91-36 ADOPTED February 12, 1991
AUTHORIZING FUNDING FOR LEESBURG RENAISSANCE PROGRAMS
WHEREAS, Council adopted on June 27, 1990, Resolution No. 90-160, which established Leesburg
Renaissance and the conditions required for matching town funding; and
WHEREAS, as one of the conditions of funding, Leesburg Renaissance must receive Council
authorization of programs that are to be initiated and implemented; and
WHEREAS, the Leesburg Renaissance Board of Directors has hired an executive director, solicited
62 members and conducted promotional programs such as Friday Nights Alive in Leesburg; and
WHEREAS, active promotion of Leesburg during difficult economic conditions is necessary and
welcome by town businesses and citizens; and
WHEREAS, the Leesburg Renaissance Board of Directors adopted its short-term objectives and
presented them at the February 5, 1991, Administration and Public Works Committee meeting and
provided the Town Council with a projected cost of future events and programs to meet these objectives;
and
WHEREAS, Leesburg Renaissance continues to implement its comprehensive plan, Planning for
Progress: 1990 and Beyond, to promote the economic development of the Town of Leesburg:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The request for matching funding in the amount of $11,005 for Leesburg Renaissance
expenditures through December 31, 1990, is hereby authorized.
SECTION II. Leesburg Renaissance's short-term objectives for the next six months as presented
at the Town Council's Administration and Public Works Committee meeting of February 5, 1991, which
are attached hereto, are hereby authorized.

PLANNING FOR PROGRESS: 1990 AND BEYOND
Short-Term Objectives (3-6 Months)
ORGANIZATION
* Establish standing committees to include:

* Produce and distribute an area information booklet by
May 1, 1991 highlighting professional business services
and development opportunities in Leesburg.
* Create and maintain a monthly inventory of vacant retail
and commercial space available in Leesburg.

* Establish a Beautification Committee to meet regularly.

COMPREHENSIVE PLAN
FOR
LEESBURG RENAISSANCE
Mission Statement
Through the principles of economic development and historic preservation, the methods of public
relations and marketing, and In the spirit of community cooperation, the Board of Directors and
members of Leesburg Renaissance are wholly committed to increasing the economic vitality of.the
entire Town of Leesburg, Virginia.
Leesburg Renaissance will employ a proven management approach, to Include: (1) Organization, (2)
Promotion, (3) Economic Development and (4) Beautification. The program will become a vital force
in the quality growth and general improvement of the Town.
Leesburg Renaissance, a public/private partnership, in cooperation with other community groups
seeks to maintain the Town of Leesburg as the residential, cultural, social, and commercial center of
the region.
The following is a long-term plan designed 'to take shape over the next several years. It is a solid
"plan for progress" and will help to guide the program through its infancy to an eventual level of
professional maturity.

The Comprehensive Plan
Organization
Organization refers to the day-to-day implementation and management of the goals, objective,
resources and needs of the project. The measure and degree of the fulfillment of our plan for the
1990's will depend heavily of the support of local, regional and national sources from the public and
private sectors. To ensure the confidence of such support, Leesburg Renaissance will:
Hire a full-time Executive Director to implement the policies of the program as der'reed by the
Board of Directors.
Maintain a professional office with a volunteer staff to keep costs low and productivity high.
Seek paid memberships from town residents and businesses.
Solicit financial support from the town government as well as from major contributors in the
private sector.
Work symbiotically, with existing groups in the community to coordinate related efforts.
Educate the public at large of the purpose, mission and needs of the program.
Promotion
Promotion refers to the programs and events developed to attract an invite and identified target market
to the town. With a strong and innovative emphasis on the entire area defined as the 'q'own of
Leesburg", Leesburg Renaissance will:
Continue and enhance a cooperative relationship with the Loudoun County Chamber of
Commerce and other community organizations.
Implement a coordinated image advertising campaign focusing on the unique qualities of the
entire town.
Publish a newsletter to be distributed to all businesses and organizations in the town.
Develop a portfolio of special events and other social/cultural attractions to achieve elevated
market visibility for the entire town.
Create a series of annual retail promotions to encourage a greater customer base for our local
businesses.
Economic Development
Economic Development refers to the methods, activities and efforts designed to broaden the market
base of the pro~ect area. With an emphasis on recruitment and retention of a variety of commercial
interests, Leesburg Renaissance will:
Continue a cooperative relationship with the Loudoun County Department of Economic
Development, the Loudoun County Office of Tourism and other community organizations.
Scientifically researcb and define an appropriate market mix through surveys and studies.
Actively recruit new businesses and business related development in cooperation with existing
recruitment efforts.
Create and distribute a business recruitment package.
Compile a continually updated database of all available and vacant retail/commercial space
within the entire town.
Create and distribute a Leesburg shopping guide.
Help coordinate public service seminars for continued small business education.
Beautification
Beautification refers to the aesthetic quality of the town; buildings and open spaces alike. Leesburg
has a character that is unique to its location, its history and its potential as a commercial leader.
Specific incentives can be created to encourage beautification efforts from both the public and private
sectors. Leesburg Renaissance will:
Study local development efforts to identify areas potentially in need of beautification.
Encourage improvement of the overall community environment to include buildings, parks
and open spaces throughout the town.
Develop, in cooperation with local lending institutions and the town government, financial
incentives for renovation and new development.
Identify investment tax credits (local, state and federal) for commercial improvements.
This comprehensive plan represents a progressive and eager goal, and it is realistically achievable.
It is our intent that this "plan for progress" will build on a strong foundation of active community groups
and special interests.
Leesburg Renaissance need not re-create the excellence already evident in the community, yet must
augment and coordinate each area as defined by our comprehensive plan.
