E. ii W'i:L tpRK ORLEANS PLANNING BOARD OCTOBER 24, 2023 — Hybrid Meeting Minutes A hybrid meeting of the Orleans Planning Board was called to order at 4:00 p.m. from the Nauset Meeting Room at Town Hall. Present: Chairman: Alice Van Oot; Vice -Chairman: John Ostman. Regular Members: Richard Hartmann and Debra Oakes. Associates: Maria LeStage and David Ortolani. Planning Department Staff: George Meservey, Michael Solitro and Secretary: Karen Sharpless. Absent: Cleric: Maxine Minkoff and Board of Selectmen Liaison: Mark Mathison. Chair Yarn Oot requested that Associate David Ortolani vote at this meeting irr the absence of -Regular Member Maxine Minkoff PUBLIC COMMENT There were no public comments at this point in the meeting. COMPREHENSIVE PLAN UPDATE Planning Board members reviewed and contributed opinions to Sharon Rooney (Tighe and Bond) regarding . the document entitled, "Orleans Comprehensive Plan Update: 10/18/23 DRAFT Survey questions". It was also noted that members of the Finance Committee, Nicholas Athanassiou and Lynn Brut -Lean, also contributed comments regarding the survey contents. Planning Board members discussed upcoming Community Visioning Workshops to be held on the following dates: • November 16, 2023 at the Council on Aging from 5:30 7:30 p.m. a December 5, 2023 at the Orleans Police State from 3:00 — 5:00 p.m. Planning Board members reviewed the Agenda and Facilitator Instructions for the Visioning Workshops. Planning Board members discussed distributing flyers with the following statement: "The Town of Orleans is updating its Orleans Comprehensive Plan (OCP), a public process to set a shared community vision for (rousing, capital facilities, land use and natural resource protection, as well as a targeted action plan to implement the OCP". The flyer encourages members of the public to share ideas with the following statement, "Your input and participation in these workshops is essential to ensuing the Orleans Planing Board members gain knowledge into Orleans' central issues and opportunities for creating a vision and long-term goals fir a sustainable community. Everyone who lives, works, owns a business or calls Orleans home is invited to participate". Planning Board members reviewed a postcard template to be mailed out to encourage members of the public to give their input on the survey as well as attend the visioning workshops. Page of 3 BUILD OUT ANALYSIS Using PosverPoint slides with maps and charts, Meservey gave a presentation entitled, "Orleans Build -Out Analysis", dated October 24, 2023 to help with understanding growth in the Town of Orleans. Meservey noted the following Town Plan Vision from the Orleans Comprehensive flan updated in 2006 "it is the policy of this Town to ensure thai future growth is at a level and 111 such a manner that 1t will have no or minimal adverse effect von the semi -rural character and environmental integrity of the Town". POTENTIAL ZONING AMENDIV1ENTS Meservey gave an update on progress of the Zoning Bylaw Task Force in reviewing potential zoning bylaw changes. The Zoning Bylaw Task Force will return the bylaws to the Planning Board when they determine a recommendation. COMMITTEE REPORTS Board of Water & Sewer Commissioners (Richard Hartmann), Hartmann gave an update on progress of the sewer system and noted that all of the wastewater articles passed at the Special Town Meeting. Wastewater Management Advisory Committee (Richard Hartmann) Hartmann gave an update on the progress of the Wastewater Management Advisory Committee planning. Transportation and Bikeways Advisory Committee (Alice Van Oot) Meservey noted the intent to pursue a warrant article for a sidewalk to be constructed along beach road. Economic Development Committee (John Ostman) Ostman updated members on the Economic Development Committee progress in reviewing the existing Economic Development Plan and how to proceed in updating it. Long Range Planning Committee (John Ostman) Ostman informed Planning Board members that the new Capital Improvement Plan forms have been sent out to Town Departments in order to obtain input for proposed projects over the next 5 to 20 years. The committee is in the process of snaking the town finances more transparent. APPROVAL OF PLANNING HOARD MINUTES MoriloN: On a motion by John Ostman, seconded by Richard Hartmann, the Board voted to approve the Planning Board minutes for October 10, 2023. VOTE: 5-0-0 The motion passed unanimously, ADJOURNMENT MOTION: On a motion by Richard Hartmann, seconded by John Ostntan, the Board voted to adjourn the Planning Board meeting at 5:45 p.m. VOTE: 5-0-0 The motion passed unanimously.
