ORLEANS PLANNING BOARD
JANUARY 23, 2024 -- Hybrid Meeting Minutes
A hybrid meeting of the Orleans Planning Board was called to order at 4:00 p.m. from the Nauset Meeting
Room at Town Hall. Present: Chairman: Alice Van Oot; Vice -Chairman: John Ostrnan; Clerk: Maxine
Minkoff. Regular Members: Richard Hartmann and Debra Oakes. Associates: Maria LeStage {via
Zoom}. Planning Department Staff: George Meservey, Michael Solitro and Secretary: Karen Sharpless.
Also Present: Sharon Rooney (Tighe & Bond) {via Zoom}. Absent: Board of Selectmen Liaison: Mark
Mathison.
PUBLIC COMMENT
There were no public comments at this point in the meeting.
COMPREHENSIVE PLAN UPDATE
Planning Board members discussed the following documents with Sharon Rooney in the ongoing process of
updating the Orleans Comprehensive Nan:
• Cape Cod Commission Local Comprehensive Plan Template
• RPP Slides
• Draft Land Use — Existing Conditions
• Draft Comprehensive Plan Goals Matrix
Michael Solitro gave a report on a visioning meeting held with young professionals in town.
DESIGN GUIDELINES
Planning Board members discussed the contents of a document entitled "Orleans Design Guidelines"
prepared by the Cape Cod Commission.
COMMITTEE REPORTS
Board of Water & Sewer Commissioners (Richard Hartmann)
Hartmann reported there is slow but steady progress with connections and the construction of Phase
2 of the sewer project.

Wastewater Management Advisory Committee (Richard Hartmann)
Richard Hartmann reported on the progress of the Wastewater Management Advisory Committee
including updated information on the Pleasant Bay Watershed.
Affordable Housing Committees (Debra Oakes)
Oakes reported on the progress of three large housing projects in town including the Pennrose
project, evaluation of the Governor Prence RFP, and Main Street project. Oakes stated that the
committees will hold a joint meeting to determine how to move forward with housing assessments
and turn it into an action plan, possibly by forming a subcommittee.
Community Preservation Committee (Maxine Minkoff)
Minkoff reported that the Community Preservation Committee has met with all of the funding
applicants and revisions are being submitted based on feedback from the committee. Minkoff stated
that a public hearing on grants will be held on February 1, 2024.
Transportation and Bikeways Advisory Committee (Alice Van Oot)
Van Oot reported on the activities of the Transportation and Bikeways Advisory Committee
including dealing with public concerns. Van Oot reported on a request for funding for a
feasibility study for a walkway from the village center to Nauset Beach.
Economic Development Planning Committee (John Ostman)
Ostman stated that the proposed housing and density zoning bylaws were well received by
committee members.
Long -Range Planning Committee (John Ostman)
Ostman reported that the Long -Range Planning Committee will be submitting a 5 -year Capital
Improvement Plan (CIP) to the Town Manager with an impending 15 -year add on which will end up
covering 20 years. Ostman stated that Stabilization funds were discussed and an asset analysis will
be performed.

APPROVAL OF PLANNING BOARD MINUTES
MOTION: On a motion by John Ostman, seconded by Richard Hartmann, the Board voted to
approve the Planning Board minutes for January 9, 2024.
VOTE: 5-0-0 The motion passed unanimously.
ADJOURNMENT
MOTION: On a motion by Maxine Minkoff, seconded by Debra Oakes, the Board voted to adjourn
the Planning Board meeting at 5:45 p.m.
VOTE: 5-0-0 The motion passed unanimously.
