Wednesday, March 2, 2016

Committee members present: Jim Branch, Mark Schreiber, Glen Costales, Laura Ward, Ken
Hussey
Staff present : Steve Crowell, Drew Hilpert, Gail Strope, Janice McMillian;
Others present : Mayor Carrie Tergin, Madeleine Leroux (News Tribune).
Meeting came to order at 8:00 p.m. Councilman Costales made a motion to approve the minutes
which was seconded by Councilwo man Ward. The motion passed 4-0. Councilman Hussey
joined the immediately after the vote.
Reorganization of positions within Planning and Protective Services.
Presented by Gail Strope. Mrs. Strope explained a proposed ordinance to take three property
inspector positions (2 classified as a Grade 16 and one as a grade 18) and reclassify them into
three positions to be classified as Property Housing Inspector I (Grade 16) or Property Housing
Inspector II (Grade 17). Mrs. Strope explained that that would allow a career step ladder based
on education and experience. After discussion and questions, Councilwo man Ward made a
motion to move the bill onto the Council which was seconded by Councilman Costales. The
motion passed 5-0.
Special Olympics, Missouri YOP Tax Credits.
Presented by Drew Hilpert. Mr. Hilpert explained that Special Olympics, Missouri has requested
that the City authorize application to the Department of Economic Development for Youth
Opportunity Program Tax Credits to help them fund their new training facility. Mr. Hilpert
explained that by authoring this application the City is only stating that the planned use of the
funds do not interfere with any known city plans of the City. Mr. Hilpert explained the City is
making no payment and there is no fiscal impact to the City. After discussion and questions,
Councilman Costales made a motion to move the bill onto the Council which was seconded by
Councilwoman Ward. The motion passed 5-0.
Term Limits.
Councilman Hussey advised he had received good feedback on the bill but intended not to ask
for further discussion until the fall. The Committee discussed bringing this bill back up for
consideration in September 2016.
Residency limits for non-department directors.
Presented by Drew Hilpert. Mr. Hilpert explained that this ordinance, originally requested by
Councilman Costales, proposes to eliminate the hard and fast rule that non-department directors
must live within 25 miles of the City and 30 minutes. The bill would allow Directors to set rules
for positions based upon their duties. Mr. Hilpert advised that after discussion of the Leadership,
the Staff supported this change. After discussion and questions, Councilman Costales made a
motion to move the bill onto the Council which was seconded by Councilwoman Ward. The
motion passed 5-0.
Appointments Review.
Presented by Gail Strope. The committee reviewed the recommendations by Mayor Tergin.
After discussion and questions, Councilman Hussey made a motion to move the bill onto the
Council which was seconded by Councilman Costales. The motion passed 5-0. The positions
