The applicant intents to request formal approval by amendment to the annexation agreement and requests this opportunity for input from the Village Board in advance of the upcoming formal zoning request. McMicken Assemblage Pod 1 - Ryan Homes Staff Report 2.14926 S. ROUTE 59 MULTI-TENANT RETAIL (CASE NO. 1926-042721.REZ/SPR) Staff will discuss options for zoning and limitation on uses for the proposed retail building on the west side of Route 59 south of Route 126. Board absent: Trustee Kalkanis. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Lonnie Spires, Building Official; and Allen Persons, Public Works Director. Trustee Calkins moved to approve the Minutes Committee of the Whole Workshop held on July 26, 2021. Second by Trustee Wojowski. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis: Pointed out that Chief Konopek and PEMA are monitoring the weather. Stated that he is continuing to work on the river floating issues. Commented on the informational meeting held on August 4 for the Olde Town Project. TRUSTEE COMMENTS Trustee Wojowski: Offered condolences to the family of Chicago Police Officer Ella French and prayers for her partner. Offered condolences to the family of Will County Sheriff Deputy Egan. Trustee Benton: Expressed support for law enforcement. Commented on the informational meeting for the Olde Town Project. Commented on the possible inclement weather and encouraged everyone to update their weather APS and check on their neighbors. Inquired if the staff had applied for the American Rescue Plan Act Grant. Interim Administrator Pleckham stated that staff is working on it. PUBLIC COMMENTS No Comments. WORKSHOP 1) FUTURE LAND USE DISCUSSION – 143 RD STREET WEST Director Proulx reviewed the Village’s Land Use Plan along with plans of adjacent units of government including Kendall County, Oswego, and Yorkville. Mr. Proulx stated that regardless of the land use designation, there is still an approval process that requires Board approval. Trustee Benton stated that he is not in favor of heavy industrial. Trustee Wojowski stated that he is not in favor of heavy industrial or residential, but ok with light industrial. Trustee Wojowski also pointed out that he would support mixed use along Ridge Road and indicated waiting for the WIKADUKE Trail completion prior to having subdivisions. Trustee Calkins stated he would like to see the completion of the WIKADUKE before looking at industrial. Trustee Larson stated that she is not in favor of any industrial. Trustee Ruane did not express support for industrial and suggested reviewing the Comprehensive Plan as a whole. Mayor Argoudelis expressed concern with waiting 13 Village of Plainfield Committee of the Whole Meeting Minutes – July 26, 2021 Page 2 and suggested planning for transition now. Mayor Argoudelis pointed out that designation is not etched in stone. Mr. Matt Grusecki, Northern Builders, and Mr. Sean Henrick, Cushman & Wakefield, reviewed industrial development, process, importance of timing, and industrial market trends and statistics. Mr. Grusecki and Mr. Henrick reviewed their experience with Carlow Corporate Center in Bolingbrook. Mr. Henrick pointed out that having land designations help the developers determine which areas are available in each community. Interim Administrator Pleckham shared the breakdown for the 2020 property taxes - 87% residential, 11.8% commercial, and 1.2% industrial. Mayor Argoudelis thanked Mr. Grusecki and Mr. Henrick for sharing their experience and expertise and read the reminders. Trustee Calkins moved to adjourn. Second by Trustee Ruane. Voice Vote. All in favor, 0 opposed. Motion carried.
