WASTEWATER MANAGEMENT ADVISORY COMMITTEE
THURSDAY, NOVEMBER 9, 2023
Hybrid Meeting in the Nauset Meeting Room at the Orleans Town Hall @ 10:00 AM
A hybrid meeting of the Wastewater Management Advisory Committee was called to order in the Nauset
Meeting Room at 10:00 a.m. at the Orleans Town Hall. Representatives Present: Vice -Chair: Judith Bruce
(Marine & Freshwater Quality); Clerk: Ginny Farber (Conservation Commission); John Smith (Board of,
Health); Alan McClennen (Board of Water & Sewer Commissioners); Richard Hartmann (Planning Board) and
Lynn Bruneau (Finance Committee, ex -officio). Also Present: Mike Giggey (Wright -Pierce) {via Zoosn}; Tim
Harrison and Jennifer Doyle -Breen (via Zoom} (AECOM). Absent: Chao: Kevin Galligan (Select Board);
George Meservey and Michael Solitro (Planning Department)
PUBLIC COMMENT
There were no public comments at this point in the meeting.
DISCUSSION OF AMENDED COMPREHENSIVE WASTEWATER MANAGEMENT PLAN DRAFT
Committee members reviewed and provided input to the Amended Comprehensive Wastewater Management
Plan, noting there was a recent public presentation. Many topics came up during the discussion including, but
not limited to, ponds, whether an Environmental Impact Assessment is required, growth projections, and costs.
AECOM representatives stated that there are currently no guidelines for how to prepare an Amended
Comprehensive Wastewater Management Plan.
REPORT ON PLEASANT BAY ALLIANCE, WATERSHED WORK GROUP
Using multiple charts in a PowerPoint presentation entitled, "Pleasant Bay Nitrogen Management", dated
November 9, 2023, Giggey gave input on preparing for an Updated Watershed Permit for Orleans. Giggey
noted data showing an Implementation Schedule for Orleans and abutting towns. The presentation included a
chart showing an Estimate of Nitrogen Removal Requirements in Pleasant Bay and Town -wide. Committee
members discussed the accomplishments completed in the first 5 years of the Permit and what issues need to
be addressed to Prepared for a Watershed Permit Update.
APPROVAL OF MINUTES: October 26, 2023
MOTION: On a motion by John Smith, seconded by Ginny Farber, the Committee voted to approve
the Wastewater Management Advisory Committee minutes for October 26, 2023.
VOTE: 4-0-1 The motion passed by a majority (Alan McClennen abstained).

ADJOURNMENT
MOTION: On a motion by John Smith, seconded by Ginny Farber, the Board voted to adjourn the
Wastewater Management Advisory Committee meeting at 11:45a.m.
