SPECIAL MEETING MINUTES
AUGUST 23, 2021
AT: VILLAGE HALL
BOARD PRESENT: J.ARGOUDELIS, P.KALKANIS, C.LARSON, T.RUANE, B.WOJOWSKI,
H.BENTON, AND K.CALKINS. OTHERS PRESENT: T.PLECKHAM, ASSISTANT VILLAGE
ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.KISSEL,
WASTEWATER SUPERINTENDENT; J.PROULX, PLANNING DIRECTOR; L.SPIRES,
BUILDING OFFICIAL; AND J.KONOPEK, CHIEF OF POLICE.
CALL TO ORDER, ROLL CALL, PLEDGE
Mayor Argoudelis called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were
present. Mayor Argoudelis led the Pledge of Allegiance. There were approximately 15 persons in
the audience.
PROCLAIM SEPTEMBER 17-24, 2021 AS CONSTITUTION WEEK
Mayor Argoudelis proclaimed September 17-24, 2021 as Constitution Week. Ms. Pauline Herpy was
present to accept the Proclamation.
PUBLIC COMMENTS (3-5) Minutes
Mike Collins expressed concern regarding pending litigation with Mayor Argoudelis, comments
made by Mayor Argoudelis regarding Village accomplishments, and text messages at the dias during
Board Meetings. Mr. Collins also inquired about flying a Blue Lives Matter Flag.
Theresa Scarcelli expressed concern regarding the triangle lot on Route 59.

BUSINESS MEETING
1) APPROVAL OF THE AGENDA
Trustee Benton moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call.
Kalkanis, yes; Larson, yes; Ruane, yes; Wojowski, yes; Benton, yes; Calkins, yes. 6 yes, 0 no. Motion
carried.
2) INFRA GRANT
Trustee Ruane moved to authorize the Village President to execute a term sheet between the United
States Department of Transportation (the "USDOT") and the Village of Plainfield (the "Project
Sponsor") as this term sheet reflects the conditional selection of the Project Sponsor to receive an
INFRA Grant, totaling $5M, for the Illinois Route 126 Re -Route — 143rd Street East Extension
Project. Second by Trustee Larson.
Mr. Doug Kissel and Mr. Tice Cole gave an overview of the grant.
Trustee Calkins moved to table the item. There was no second to the motion.
Vote by roll call. Wojowski, yes; Benton, yes; Calkins, no; Kalkanis, yes; Larson, yes; Ruane, yes.
5 yes, 1 no. Motion carried.

Trustee Benton moved to adjourn. Second by Trustee Wojowski. Voice Vote. All in favor, 0
opposed. Motion carried.
The meeting adjourned at 7:21 p.m.
