LYNWOOD PUBLIC FINANCE AUTHORITY
SPECIAL MEETING
JULY 9, 2001
The Public Finance Authority of the City of Lynwood met in a Special Meeting at
11330 Bullis Road on the above date at 9:25 a.m.
President Richards presiding.
Members Byrd, Rea, Reyes, Sanchez and Richards answered roll call.
Also present were Chief Administrative Officer Davis, City Attorney Thever and
Secretary Hooper.
Treasurer Pygatt was absent.
Secretary Hooper announced that the agenda had been posted in accordance
with the Brown Act.

Item# 4: STRATEGIC PLANNING & IMPLEMENTATION
NEEDS ASSESSMENT STUDY:
Jane Gerdeman gave a brief presentation on the Needs Assessment Study.
President Richards stated he would dike to devote time on the
Telecommunications Assessment Study for about two days, so the Members can
understand and study the Telecommunications Assessment.
Jane Gerdeman believes the Members have the responsibility to work with the
Public and with their staff members. Also the businesses here in Lynwood
should work together to make this Technology work for our community. Stated
she would like to encourage the Members to help train the community.
Member Reyes stated he would like for someone to come in to Lynwood and
help the Members understand more regarding this Telecommunication
Assessment Study.
Vice President Sanchez stated he would also like to have a trainer come in and
train the Members on the Telecommunications Assessment Study.
President Richards stated he would like to set a two-day study on the
Telecommunications Assessment.
STRATEGIC PLANNING & IMPLEMENTATION:
COST ALLOCATION PLAN:
Greta Davis gave a brief presentation on the Cost Allocation Plan Recreation
and Community Services User Fees Analysis.
Member Reyes stated he is very concern regarding outside people using the
fields instead of the City residents.

Vice President Sanchez believes the fee should be raised for outside people that
are using the City's Parks.
Chief Administrative Officer Davis stated he would bring back further information
for the Members.
ADJOURNMENT
Having no further discussion, it was moved by Member Reyes, seconded by
Member Byrd and carried to adjourn the meeting at 12:05 a.m. J
