IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Bruce Case, Council Member Dan Gubler, Council Member Rob Geray, Council Member Thane Price, Public Works Director Zech Prouse, Police Chief Shannon Basaraba, Building Inspector Allen Eldridge, City Clerk Julie Hammond, Treasurer Amy Sullivan. ABSENT: None. VISITORS: Lieutenant Kevin Casper, Developer Art Clark. Sheriffs Report Lieutenant Casper stated that Bonneville County Police Department's goal is to improve communications across the board so that all involved are informed and reporting is not duplicated. Lt Casper reported 330 calls for service since July 1, 2012, of those 330 calls 158 were traffic stops and related for Bonneville County and 78 were traffic stops and related for Iona. There were 94 dispatched calls for service. Of those, 70 were handled by Bonneville County and 24 by Iona. On the average Iona is taking care of a large portion of calls. Lt Casper noted that thefts in Iona are lower compared to surrounding areas and two locations in Iona accounted for 24% of the calls. Art Clark Development Mr. Clark owns 205 acres (Dale Rockwood Farm — 65th North and 55t' East) near Iona. He proposed a land development approximately three years ago but was held up by sewer and water agreements. Iona Bonneville Sewer District has approved the sewer hookups and he is awaiting approval from Idaho Falls. This property is in the county but Mr. Clark stated that it is about a mile away from being contiguous to Iona and would like it to be a part of the community. He proposed building to start in one to two years on 20-30 acres with homes ranging from $150,000 to $200,000. Mr. Clark stated he would provide land for a well and the water lines (size still under discussion). He also commented that an elementary school might be in the future and that the LDS Church might have plans to build a new church in the area. Director Prouse asked about drainage and Mr. Clark said it would be swells or curb and gutter. Council Member Gubler stated that the City adopted curb and gutter. Reports: Public Works Emergency Well #4: Director Prouse stated the hand pump has been set on the emergency backup well and is now referred to as Well #4. Director Prouse ran initial coliform tests, which were good, the water is a little bit turbid but safe to drink. He is still waiting for the nitrate results. Emergency Well #3: Director Prouse reported the plans have been submitted for the generator on Well #3. This generator will be strictly natural gas and will have a soft start instead of a VFD (well isn't big enough to require a VFD) which will save the City $7,000. The City will be providing the concrete work which will also be a savings to the City. The generator will be located on the west side of the green building and will have chain link fence with privacy slats around it. Issues of note are consistent with the bigger picture in the area. One location received 18 calls for service of various nature but relating to complex social problems and mental health issues. Another household had 4 responses to the same location for juvenile issues. These two locations accounted for 24% of the responses to the city. This is normal for policing issues but represents the nature of social problems and the consequences in society. One good note is that the thefts have been lower in lona compared to surrounding areas for theft calls and the County has had a surge of metal theft and copper wire theft Briefing paper prepared by Lt.
