HomeMy Public PortalAbout1990_07_11_R175L. v.:~£ eesourg in aVirginia RESOLUTION NO: 90-175 A RESOLUTION: PRESENTED July 11, 1990 ADOPTED July 11, 1990 ENDORSING THE DRAFT AMENDMENTS TO THE ANNEXATION ARF_~ DEVELOPMENT POLICIES (AADP'S) AND REFER_RING THE DRAFT AMENDMENTS TO THE AADP JOINT POLICY COM1V[ITTEE WHEREAS, the Annexation Area Development Policies were adopted by the Town of Leesburg and Loudoun County on November 15, 1982; and WHEREAS, the AADP's are intended to implement and maintain a mutually supportive relationship between the two governing bodies which assures that a full range of governmental services will be addressed and provided for in the annexation area; and WHEREAS, as adopted, joint review of these policies was required to commence prior to December 31, 1989; and WHEREAS, the AADP Joint Policy Committee together with Town of Leesburg and Loudoun County staff prepared amendments to the adopted AADP document to reflect new information and changes in growth patterns; and WHEREAS, on February 12, 1990 the AADP Joint Policy Committee recommended that the draft amendments to the AADP's be forwarded to the Town Council and Beard of Supervisors for review and comment; and WHEREAS, the Planning and Zoning Committee of the Leesburg Town Council has reviewed the draft amendments to the AADP's dated February 12, 1990; and WHEREAS, the Leesburg Town Council held a public hearing on June 13, 1990 to consider the said amendments to the AADP document; and WHEREAS, Council modifications regarding government facilities and the Leesburg Airport have been made following the public hearing: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I: The Leesburg Town Council hereby endorses the draft amendments to the Annexation Area Development Policies dated February 12, 1990. RESOLUTION - AADP'S -2- SECTION II: These draft amendments to the Annexation Area Development Policies are referred back to the AADP Joint Policy Committee for fomal recommendation. The Town shall ensure the preservation of natural open space areas adjacent to the Potomac River. 7. The Town and County shall work together to ensure the preservation of the Balls Bluff National Cemetary and battlefield are~ Town and County will participate in development of a Greenway Trail study for the development of bikeways~ trsi!~ and preservation of stream and river beds in Leesburg and Loudoun County. COMMENTAEY The Leesburg Airport is an economic asset for Loudoun County. Its future viability must be ensured through prohibition of residential uses in close proximity to the runway or airport operations and through provision of central sewer and water service to the airport property. The airport should be developed according to an adopted Airport Master Plan. However, the airport must be a good neighbor to surrounding land uses. Therefore, planned expansion of the airport must be coordinated with the residential, transportation, environmental and employment growth plans of the Town and County. Capacity should be planned to accommodate projected traffic on major roads except on the Route 15 Bypass where 4-lane sections must be completed within the planned right-of-way and where interchanges have been planned by VDI4 O__ &T. Other major highway improvement issues involve coord~rmtion of the Dunes Toll Road Extension aliEnment and secondary roads adjacent to and intersecting with Route 7 in the annexation area east of the Route 15 Bypass, and constl~_ction or improvement of secondary roads linking the growth areas south of the bypass and the bypas ~ .... ~ .... These highway components are illustrated by Map C, r~ __~ ~ and ...... -' .... 11 ANNEXATION ,~R~& DEVELOPMENT POLICIF_~ Att~hment 2 COMMENTARY Government and recreational facilities, health and human services and libraries should be centrally located in and around the Town of Leesburg whenever possible. GOVERNMENT FACILITIES POLICIES 1. Recreation, health, social services, libraries and other facilities should be conveniently located in or around the Town of Leesburg. 2. The Town and County will facilitate the location of required public and h-rash service facilities within or adjacent to the Town of Leesburg. L Environmental, Histm-ic and Cultural Factors COMMENTARY Future development within the annexation area must take place in recognition of the area's natural, historic and cultural context. The following goals should guide the land development process within the annexation ares-_ Slopes Slopes greater than 25 percent should be preserved in their natural state allowing for only passive recreational use. Development on slopes of 15 percent to 25 percent will be discouraged; when development occurs it should be subject to special restrictions such as grading requirements, stormwater management techniques, and vegetation protection to ensure environmental stability.
