WORKSHOP F.1.FUTURE LAND USE DISCUSSION – 143RD STREET WEST Staff is proposing to continue the discussion of current and potential future land uses adjacent to 143rd Street between Ridge Road and Steiner Road, as well as east and west of Ridge Road south of 143rd Street. With anticipated road improvements to 143rd Street and strong demand for non-residential development, staff will present an option to extend the existing “Light Industrial / Business Park” future land use designation in the Village’s Comprehensive Plan. 143rd Street West Future Land Use Staff Report REMINDERS - • August 11 Evening with the Mayor – 6:30 p.m. at the Village Green • August 12 Historic Preservation Commission – 7:00 p.m. • August 16 Village Board Meeting – 7:00 p.m. • August 17 Plan Commission – 7:00 p.m. 1 Committee of the Whole Workshop of the President and the Board of Trustees Page - 2 • August 23 Next Committee of the Whole Workshop – 7:00 p.m. 2 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on July 26, 2021 Boardroom Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis, Trustee Benton, Trustee Kalkanis,and Trustee Larson. Board absent: Trustee Calkins, Trustee Ruane, and Trustee Wojowski. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Jessica Gal, Planner; Yuchen Ding, Planner; Allen Persons, Public Works Director; and John Konopek, Chief of Police. Trustee Larson moved to approve the Minutes Committee of the Whole Workshop held on July 12, 2021. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis commented on planning for the Great Race event. TRUSTEE COMMENTS Trustee Benton commented on the heat and encouraged everyone to check on their neighbors. Trustee Larson: Reminded everyone of National Night Out that will be held at the Village Hall/Settlers’ Park on August 3, 2021. Urged everyone to slow down at intersections in rural areas. Commented on expenses with alternate locations for Evening with the Mayor and suggested that the event be moved back to the Village Hall. PUBLIC COMMENTS Michael Lambert expressed concern with how his comments to the Board were handled. Keith and Jenny Watkins expressed concern regarding obtaining permits. WORKSHOP 1) PROPOSED ZONING CODE TEXT AMENDMENTS Director Proulx reviewed recommended changes to the Zoning Code. Director Proulx reviewed proposed changes to corner fences. Mr. Proulx proposed an administrative variance process with fence standards that would streamline the process and eliminate the need for most requests to be considered by the Zoning Board of Appeals. There were no objections to the proposed changes. Mr. Proulx reviewed proposed changes to the size of accessory structures. Trustee Larson indicated support for a set standard. Trustee Benton indicated support for a percentage. Trustee Kalkanis indicated concern with the percentage. Mr. Proulx reviewed proposed changes to lot coverage and impervious surface area. There were no objections to the proposed changes. Mr. Proulx reviewed proposed changes to boats and recreational vehicle/camper parking occupancy. Trustee Larson expressed concern regarding subdivisions that don’t have a homeowners association to regulate and indicated support to allow parking of recreational vehicles in the driveway as long as it is not restrictive. Trustee Benton indicated support for parking recreational vehicles in the 3 Village of Plainfield Committee of the Whole Meeting Minutes – July 26, 2021 Page 2 driveway and suggested an administrative control for unique situations for living situations and possibly defining utility tie-ins. Staff will continue working on the text amendments and bring it back for future consideration. Yuchen Ding, Planner, reviewed proposed changes to the zoning code pertaining to food trucks. Trustee Larson expressed concern regarding the length of the code regulations. Trustee Benton indicated support, questioned the sale of alcoholic beverages, and questioned the location section of the code. Trustee Kalkanis expressed concern regarding notifications of violations. Mayor Argoudelis stated that the ordinance should be user friendly and not discouraging. Staff will continue working on the text amendments and bring it back for future consideration. Mayor Argoudelis read the reminders. Trustee Larson moved to adjourn. Second by Trustee Benton.
