PRESENT: RON JOHNSON, RANDY BRINKMAN, DICK PICARD, BILL LOE, LENNY
LEVER, MARY VERBICK, SHARON JOHNSON AND JERRY BROST
ARRIVED AT 7:13 P.M. ALSO PRESENT PLANNING AND ZONING
ADMINISTRATOR LOREN KOHNEN AND PLANNING AND ZONING
ASSISTANT SANDIE LARSON
ABSENT: ELIZABETH WEIR
Vice chairperson Dick Picard called the meeting to order at 7:02 p.m.
Dick welcomed new planning commission Bill Loe and everyone introduced themselves.
1. TAD & CINDY PIPER/BOB & SUZANNE BARBAROSSA - 2505 WILLOW
DRIVE - DIVISION & REARRANGEMENT 4.5 ACRES FROM PIPERS TO
BARBAROSSA - PUBLIC HEARING
Dick Picard reminded the applicants that the planning commission was an advisory body and that
the city council makes final decisions.
Loren Kohnen read his memo to the planning commission and put up an overhead of the area.
He pointed out the wetland areas and mentioned that there should be 5' drainage and utility
easements around all property lines, 10' drainage and utility easement on Willow Drive and
drainage and utility easements around all wetlands, streams and tile lines.
Todd Rapp, representing the Pipers and Barbarossas, mentioned that the city attorney agreed that
a lot line re -arrangement could be done instead of a plat. There are no additional lots being
created, nor any new construction. He said that he understood that planning commission
members had visited the Barbarossa site and seen that it is natural to add this 4.5 acres to the
Barbarossa site. Mr. Rapp said he had no problem with easements around the property lines, but
would like to see where the proposed easements are around the wetlands.
Bill Loe said being new to this process, he wondered what the reason was for the transfer.
T. Rapp said that the Barbarossa residence and barn are very close to their lot line and it is very
natural for this piece to be added to their property and it does not take anything away from the
Piper property.
B. Loe asked what, if any, waivers from the city code were required for this process.
L. Kohnen said that we usually do this kind of application as a plat, but it is in the ordinance to
do lot line rearrangements. The easements will have to be done by separate instrument

D. Picard asked what easements are involved.
L. Kohnen pointed out on the overhead approximately where the easements would be over the
wetlands and also on the property lines.
Jerry Brost asked the reason for doing the process this way instead of platting.
T. Rapp said that by doing a lot line rearrangement, they would not have to ask for a variance for
the substandard lots.
D. Picard asked about the substandard lots.
L. Kohnen said that both lots are non -conforming to our code now and will stay non -conforming.
The city council will decide if they will allow this lot line rearrangement instead of a plat.
J. Brost asked about minimum acreage for a lot and Sandie explained it.
The public hearing was closed at 7:22 p.m.
MOVED BY JERRY BROST AND SECONDED BY MARY VERBICK TO RECOMMEND
APPROVAL OF THE LOT LINE REARRANGEMENT FOR PIPERS AND BARBAROSSAS
WITH THE FOLLOWING CONDITIONS:
1. Five foot drainage and utility easements around all property lines to be provided
2. Ten foot drainage and utility easement on the lot line bordering Willow Drive
3. Drainage and utility easements to be provided for all wetlands, streams or creeks
4. It is recognized that both lots will remain non -conforming
MOTION PASSED.
2. DISCUSSION OF PLANNING COMMISSION TRAINING GUIDE
Sharon Johnson asked for any comments or changes.
There was discussion on page 9 concerning planning commissioners contact with applicants.
This will be researched further. Also on page 9, 5th paragraph, 1st sentence to be deleted and the
rest of the paragraph to be moved to page 13 under F.
There will be further discussion at the next meeting to finalize this guide.
3. ADDED ITEM
Lenny Leuer asked the status of Gramercy.
Loren Kohnen said that they will be at the June meeting. It took awhile to get all the information
requested. Loren mention that the June meeting will be quite busy with 6 items to be heard.

MOVED BY MARY VERBICK AND SECONDED BY SHARON JOHNSON TO APPROVE
THE MINUTES AS CORRECTED.
MOTION PASSED.
Dick Picard reminded the planning commission of the park tour with the park commission
tomorrow night at 5:30 p.m.
MOVED BY DICK PICARD AND SECONDED BY RANDY BRINKMAN TO ADJOURN.
MOTION PASSED.
The meeting was adjourned at 8:53 p.m.
