HomeMy Public PortalAbout05-12-1998PLANNING COMMISSION MEETING - MAY 12, 1998 PRESENT: ANNE HEIDEMAN, SUSIE MACKAY, ELIZABETH WEIR, FRANK MIGNONE, CAROLYN SMITH AND JERRY BROST. ALSO PRESENT, PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN AND PLANNING AND ZONING ASSISTANT SANDIE LARSON. ABSENT: BRUCE WORKMAN, LENNY LEUER AND KATHY COOK. Chairperson Anne Heideman called the meeting to order at 7:41 p.m. 1. MINUTES OF APRIL 14, 1998 Susie Mackay corrected on page 1, change caliber to caliper. Also on the last page, change n to w. Carolyn Smith corrected on page 4 in her comment, delete the `I' on the word be. MOVED BY SUSIE MACKAY AND SECONDED BY ELIZABETH WEIR TO APPROVE THE MINUTES AS CORRECTED. MOTION PASSED. 2. TRACY AND SHARON JOHNSON - 4385 COUNTY ROAD 116 - RE -ZONING AND SUBDIVISION - PUBLIC HEARING - 7:43 P.M. Anne Heideman stated that the first step would be the re -zoning. Loren Kohnen read his memo to the planning commission and went over Glenn's letter. He mentioned that Glenn's letter was a little aggressive, the applicants were not responsible for the two lots to the south of them. He put up an overhead and pointed out the shed on Lot 1 that was to be removed. Elizabeth Weir said that the trail was nicely done in the area, but that there were trees over the trail and when she was there they shifted in the wind and wondered whose responsibility it was. Staff will check this out. Tracy Johnson questioned the water main being extended as stated in Glenn's letter. Loren and Anne said that it would give a loop with better water flow. T. Johnson said he was also concerned about the trail grading. L. Kohnen told him that he had to take care of that part of it. 1 T. Johnson also questioned the park fee and it was explained to him. Frank Mignone said that the requested zoning was consistent with everything. Carolyn Smith asked about requiring the trees, is it because of Foxberry being so close. L. Kohnen said no, there are just as many trees on this lot. S. Mackay said that we might want to include the word caliper. MOVED BY ELIZABETH WEIR AND SECONDED BY JERRY BROST TO RECOMMEND THE RE -ZONING THE JOHNSON PROPERTY FROM RURAL RESIDENTIAL TO SUBURBAN RESIDENTIAL. MOTION PASSED. SUBDIVISION Elizabeth Weir wanted to know what would happen to the mound system on the property. Tracy Johnson said that it would be abandoned when they tie into the city sewer. MOVED BY CAROLYN SMITH AND SECONDED BY FRANK MIGNONE TO RECOMMEND PRELIMINARY APPROVAL OF "TWO BIRDS ASPIRING" TWO LOT SUBDIVISION WITH THE FOLLOWING CONDITIONS: 1. A ten foot trail easement parallel to County Road 116 be provided and graded, ready for gravel. 2. Cost of hooking up to sewer to be paid by the applicant. 3. A 10 foot county ROW easement be provided. 4. Existing driveway from County Road 116 be removed within one year of the start of construction of a house on Lot 1. 5. A 30 foot easement for driveway and drainage and utilities be provided along the north portion of Lot 1 for the use of Lot 2. 6. All driveways be paved when construction of the house on Lot 1 is completed. 7. A minimum of two 2 1/2" caliper trees be provided on each lot at the completion of the house on Lot 1. 8. Park dedication fee due on Lot 1, with amount to be determined by city assessor. 9. Elm Creek Watershed to review plat. 10. Existing accessory building on Lot 1 to be removed. 11.Only one curb cut in cul de sac to serve both lots. The water main extension is to be discussed at the city council meeting. MOTION PASSED. 2 3. SIGN ORDINANCE - 8:13 P.M. There was considerable discussion on business signs, the number of signs allowed, the square footage of signs, etc. The items that need specific discussion: 1. The number of signs as well as the square footage. The planning commission consensus was 1 free standing or pylon sign per thoroughfare 2. Wall signs on thoroughfares. 3. Canopy signs - addressed in gas station section. Jerry Brost said that we need to decide if we want to address advertising inside windows. Elizabeth Weir and Frank Miqnone both said that the primary concern was outside signs and the number of signs. MOVED BY CAROLYN SMITH AND SECONDED BY FRANK MIGNONE TO MOVE THE SIGN ORDINANCE TO THE CITY COUNCIL WITH THE FOLLOWING COMMENTS: Definition of #1 - should be back to the original. The number of signs as well as the square footage of signs to be addressed. Window sign issue - the consensus of the planning commission was not to address this. MOTION PASSED. The planning commission was reminded of the joint city council/planning commission meeting to discuss the comprehensive plan on Tuesday, May 26th at 6 p.m. MOVED BY FRANK MIGNONE AND SECONDED BY JERRY BROST TO ADJOURN.
