITY CENTER
SEPTEMBER 10, 2014 6:30 P.M.
PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Bette Lovinus, Melanie Shirling,
and Clerk Julie Hammond.
ABSENT: None.
VISITORS: None.
Chairman Garren welcomed everyone and Member Shirling led with the Pledge of Allegiance.
Minutes Approved: Member Lovinus motioned to approve the Planning & Zoning (P&Z)
Minutes of August 13, 2014 as written. Chairman Garren seconded the motion. All were in
favor, motion carried.
Bonneville County Area of Impact Agreement/Area of Expansion: Member Shirling spoke
with Ammon's Planning & Zoning. They indicated that they would not be against Iona
expanding its impact area'/4 mile south of 1st Street.
P&Z agreed that it was more critical to have the verbiage updated on the Iona/Bonneville Impact
Area Agreement and follow up with the maps later.
Chairman Garren planned on attending the Bonneville County P&Z Public Hearing on
September 24, 2014 regarding the Liberty Estates Division #1, Preliminary Plat that lies west of
45th East and within the City Impact Area.
Chairman Garren will review with Attorney Storer and meet with Roger Christensen, Bonneville
County Commissioner to resolve the Iona/Bonneville Impact Area Agreement.
Member Hobbs will attend Idaho Falls Planning & Zoning later this month.
Member Shirling will follow upon the letter prepared by Council President Walker in March
regarding the Area of Impact Expansion.
Clerk Hammond will submit proposed verbiage changes to Council and ask for direction for the
Iona Impact Area Boundaries.
Member Lovinus will not be in attendance at next month's meeting.

CITY COUNCIL WORK MEETING
SEPTEMBER 16, 2014 - 6:00 P.M.
IONA COMMUNITY CENTER
PRESENT: Mayor Brad Andersen, Council Member Rob Geray, Council Member Dan Gubler,
Council Member Kathy McNamara, Public Works Director Zech Prouse, Building Inspector
Allen Eldridge, and City Clerk Julie Hammond.
ABSENT: Council President Robyn Walker, Treasurer Amy Sullivan, Police Chief Shannon
Basaraba, and Animal Control Officer Kayla Key.
VISITORS: Lieutenant Kevin Casper, Sargent Prudent, Nancy Smith, Ethan Smith, Sally Price.
Bonneville County — Present Fu11 Time Coverage - Police & Animal Control: Lieutenant
(Lt) Kevin Casper presented two different models for Police and Animal Control.
Option A "Exhibit A" offered the current police protection. Bonneville County would handle
calls when the City Officer is not on duty, animal control, and dispatch for $51,311.
Option B "Exhibit B" offered dedicated officers to Iona and the current animal control, and
dispatch services for $92,127.
Lt Casper used Ammon as an example paying $1.1 million per year for service compared to
Chubbuck at $2.92 million per year, over 50% cost savings.
The City of Iona would gain more officer coverage time (24/7) with Option B and an increase in
communication links. Iona currently receives 20% coverage with our own officer (40 hours per
week).
The City of Iona would lose the relationship with its own officer and the ability to call when
needed.
Council Member Geray was concerned that Bonneville County would lack knowledge in City
Code and willingness to do code enforcement. Lt Casper indicated that Ammon's full time
Animal Control Officer does their code enforcement. Bonneville County does issue citations and
handle parking issues. He indicated that ordinances are old and hard to enforce.
This was an introductory offer and would increase with the growth in crime. Bonneville County
would consider buying the City's police vehicle if the City was considering the contract. If
anyone had questions they could contact Lt. Casper at 317-8421.
Nancy Smith — Land Acquisition Discussion: Council made a counter offer of $25,000 and a
1" connection to the Smiths for one acre of property for a future well and/or water tank which the
Smiths were willing to take but the City would also need access to the land.
The City would be able to gain access to the one acre of land by way of the road that runs on the
north side of the property, if the Smiths own half of the road. Another option would be having
the Smiths donate a 20' piece of land running along the property for a City easement.
The Smiths would find out about the ownership of the road and get back to the City. Nancy
Smith did not like the idea of donating a 20' piece of property and said if that was the case the
price would have to change. She also stated that there was a good fence on the property and she
didn't want it ruined.
Iona Planning & Zoning (P&Z) — Direction of Iona Impact Area Boundaries: Iona's P&Z
asked for direction of the impact area expansion boundaries and provided a map "Exhibit C"
indicating their approach. Council thought it was a good representation of growth and to move
ahead.
P&Z also asked for verification of the verbiage in Section 9 of the Iona/Bonneville Impact Area
Agreement "Exhibit D. Council Member Geray suggested including Bonneville County's RP
Zone on #4 of Section 9 and R-1.5 meeting City of Iona RT Zone requients on #10 of
Section 9.

Bonneville County Ordinance No. 206-01
Section 9. Overlay requirements within the Iona Impact Area.
The following shall be adopted by the County for use within the impact area.
1. All non -arterial streets shall have a minimum right of way width of 70'.
2. Setbacks for any structure from centerline of a street shall be 85' on arterials
and 70' on non -arterials
3. In Residential zones, no pigs a -fewl will be a wed.
4. Minimum starting lot size for the R 1R4afifi-M-14 Zones shall be 8
14,520 square feet in total area and shall be of a width at the front lot line of
not less than 85 feet.
5. Minimum side yard for the -R--2 R 1 Zone shall be 10' with the exception of
corner lots, which shall maintain a thirty (30) foot side yard adjacent to the
street which intersects the street upon which the building fronts.
6. Minimum side yards for the MH Zone shall be 10'/20'.No building shall be
constructed closer than twenty-five (25) feet to the rear property line.
7. Minimum lot width for the MH Zone shall be 75'.
8. Minimum yards for the C 1, LNC and HC1 Zoncs shall be 10' side and 20' rear
9. Minimum yards for the M1A Zone shall be 20' side and 25' rear when
adjacent to Residential zones.
