HomeMy Public PortalAboutM2002-04-18-LPFA_Sp`~ 019 LYNWOOD PUBLIC FINANCE AUTHORITY SPECIAL MEETING APRIL 18, 2002 The Public Finance Authority of the City of Lynwood met in a Special Meeting at 11330 Bullis Road on the above date at 7:21 p.m. President Reyes presiding. Members Rodriguez, Pedroza, Reyes answered the joint roll call for all agencies. Also present were Chief Administrative Officer Gonzales, Interim Deputy City Attorney Sylva, Treasurer Pygatt, and Adel Rojas, Administrative II. Adel Rojas, Administrative Analyst II announced that the agenda had been posted in accordance with the Brown Act. Member Byrd arrived at 7:22 p.m. Chairman Reyes rearrange the Agenda. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORALS COMMUNICATIONS NONE Chairman Reyes stated the Members would discuss Council Item #5, Lynwood Information, Inc. Item #4, Lynwood Public Finance Authority Item #4, and Lynwood Redevelopment Agency Item #1, since all items are the same. Item #4 FY 2001-02 YEAR-END BUDGET REVIEW/ADJUSTMENTS •:• AMENDMENTS TO FY 2001/02 ANNUAL OPERATING BUDGET •:• FINANCIAL CONDITION BASED UPON CURRENT EXPENDITURE LEVEL Chief Administrative Officer Gonzales explained this was an information workshop to begin the budget process for the upcoming year and to do some year ending adjustments, pursuant to actions that have been taken by Members over the past months and to approve the allocation of line items that require some additional monies in order to finish the year. Also this workshop is to inform Members regarding budget issues, how would it impact the budget and to give an overview of the three (3) year projection of upcoming fiscal year. Director of Finance Alfretta Earnest prepared and distributed budget booklets for the Members. The budget booklets include the following information: :• Organizational Charts Budget Amendments :• Utility Services (Fiscal Year) :• One-Time Summary Review Chief Administrative Officer Gonzales explained that there would be a series of budget workshops in the month of May to provide the Members an opportunity to hear from each Department of their current programs, activities, and tasks and to provide the Chief Administrative Officer an opportunity to receive guidance from the Members in the programs, activities, and tasks to expand, delete, modify or introduce in the proposed budget. Vice President Pedroza questioned the Budget Amendment Recaps. Ms. Earnest explained to the Members that they are asking for additional monies to be transferred from the General Fund to different accounts by Department, due to 20 ,~- 0 unaccountable expenditures such as personnel changes, office supplies, office furniture, and the recent installation of new phone system. Chief Administrative Officer Gonzales explained that (OSHA) Ergonomics conducted an inspection throughout City Departments a few months ago and the findings were that various Departments needed to replace the old desks with new desks in an effort to prevent the Carpo Tunnel Syndrome and to alleviate discomfort situations due to the working environment conditions. Members raised some questions in regards to the operation of the budget. City Staff explained in detail the operation of the budget to the Members. Members held a discussion about the renegotiation of previous contracts. Member Byrd left at 8:35 p.m. President Reyes announced that the following dates are scheduled for budget presentations: •:• April 25, 2002 at 7:00 p.m. • May 8, 2002 at 7: 00 p.m. •: May 13, 2002 at 7:00 p.m. •:• May 17, 2002 at 7:00 p.m. Chief Administrative Officer Gonzales stated that each Department would do budget presentations giving more detail information of services provided. It was moved by Vice President Pedroza, seconded by Member Rodriguez and carried to receive and file the presentation.
