HomeMy Public PortalAbout08-27-2009THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 27, 2009 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, August 27, 2009, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were City Attorney Walt Chidester, Assistant City Attorney Kim Vessels, Community Development Specialist Sharon Palmer, Street Commissioner Bill Smith, Deputy Controller Valerie Fonzer, Director of Public Works and Engineering Greg Stiens, Assistant Fire Chief Oscar Abner, Firefighter Shawn Statton, Captain Terry Hopkins, District Engineer Bob Wiwi, Building Commissioner Wayne Jackson and John Dils. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the August 20, 2009 meeting. Lawson made a motion to approve with a second by Robinson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for August 28, 2009 in the amount of $145,393.49. She explained that of that total $32,174.98 was paid to the Wayne County Treasurer for the City's share of 9 -1 -1 salaries and benefits; $30,211.02 was paid to Harvest Land for unleaded and diesel fuels and $13,968.70 was paid to Flint Trading for paint supplies for the Street Department. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CURB CUTS A. Robinson made a request to the board to approve the curb cut at 1250 Clear Creek Lane. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. Board of Works Minutes August 27, 2009 Page 2 of 10 RESOLUTIONS A. Robinson made a request that was submitted by the Mayor to the board for the approval of Resolution No. 4 -2009 that is a joint resolution between the City and the U.S. Army regarding the transportation of two Army tanks from the Wayne County Courthouse to the Veteran's Memorial Park. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought a request to the board that was presented by City Attorney Walt Chidester for the approval of Resolution No. 5 -2009 that is a resolution authorizing the City Attorney to sign a joint petition to modify a grieved judgment. He explained this was a judgment between the City and Indiana Department of Environmental Management (IDEM). This resolution will allow the revision of the attachment that goes with the judgment that has to do with changing of time tables. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. BID AWARDS A. Robinson brought to the board a request that was presented by Assistant Fire Chief Oscar Abner to award the bid for the vehicle Exhaust Removal System for the Fire Department to Hastings Air- Energy in the amount of $92,784.00. Flood made a motion to award the bid with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Community Development Specialist Sharon Palmer to award the bid for the Home Improvement Grant for 715 South 15t11 Street to Taylor Home Improvement Inc. in the amount of $7,444.00. Lawson made a motion to award the bid with a second by Flood. The motion was unanimously passed. C. Robinson made a request to the board that was submitted by Street Commissioner Bill Smith to award the bid for Phase II Paving Contract to Milestone Contractors, L.P. in the amount of $625,473.99. Flood made a motion to award the bid with a second by Lawson. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Deputy Controller Valerie Fonzer for the approval of Contract No. 99 -2009 between the City and the Town of Spring Grove for Fire Protection 2010 in the amount of $62,360.00. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Deputy Controller Valerie Fonzer for the approval of Contract No. 100 -2009 between the City and Wayne Township for Fire Protection for 2010 in the amount of $677,109.00. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. C. Robinson made a request to the board that was submitted by Human Resource Director William Harris for the approval of Contract No. 120 -2009 that is an Board of Works Minutes August 27, 2009 Page 3 of 10 DEED Insurance Policy between the City and Cincinnati Insurance for the City of Richmond's machinery and equipment in the amount of $43,812.00. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. D. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens for the approval of Contract No. 121 -2009 with Joseph P. Buckler for Engineering Services. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. E. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens for the approval of Contract No. 122 -2009 with Burgess and Niple for Construction Inspection Services for Phase 1 of the Salisbury Road Re- construction Project in the amount of $165,000.00. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. F. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens for the approval of Contract No. 123 -2009 with Pro Lawn for the paving of the Elder Beerman Parking Lot and installation of new sidewalks, curbs and ramps on South 6th 7th Streets and the service drive adjacent to Elder Beerman in the amount of $75,752.00. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. A. Robinson made a request to the board to approve the deed for the transfer of the Property known as the Dana Property at 2153 Williamsburg Pike. Assistant City Attorney Kim Vessels explained that the Law Department is still working on the deed and would like to table it at this time. FILL THE BOOT CAMPAIGN A. Robinson brought to the board a request that was presented by Assistant Fire Chief Oscar Abner and Firefighter Shawn Statton for the approval of the Fire Department to participate in the "Fill the Boot Campaign" from August 28, 2009 to September 7, 2009. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. INSTALLATION OF AMERICAN FLAGS A. Robinson made a request to the board that was submitted by Mayor Sally Hutton for the approval to install American Flags on the Light Poles on the North 9th Street Overpass. The Depot District is to purchase the flags and the City is to maintain them. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. EMERGENCY ACTION REQUEST A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and Building Commissioner Wayne Jackson and submitted by Director of Public Board of Works Minutes August 27, 2009 Page 4 of 10 Works and Engineering Greg Stiens for the approval of the Emergency Action Request that was for the immediate closure of four or five parking spaces and sidewalks along North 12th for the resolution of an Exterior wall compromised structural integrity. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. RESIDENTIAL HANDICAPPED PARKING SIGN RENEWALS A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 423 South 6th Street for Juanita Bromagen and Tim Webb. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. NEW RESERVED HANDICAPPED PARKING SIGNS A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a new Reserved Handicapped Parking Sign at 213 NW "H" Street for Linda Watson. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a new Reserved Handicapped Parking Sign at 618 South 10th Street for Ms. Anne Griffin. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. STREET CLOSURE EXTENSION A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and submitted by District Engineer Bob Wiwi for the approval of a one week extension to complete the Culvert Installation at the 500 Block of Bridge Avenue to Friday, September 4, 2009. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. STREET CLOSURES A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and District Engineer Bob Wiwi for the approval of the closure of the 900, 1000, 1100 and 1200 blocks of South 16th Street for Phase 1 of Sewer Upgrade on Monday, August 31, 2009 to Friday, October 2, 2009. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins and John Dils for the approval to close the 1st block of 2nd Street from 8:00 to 8:30 AM. East Main Street from 3rd Street West to 1st and West Main Street from 8:00 AM to 8:30 AM. 200 block of North "A" Street from 8:00 AM to 8:30 AM. 100 through 300 blocks of North 3rd Street From 8:00 AM to 11:00 AM. Temporary Stop Signs on Waterfall Road at Cardinal Greenway from 8:00 AM to 10:00 AM. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Captain Terry Hopkins and John Dils to approve the closure of Fort Wayne Avenue to North "D" Street to North "E" Street; North "E" Street from North 8th Street to North 11th Street; North 11th Street from North "E" Street to North "D" Street; North "D" Street from North 11th Street to North 10th Street; North 10t11 Street from North "D" Street to Elm Place; Elm Place From North 10th to North 8th Street; North 8th Street from Elm Place to North "D" Street and North "D" Street from North 8th Street to Fort Wayne Avenue on Saturday, September 5, 2009 from 2:00 PM to 9:30 PM for the Depot District Race. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. TRIATHLON /DUATHLON A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and John Dils for the approval of one Police Officer at Reid Parkway at Chester Blvd and two for Industries Road at Williamsburg Pike on Sunday, September 6, 2009 from 8:00 AM To 10:00 AM for the Triathlon / Duathlon Race. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. STREET CLOSURES A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of the closure of Fort Wayne Avenue between North "D" and North "E" Streets on Saturday, September 12, 2009 from 7:00 AM to Sunday, 13, 2009 at 12:00 AM for the 6th Annual Fall Festival. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID OPENINGS A. Robinson brought to the board a bid opening for the demolition of unsafe structures.
