REGULAR MEETING NOVEMBER 6, 2007 The Lynwood Information Inc. of the City of Lynwood met in a regular meeting in the Council Chambers, 11330 Bullis Road on the above date at 5:04 p.m. Chairman Santillan presiding. Directors Flores, Martinez, Morton, Rodriguez, and Santillan were present. Also present were City Manager Rodger Haley, Interim City Attorney Salinas, Secretary Hooper and City Treasurer Pygatt Secretary Hooper announced that the Agenda had been duly posted in accordance with the Brown Act. Item #4 PROCLAMATIONS/PRESENTATIONS • None PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) (NONE) PUBLIC ORAL COMMUNICATIONS (NONE) r r CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Agency or staff request specific items to be removed from the Consent Calendar for separate action. It was moved by Chairman Santillan, seconded by Vice Chairman Rodriguez, to approve the Warrant Register and to receive and file the Treasurers Quarterly Investment Report. Item #5 MINUTES OF PREVIOUS MEETINGS: • Regular Meeting -October 17, 2007 Item #6 APPROVAL OF THE WARRANT REGISTER RESOLUTION NO. 2007.022 ENTITLED: A RESOLUTION OF THE LYNWOOD INFORMATION INC. OF THE CITY OF LYNWOOD, CALIFORNIA, ALLOWING AND APPROVING THE DEMANDS AND WARRANTS THEREFORE. Item #7 TREASURER'S QUARTERLY INVESTMENT REPORT ROLL CALL: AYES: DIRECTORS FLORES, MARTINEZ, MORTON, RODRIGUEZ AND SANTILLAN NOES: NONE ABSTAIN: NONE ABSENT: NONE Item #5 MINUTES OF PREVIOUS MEETINGS: Regular Meeting -October 17, 2007 This item was pulled by Director Morton. After discussion it was moved by Director Morton, seconded by Chairman Sahtillan to approve the minutes by general consent. DISCUSSION ITEM Item #8 ELECTRONIC DOCUMENT MANAGEMENT SYSTEM PUBLIC RECORDS WEBSITE DEMONSTRATION The City Manager introduced this item. This program will allow the public and the City Staff to access City documents electronically such as, ordinances, resolutions, etc.... Daniel Baker presented the new user friendly, public records web site, which was created by a collaboratiori between the City's EDMS team and ECS Imaging, called "My Doc Spot." After discussion, it was moved by Mayor Pro Tem Rodriguez, seconded by Council ± l Member Morton to proceed with the implementation of "My Doc Spot" by general 1„~ consent. Item #9 DISSOLUTION OF LYNWOOD INFORMATION INCORPORATED (LII) This item was introduced by the City Manager. The dissolution of the Lynwood Information Incorporated (LII) will save the City approximately $78,000 per year, $54,000 from the Council's budget, $12,000 from the City Clerk's Budget and $12,000 from the City Treasurer's Budget. After discussion, it was moved by Council Member Flores, seconded by Council Member Morton to dissolve the Lynwood Information Incorporated (LII).
