HomeMy Public PortalAbout1991_01_08_R005eesourg in ~'rginia RESOLUTION NO. 91-5 A RESOLUTION: PRESENTED January 8, 1991 ADOPTED Januaru 8, 1991 AUTHORIZING THE PLANNING COMMISSION TO REVIEW THE EXISTING PIPESTEM REGULATIONS AND DRAFT AN AMENDMENT PROPOSAL TO ADDRESS ANY DEFICIENCIES WHEREAS, the Town of Leesburg seeks to provide regulations which promote innovative, quality urban design and efficient land use patterns; and WHEREAS, due to concerns expressed by the Planning Commission regarding current uses of pipestem lots in the Town of Leesburg; and WHEREAS, the Planning Commission has created a list of preliminary recommendations for pipestem lot ordinance amendments to address: 1. Pipestems may make up to 5 % of a subdivision. 2. No lots may have a driveway off the stem of a pipestem lot. 3. Screening should be required if a field of view from the front of the house to the rear of the adjacent house exists. 4. A requirement should be stated that the front of the house shall face the front yard which will be the yard bordering the pipestem driveway. 5. Design guidelines for the pipestems in a format similar to H-2 Corridor Design Guidelines should be created. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: An authorization for the Planning Commission to review the existing pipestem regulations for the Town of Leesburg and draft ordinance amendments is initiated. The Planning Commission shall hold a public hearing on these amendment as per Chapter 11, Title 15.1-431 of the Code of Virginia, as amended. PASSED this 8th day of January , 1991.
