INITIATING AN AMENDMENT TO SECTION 13-75(e)(2)((d)) OF THE
LEESBURG SUBDMSlON AND LAND DEVELOPMENT REG~TIONS

WHEREAS, the Town of Leesburg seeks to provide a safe and efficient transportation system
serving automobile, pedestrian and bicycle traffic in all sectors of the community; and
WHEREAS, applicants have requested an increasing amount of variations on the maximum number
of dwellings on a common parking court; and
WHEREAS, such increases in the number of dwellings on a common parking court create additional
traffic flow without the requirement of comparable street design improvements; and
WHEREAS, the Town of Leesburg Planning Commission has no explicit performance criteria for
evaluating requests for variations to Section 13-75(c)(2)((d)):
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
An amendment to Section 13-75(c)(2)((d)) of the Leesburg Subdivision and Land Development to
create performance criteria for use in evaluating requests for variations is initiated. This amendment
is referred to the Planning Commission for a public hearing and recommendation under Chapter 11, Title
15.1-431 of the Code of Virginia, as amended.

AMENDMENTS TO SECTION 13-75(c)(2)((d)) OF THE SUBDIVISION
AND LAND DEVELOPMENT REGULATIONS *

Dwellings Abutting Common Parking Courts. Single-family detached, two-family and
single-family attached dwelling lots may abut a common parking court provided that:

((a)) Approval Criteria.
The Planning Commission may approve applications for common parking courts
provided that all standards in this section are satisfied and that the Commission
determines that the development: will provide a greater amount of usable open
space than if a public road section was utilized; and will guarantee the perpetual
maintenance of the common parking court through appropriate legal
instruments; and will provide convenient and adequate parking for all residents
and their guests.
Maximum Lot Size.
No single-family dwelling lot fronting on a common parking court shall exceed
a maximum of 8,000 square feet in area.
((c)) Minimum Acreage.
A minimum of four acres shall be required for all developments proposing the
use of common parking courts.
Maximum Dwelling Served.
Each approved common parking court shall serve no more than a total of 16
single-family detached or semi-detached dwelling lots, or a total of 36 single-
family attached dwelling lots.
In considering requests for a variation approval from this section relevant
to the maximum number of dwellings to be served per entrance by a
common parking court, the Planning Commission may consider the
extent to which the request for variation fulfills the following
performance criteria:
Common parking courts which exceed 36 townhouse dwelling
units per entrance or exceed 250 vehicles per day per entrance
for single-family detached or two-family dwellings shall be
required to provide an intersection capacity analysis study from
the public right-of-way to the common parking court, width of
the entrance (to determine the length of the entrance (2-11' lanes
with curb & gutter each side minimum), and the off-set distance
to adjacent entrances (125' minimum).
Common parking courts which exceed 600' in length shall be
required to provide an alternate access to all dwelling units, but
no dwelling units shall be in excess of 600' from a public right-
of-way.
Common parking courts which exceed 600' in length shall meet
the following cul-de-sac criteria:
Utility easement is required from the turnaround to
another street to provide a looped water system or
where the ~stem is otherwise looped; and
Fire hydrants are required to be installed along the
street and at the end of the turnaround in accordance
with the Design and Construction Standards Manual
and approved by the Loudoun County Fire Marshal;
and

Establishment of a cul-de-sac will not conflict with any
future road extensions identified in the Transportation
Element of the Town Plan, and it is not necessa ,fy to
establish a through road on the site.
Common parking courts shall not allow more than 400 vehicles
per day~ per entrance.
Common parking courts shall not exceed 1200' in length from
the public right-of-way to the public right-of-way (loop).
Construction Standards.
The design of all common driveways shall conform with the Leesburg Design
and Construction Standards Manual, latest edition.
