HomeMy Public PortalAboutResolution 2019-02, Awarding A Contract For Coyote Removal For The City Of Riverdale, Iowa RESOLUTION NO. 2019-02 A RESOLUTION AWARDING A CONTRACT FOR COYOTE REMOVAL FOR THE CITY OF RIVERDALE, IOWA WHEREAS, Citizens of the City of Riverdale have brought the matter of an increasingly bold and present population of wild coyotes moving into residential properties and threatening domestic pets; and, WHEREAS, City officials have researched resolution of the matter with neighboring communities, local wildlife experts and the division of Wildlife Depredation Services of the Iowa Department of Natural Resources; and, WHEREAS, City officials sought out certified experts in wildlife management for remedying the excess population of coyotes, and received proposals from two firms, as follows: Rapid Wildlife Services, Davenport, Iowa Base Fee: $500.00 Per Coyote: $ 75.00 River Valley Wildlife Specialists, Bettendorf, Iowa Base Fee: $ 0.00 Per Coyote: $100.00 Per non target animals $ 30.00 WHEREAS,the City Council of the City of Riverdale("City") is authorized to enter into agreements for services it finds to be in the best interest and for the benefit of its constituents. NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: Section 1. PASSED AND APPROVED this 8th day of January, 2019. ichael Bawden,Mayor ATTEST; fj Ct6e� �- Ronald Fullerlove, City Clerk Prepared by City Administrator Tim Long January 3, 2019 City Of Riverdale Coyote Removal Proposal We, River Valley Wildlife Specialists LLC, propose to inspect and evaluate the areas of concern highlighted by the City Of Riverdale for the presence of nuisance coyotes. We understand that the residents and City officials are concerned about numerous sighting and the attempted taking of pets by said coyotes. This situation does pose an immediate threat to health and property. We propose, after a proper evaluation, appropriate traps will be placed in areas which we feel will lead to the removal of the problem coyotes. We understand the City Of Riverdale will be informing the residents in the general area via email of the intended activities by River Valley Wildlife Specialists LLC. We propose to place the appropriate number of"padded" and/or "offset" type leghold traps in the target areas. We intend to set only in appropriate areas, not in close proximity to residential dwellings. A natural consequence of this trapping activity may product catches on non-target animals such as raccoons, skunks and opossums. In the likely event of non-target catches, we propose the non-target animals be removed in the same manner as the coyotes. The decision regarding the retention or release of non-target animals will be left to the City Of Riverdale. Any animals retained for removal will be euthanized humanely via a drug and dart gun system. This system is quick and effective, requiring only seconds to euthanize an animal. Reporting will be continuous through all phases of the project. We will report the location of the traps via Google Maps, as well as catches and species, to the appropriate authority. Photos will also be taken and will available upon request. We strive to be unnoticed in our activities and do not wish to bring unwanted scrutiny upon ourselves or the City. We understand the sensitive nature of our activities and how some residents may view them. We comply with all state and federal laws regarding the above stated activities. We are both licensed by the Iowa DNR as Nuisance Wildlife Control Operators. We hold a $1 Million liability policy.
