M. ROLL CALL: PRESENT: Councilmen - Dickason, Merritt, Harker Councilman Tyreil arrived at 7 :40 P, M., and Councilman Nunamaker arriv II ed at 7 :45 P. M. ALSO PRESENT: Commissioners Adams, Caswell, Gunst from the Parks & Recreation Commission, Recreation Director Kobett, & City Manager "oollett. Mayor Harker indicated we needed a new representative for the Upper San Gabriel Valley +',later District and recommended Councilman Dick - ason be appointed. There were no objections and it was so ordered. Commissioner Adams of the Parks & Recreation Commission, pre- sented the recreation program and facilities survey that had been com- pleted to this point. He indicated that the inventory of resources and present recreation programs has not been completed but will be by the time of the next joint meeting with the City Council on June 1. Com- missioner Adams went on to explain the questionaires and methodology that was used in querying the different groups as to their desires con- cerning recreation program facilities and proposed community center. It was requested that a date at which it is presented that it be re- organized into bar graphs or profile charts so it would be more readily understandable. The Commission indicated that the Oxnard Community Cen ter was the best one they had seen in their visitations. Councilman Nunamaker queried the Commission concerning use of the High School field by the La Crosse organization. The City Council discussed then the proposed annexation No. 8 and the survey that had been completed by the staff concerning the ad- visability of considering this area for annexation. The City Manager then presented a proposed ordinance estab- lishing a Parking Commission. The ordinance was discussed thoroughly. At this time the City Attorney arrived. The City Council then discussed individuals that could be ap- pointed to the Parking Commission and the feasibility of appointing some Councilmen to the Commission. The City Manager presented a list of individuals who had been recommended for appointment to the Commission by the Board of Directory of the Chamber of Commerce, and suggested that as long as the Commission was to represent the three existing and one proposed parkin;; district that it would be a good idea to have re- presentatives from all of the Districts. It was suggested that Coun- cilman Merritt and Councilman Nunamaker be appointed to the Parking Commission, and Paul Kettle, Betty Martin and Beatrice Saunders also. The City Manager indicated that either he or the Asst. City Manager would sit with the Commission and also the Traffic Engineer. Mayor Harker presented the previous question of the proposed combination of contract and Individual Cities organizations. After a short discussion it was decided that with the League of Calif. Cities IIproposal for a joint seminar in 1966 that this proposal had cooled off somewhat and the matter was dropped. Mayor Harker asked the City Manager to present two bills from previous City Attorney Shatford, one For professional services rendered with respect to Parking District #2, and the other request was for pay- ment for certain volumes of a legal nature which he had purchased, After considerable discussion the Council decided to pay for the legal volumes and ask Mr. Shatford to return to the City O fte legal books which the City had purchased for his use. After considerable discussior on Mr. Shatfordas bill for professional services, the City Manager re- commended the Council consider these for payments Both above items will be placed on the expenditure resolution for consideration by the City Council at a nr b1 ir. m^., tir, 734 1 Council Minutes,-Adjourned Meeting, May 3, 1965, page 2 Mayor Harker asked the City Manager to present a claim from Commissioner C. Ray Johnston for $80., his registration fee for a course in planning which he was taking at USC. After considerable dis- cussion the City Manager was directed to inform Mr. Johnston that the course was equally beneficial to him as an individual and therefore the expense should be his own. At the request of Mayor Harker the City Manager reported that both the school district and staff are proposing neighborhood parks for either La Rosa and Longden schools or both. He indicated that it was his understanding that the Supt. of Schools was recommending in thz, 1965 -66 budget that monies for improving the south side of Pentland adjacent to the northern boundary of La Rosa, which would facilitate development of part of that round as a neighborhood park. The City Manager indicated also that the School District still has not vacated the maintenance yard adjacent to Longden School, and therefore the property is not currently available for consideration to use as a neighborhood park. Mayor Harker asked the City Manager to present the question concerning the propriety of the same independent auditor doing the quarterly and annual audit for the City. After considerable discussio€ the City Manager was directed to discuss the matter with the independ- ant auditor and professional organization of certified public account- ants and report back to the Council at a later date. The City Council meeting was adjourned at 10:30 P. M. to the next regular meeting of the City Council on May 4, 1965, in the Council Chambers. d16/9 ATTEST: Mir 735
