LYNWOOD PUBLIC FINANCE AUTHORITY
SPECIAL MEETING
DECEMBER 21, 2000
The Public Finance Authority of the City of Lynwood met in a Special Meeting at
11330 Bullis Road on the above date at 9:25 a.m.
President Richards presiding.
I^ Members Byrd, Rea, Reyes, Sanchez and Richards answered the roll call.
Also present were Chief Administrative Officer Davis, City Attorney Thever, Project
Manager Jackson and Treasurer Pygatt.
Clerk Hooper was absent.
Project Manager Jackson announced that the agenda had been posted in
accordance with the Brown Act.

Item #4: Strategic Plan & Implementation Program
• Community Development -Gary Chicots
Community Development Director Gary Chicots asked Members to authorize the
temporary hiring of a consultant until a qualified candidate can be recruited.
Member Reyes requested a list of possible consultants being solicited for the
position. Members authorized the Chief Administrative Officer to handle the
matter administratively and placed a salary cap of $30,000 for these consulting
services.
It was moved by Member Byrd, seconded by Member Sanchez to approve staffs
recommendation and authorized the City Manager to handle the matter
administratively.

• Public Works- Joseph Wang
~'' Oretha Williams of the Public Works Department did a presentation to Members
on NPDES (water issues) and the community education program being
coordinated for residents. Stated we need to meet federal guidelines to prevent
pollution in the city.

It was moved by Member Byrd, seconded by Member Reyes to recess the
meeting fora walk-thru of the Natatorium at 10:40 a.m. and adjourn the meeting
afterwards.
