The Council of Bal Harbour Village uyet for a Special.Meeting,
Tuesday...December.S,.1953 at 10:00 o'clock P. M.
There were present: Dr. Leonard, and, Messrs. Beatty and Collins
Absent: Messrs. Brown and Stokely
Also present were W. H. Webb,, Village Manager; Mary Wetterer,
Village Clerk; and Fred Baisden, Village Attorney.
Mr.,Robert,C. Graham, Catchings Therrel, Charles Clements and Charles
Clements, Jr..attended.the meeting.
Mr. Graham said that he appreciated this opportunity oY meeting with
the Council and that he was sorry if he had been remiss in handjing'the'matter
of the bank asking that the Village provide some additional parking for them
adjacent to Tract "B ".
Mr. Beatty said that before the meeting started he would like to
clear up several points. First, that Mr. Stokely was of the op#ion that he
(Mr. Beatty) had called this meeting, which was not so and thati,he was asked
to attend by Dr. Leonard. And that second, he did not think that the meeting
was right because Mr. Brown and Mr. Stokely did not have enough notice. He
further stated that he was attending this meeting under protest. He mention-
ed that the Planning Board had approved the plot,plan submitted bypthe bank
so that they could start their buildings and he saw no need to rush into agree-
ing to set up additional parking.
The Mayor agreed that he had called the meeting and had been advised
by Mr. Baisden that it was a 1$al meeting and a quorum was present.
Dr. Leonard said that he would like to ask the bank officials just
how much parking would be needed.
Mr. Clements said that 50 cars would be a minimum.
Mr. Graham outlined his plans for the business section and said that
nine month's to a year's work are still necessary to complete final plans and
that Harland Bartholomew and Larry.Smith were working on them now. He ex-
plained that it w$s very important for the bank to have an immediate answer
because they would not purchase a site where there would be no chance of addi-
tional parking and that they must be in operation by February 15th. He said '
he had worked with Mr. Harry Brown on the matter and this resulted in two plans
being submitted. One of which being the plot plan for the bank which had been
approved by the Planning Board and the other outlining additional parking on
land dedicated to the public.
Dr. Leonard said he would like to know if the Council saw fit to
approve this plan for additional parking the bank would go.right ahead with
their plans, and if action had to be taken tonight,

Mr. Clements said yes, immediately.
The Mayor asked Mr. Baisden if they set up this one section of ;
parking in public domain if it would set a precedent. Mr. Baisden said de- j
finitely not.
Mr. Beatty asked Mr. Clements if a parking space for 50 cars would
take care of both banks. Mr. Clements said yes for the.present. Mr. Graham
then mentioned that bank customers could use the regular business district
parking,space when completed.
Mr. Beatty said he was still against the•meeting being held and he
didn't believe that there was this much hurry, but as long as there was 'a
quorum present they could take a vote.
Mr. Graham said it was his understanding that Mr. Brown was to send
a telegram expressing his wishis'in' the matter. Thereupon, Dr.•Leonard read
the telegram from Mr. Brown in which he expressed his approval df the parking
plan.

Mr. Baisden said the telegram could not be considered as awvote.
Mr. Clements said that they were willing to meet again tomorrow
night if Mr. Stokely could be present then.
Mr. Therrel said that he wished to again remind the Corcil PP the
terrific need for prompt action.
Mr. Beatty stated that he still-hated to see the park all used ;up
for parking space.

Dr: Leonard said it had been suggested that a,town.meeting or a
referendum be held on the matter. Mr. Baisden said it was not a matter for
a referendum.
- -Mr. Webb suggested that before they adjourn the Council also con-
sider the matter of the town hall site purchase.
Dr. Leonard said that as long.as a quorum was present he would like
to have a vote on the matter of the additional parking for the bank.
It was then moved by Mr. Collins that the proposal Ghat the Village
allow parking on public domain adjacent to Tract' "B" as shown on the plan sub-
mitted be approved.
The Mayor then called for a second, to the motion. As there was no
second from the floor he theft asked if Mr. Beatty, as Assistant - Mayor, would
take the chair. This being done the motion stated by Mr. Collins was seconded
by Dr. Leonard. Upon vote Mr. Collins and Dr. Leonard- voted, Yes; Mr. Beatty,
No; and the motion was carried. `
Mr. Therrel then said he believed that the Council had taken a defin-
ite step forward in approving this plan and that a terrific project lay ahead.
On motion of Mr. Beatty, seconded by Mr. Collins, the meeting was

The.Council of Bal.Harbour Village met at the Administration Building,
Monday, December 21, 1953s at 9:00 o'clock P. M.
There were present: Dr. Leonard and Messrs. Beatty, Collins and
Stokely.
Absent: .Mr. Harry Brown
Also present were W. H. Webb, Village Manager; Mary Wetterer, Village
Clerk; and Fred Baisden,.Village Attorney.
The minutes of the meeting of November 16, 1953 were approved as read.
The minutes of the meeting of December 7, 1953 were submitted and after
correction were approved on'motion of Mr. Beatty, seconded by Mr. Stokely.
Also presented were the minutes of December 8, 1953 and approved as
read.
Mr. Walter.,Ziegler appeared before the Council and said he wished to
make a formal complaint against Rr,`Webb as Village Manager for 'the manner in
which he was treated when he asked to. have two trees moved in front of the
Landis residence. He stated that Mr. Webb had been most discourteous to him at
the time and then moved the trees, but refused to place them where he asked them
to be put.
Mr. Webb explained that all trees in the parkways in Bal Harbour were
placed according to .a landscape plan and that if Mr. Ziegler would notice the
houses in that locality.he would see that all the trees were placed similar to
those in question.
It was moved by Mr. Stokely that the Council accept Mr. Ziegler's com-
plaint and that Council would visit the scene of the tree moving and take fur -
ther.action after viewing same. The motion was seconded by Mr. Collins and unan-
imously voted.
It was moved by Mr. Beatty, seconded,by Mr. Stokely that after approved
J the minutes of this meeting, from this point on, be mailed to all registered
voters of Bad. Harbour and unanimously voted.
