HomeMy Public PortalAbout1991_01_22_R019RESOLUTION NO. 91-19 A RESOLUTION: PRESENTED January 22, 1991 ADOPTED January 22, 1991 COMMENTING ON THE VIRGINIA TOLL ROAD PREI,IMINARY PLANS AND FINAL ENVIRONMENTAL REPORT AND AUTHORIZING ADMINISTRATIVE STAFF REVIEW ON FURTHER PLAN SUBMISSION WHEREAS, the Town of Leesburg remains in strong support of the Dulles Toll Road Extension from Route 28 to Dulles Airport to the Town of Leesburg; and WHEREAS, town staff has reviewed the prelimluary plans and final environmental report within the town; and WHEREAS, consistent with previous policy, staff comments to date have been reviewed and endorsed by the Town Council prior to distribution; and WHEREAS, in the future, plan review will be subject only to administrative staff review so that the agreed to 45 day initial review and 30 day review commitments can be met. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Leesburg Town Council hereby endorses the attached Dulles Toll Road Extension staff review comments, dated January 11, 1991, on the project's preliminary plans and fnml environmental report. SECTION II. Further Dulles Toll Road Extension detailed engineering and design plans will be subject only to administrative staff review. PASSED this 22nd day of January ;[991. Robert E. Sevila, Mayor Town of Leesburg A~/,T:TTES ~ Clerk of ~ounc~ toll. res eesourg in ~V~irginia DULLES TOLL ROAD EXTENSION REVIEW COMME, Nq~ January 11, 1991 The following review comments are provided by the Department of Engineering and Public Works, Department of Utilities, and Department of Planning, Zoning and Development for the preliminary plans received from Dewberry and Davis on December 7, 1990 and the Final Environmental Report dated November, 1990. In effort to expedite the town's review of the Dulles Toll Road Extension final plans, these initial comments are provided to alert the Toll Road Corporation of Virginia (TRCV) to requirements which will be necessary for the final construction drawings, some of which may be unique to Leesburg. TRCV will not be required to resubmit preliminary plans, but should address the following comments with the submission of final plans. Under separate cover, TRCV has been provided a complimentary copy of the Leesburg Design and Construction Standards Manual (DCSM). Preliminary Plan~ Storm Drainage Systems 1. Drainage associated with the Toll Road should honor natural drainage divides. 2. At final plans, show all existing and proposed drainage. 3. Drainage structures in streams must have adequate capacity for ultimate build-out of the ultimate land use as shown in the Town Plan. 4. Show how the cut at the crossing with Battlefield Parkway is to drain. It is 1000'~+ to the nearest existing contour of the same elevation as the ditchline shown in the cross section on the Battlefield Parkway profde. 5. Include the following drainage criteria in the final design: All culverts must account for the ultimate right-of-way, and be designed so that the 50-year storm does not overtop the road and the 25-year storm is at least 18" below the adjacent travel lane edge of pavement. b. The owner or developer may not discharge stormwater which has been artificially concentrated by a pipe, culvert, channel or other drainage structure, onto or through lands of another without first obtaining and transferring to the town a permanent storm drainage easement to guarantee continuity of an outfall from the point of discharge to the nearest natural watercourse. DULLE~ TOLL ROAD EXTENSION ~IEW CO]~I~ - JANUARY 11., 1991 2 Co All concentrated discharges of stormwater from road or site drainage systems, designed for the ten-year or greater event, from all developing sites shall be discharged into an adequate channel (extending from the point of discharge to the main channel of the watershed) for the ten-year storm event or greater at arterial road crossings. Otherwise stormwater management (detention) shall be provided. 6. Assess the need for stormwater marmgement for erosion control on receiving streams~ Transportation The expanded Runway Protection Zone for Leesburg Airport falls over top of the proposed Battlefield Parkway Intersection with ramps E and F. It appears that a conflict will evolve between the proposed road vertical slloonment and lighting appurtenances of Battlefield Parkway with the approach slope to runway 17. The expanded Runway Protection Zone is expected to be adopted by July 1991. Assess the impact of roadway lighting and traffic lights at the intersection of Battlefield Parkway with ramps E and F. Coordinate with the Town of Leesburg Comprehensive Planning Department for boundaries of the Airport Safety Overlay District. 3. All Toll Road high mo~t lighting shall be placed outside of the Runway Protection Zone. 4. No review of proposed interchange geometrics has been provided. Coordinate with VDOT. The town desires to reserve the right to construct grade-separated crossings across the Duties Toll Road in the future if necessary. 6. Twelve (12) foot lanes are required for relocated Long Lane/Route 654 (initial condition). Utilities Show the continuation of the existing 16" water main on plan sheets 4A and 4B within the limits of construction. Show the resligrunent of the existing 16" water main within the interchange at Route 7/15 bypass. o Show the existing 16" valve on sheet 4 at approximately 110 feet west of the test pit #S- 12. The sanitary sewer crossing at station 120 + 00 on sheet 5 must be inst~lled within a 24" steel casing. This sewerline is also planned for replacement with a 12" pipe between years 1995 and 2000. So, if the Toll road plans move ahead of the town or developer's plans for replacing this line, the roadway plans should include the replacement of the portion of the sewer within the R.O.W. as part of the Toll road plans. As part of this work, the manhole west of the Toll road must also be relocated to the outside of the proposed R.O.W. (see attachment I from the town's Water and Sewer Master Plan). DU'LLF~ TOLL ROAD EXTENSION ~ CO~'E~'8 - ,JANUARY 11, 1OOl A sewerline is planned for construction in the vicinity of station 210 + 00 of the Toll road. Since the exact location of this crossing in unknown at this time, we request that the town be granted permission in writing to cross the Toll road between stations 209 + 00 and 212 + 00for construction of the sewerline at a future date (see attachment 2 from the town's Water and Sewer Master Plan). 6. Show the existing 16~ waterline on the interchange prot'lles. o The town's Water and Sewer Master Plan calls for a future elevated storage tank in the vicinity of the Route 7/15 bypass interchange. The exact location of the t~nk is not known at this time, however, the interchange design should accommodate a site near this interchange for construction of this tank (see attachment 3 from the town's Water and Sewer Master Plan). Se Coordinate with the Town of Leesburg Utilities Department concerning waterline crossings for interzonal connections of the western pressure zone and the Route 643 pressure zone. o The town desires permanent easements and/or agreements regarding the installation, operation, and maintenance of all existing and future public utilities which cross the private TRCV right-of-way. Figure IV-2 (Noise Receptors and Berms) of the Environmental Report shows the general location of a proposed noise berm adjacent to Simpson Middle School to the east. Provide additional details regarding the specific location, height, length, and materi~l~ proposed for this berm. All noise attenuation facilities should be located within TRCV right-of-way. o The noise mitigation plan must address the impact on all existing and proposed residential development in the Town of Leesburg. Earthen berms with vegetative cover as proposed elsewhere, are recommended.
