Enclosed is a notice that will be published in the News Tribune newspaper on January 5,
2014 , regarding an amendment to the proposed Capital Mall Tax Increment Financing Plan
("Plan") and Project to finance certain costs associated with the redevelopment of property in
Jefferson City, Missouri in accordance with the Real Property Tax Increment Allocation
Redevelopment Act. Section 99.825 of the Revised Statutes of Missouri requires us to send
this notice to each affected taxing district in the area of the proposed redevelopment not less
than ten days prior to the adoption of the changes by ordinance . A copy of the Plan, as
amended, is available for review at the office of the City of Jefferson City Clerk during regular
business hours.
A public hearing on the proposed Plan and Project will be held before the City of
Jefferson City Council on Monday, January 6, 2014 , at 6:00 p.m., and pending approval,
another public hearing will be held before the City of Jefferson City Council for adoption of the
Plan and Project by ordinance, on Tuesday, January 21, 2014. Both public hearings will be
held at City Hall, 320 E. McCarty Street, Jefferson City, Missouri, 65101. All interested persons
will be given an opportunity to be heard.

NOTICE OF AMENDMENT TO THE
CAPITAL MALL TAX INCREMENT FINANCING PLAN
Pursuant to Section 99.825 of the Revised Status of Missouri, notice is hereby given of an amendment to
the proposed Capital Mall Tax Increment Financing Plan (the "Plan") and related Redevelopment Project
(collectively, the "Plan and Project") to finance certain costs associated with the redevelopment of
property in Jefferson City, Missouri, in accordance with the ReaJ Property Tax Increment Allocation
Redevelopment Act, Sections 99 .800 through 99.865, RSMo, as amended. Pursuant to law, the public is
hereby notified that amendments have been made to the Plan after adoption of the Plan by the City of
Jefferson Tax Increment Financing Commission but before formal adoption of the Plan by ordinance of
the City Counci l of Jefferson City, Missouri .
1. The City Counci l will hold a public hearing at 6:00p.m., or as soon as possible thereafter,
on Monday, January 6, 2014, to consider the Plan and Project, and pending approval of the Plan and
Project by the City Council, the City Council wi ll hold another public hearing at 6:00 p.m., or as soon as
possible thereafter, on Tuesday, January 21, 2014, for adoption of the Plan and Project by ordinance. Both
public hearings will be held at City Hall, 320 E . McCarty Street in Jefferson City, Missouri.
2. The proposed Redevelopment Area is generally located at the northeast intersection of
U.S. 50 Highway and W. Truman Road, in a portion of the area bounded on the west by W. Truman
Road; on the north by Amazonas Drive; on the east by A lam eda Drive and a north-south line extending
south from the southern tem1inus of Alameda Drive to Country Club Drive; and on the south by Country
C lub Drive, all in Jefferson City, Missouri.
3. The Plan , if approved and adopted , would reduce or eliminate the blight in the Plan Area
through the redevelopment of approximately 78 acres of real property, and more specifically, through the
rehabilitation and renovation of the exi stin g Capital Mall and its amenities, land scaping, and
infrastructure. The amended Plan:
• Adjusts the total initiaJ equalized assessed va lu ation of the redevelopment Area
according to the current records at the Cole County Assessor 's Office.
• Reduces estimated Redevelopment Project Costs.
• Adjusts the Cost-Benefit Analysis, Sources and Uses of Funds & Estimated
Redevelopment Project Costs and Reimbursable Project Costs, and the E stimated
Annual Increase in Asse ssed Value and resulting Payments in Lieu of Taxes and
Economic Activity Taxes over the Life of Project to take into consideration the
above changes.
4. All interested persons shall be given an opportunity to be heard at the public hearings
described in Paragraph 1 above.
5. A copy of the Plan, as amended, a long with a comparison vers ion showing the changes to
the original Plan, is available for ins pection in the City Clerk 's office at City Hall , 320 E. McCarty Street,
Jefferson City, Missouri, 6510 I. It may be in spected between the hours of 8:00 am and 5:00 pm Monday
through Friday, exclusive of holidays.
