Dear Taxing District:
On behalf of the City of Jefferson Tax Increment Financing ("TIF") Commission, the
City of Jefferson provides you with notice that a public hearing will be held regarding the
proposed Capital Mall Tax Increment Financing Plan ("Plan") before the City of Jefferson TIF
Commission on Tuesday, June 17, 2014, at 5:30 p.m., in the City Council Chambers at City
Hall, 320 E, McCarty Street, Jefferson City, Missouri, 65101.
The Plan, which . was approved by the Jefferson City Council on January 21, 2014, is
designed to reduce or eliminate the blight in the Plan Area through the redevelopment of
approximately 78 acres of real property, and more specifically through the rehabilitation and
renovation of the existing Capital Mall and its amenities, landscaping, and infrastructure, all of
which has become blighted and has suffered significant economic decline due to obsolescence.
The Plan will be implemented through one Project, which may be carried out over the course of
several phases. The Plan Area is located generally at the northeast intersection of U.S. 50
Highway and W. Truman Road in a portion of the area bounded on the west by W. Truman
Road; on the north by Amazonas Drive; on the east by Alameda Drive and a north -south line
extending south from the southern terminus of Alameda Drive to Country Club Drive; and on
the south by Country Club Drive, all in Jefferson City, Cole County, Missouri. The Plan Area
is depicted on the map attached hereto as Exhibit A.
The purpose of the hearing is to conduct a procedural review of the Plan to allow for the
activation of tax increment financing pursuant to Sections 99.820.1 (1) and 99.845, RSMo.
A copy of the Plan with a more detailed description of the Plan Area is available for
inspection in the City Clerk's office at City Hall, 320 E. McCarty Street, Jefferson City,
Missouri, 65101. It may be inspected between the hours of 8:00 a.m. and 5:00 p.m. Monday
through Friday, exclusive of holidays.
All affected taxing districts may file with the TIF Commission, through the Office of the
City Clerk, written comments and/or objections concerning the subject matter of the Plan and
Project described in this notice prior to June 10, 2014. Taxing districts may be heard orally at
the public hearing in addition to, or in place of, any written comments. All interested persons
will be given an opportunity to be heard at the public hearing.

Re: Notice of Public Hearing Regarding Proposed Capital Mall Tax
Increment Financing Plan
Dear Taxing District:
On behalf of the City of Jefferson Tax Increment Financing ("TIF") Commission, the
City of Jefferson provides you with notice that a public hearing will be held regarding the
proposed Capital Mall Tax Increment Financing Plan ("Plan") before the City of Jefferson TIF
Commission on Tuesday, June 17, 2014, at 5:30 p.m., in the City Council Chambers at City
Hall, 320 E. McCarty Street, Jefferson City, Missouri, 65 10 1.
The Plan, which was approved by the Jefferson City Council on January 21, 2014, is
designed to reduce or eliminate the blight in the Plan Area through the redevelopment of
approximately 78 acres of real property, and more specifically through the rehabilitation and
renovation of the existing Capital Mall and its amenities, landscaping, and infrastructure, all of
which has become blighted and has suffered significant economic decline due to obsolescence.
The Plan will be implemented through one Project, which may be carried out over the course of
several phases. The Plan Area is located generally at the northeast intersection 'of U.S. 50
Highway and W. Truman Road in a portion of the area bounded on the west by W. Truman
Road; on the north by Amazonas Drive; on the east by Alameda Drive and a north -south line
extending south from the southern terminus of Alameda Drive to Country Club Drive; and on
the south by Country Club Drive, all in Jefferson City, Cole County, Missouri. The Plan Area
is depicted on the map attached hereto as Exhibit A.
The purpose of the hearing is to conduct a procedural review of the Plan to allow for the
activation of tax increment financing pursuant to Sections 99.820.1 (1) and 99.845, RSMo.
A copy of the Plan with a more detailed description of the Plan Area is available for
inspection in the City Clerk's office at City Hall, 320 E. McCarty Street, Jefferson City,
Missouri, 65101. It may be inspected between the hours of 8:00 a.m. and 5:00 p.m. Monday
through Friday, exclusive of holidays.
All affected taxing districts may file with the TIF Commission, through the Office of the
City Clerk, written comments and/or objections concerning the subject matter of the Plan and
Project described in this notice prior to June 10, 2014. Taxing districts may be heard orally at
the public hearing in addition to, or in place of, any written comments. All interested persons
will be given an opportunity to be heard at the public hearing.
