PROVIDING COMMENTS TO THE LOUDOUN COUNTY PLANNING
COMMISSION CONCERNING THE GENERAL PLAN
WHEREAS, the Town has reviewed the proposed General Plan prepared by the Loudoun
County Planning Commission to be considered at a public hearing on April 15, 1991; and
WHEREAS, the goals and objectives of the Town Plan and General Plan are in general
agreement; and
WHEREAS, the proposed Urban Limit Line is consistent with the Town's recommendation
adopted by resolution on July 25, 1990; and
WHEREAS, the Town Council is concerned that the proposed planning area boundaries set
forth in the General Plan may remove the town from land use decisions beyond the Urban Limit Line;
and
WHEREAS, the General Plan identifies the Town as an existing urban growth center, and calls
for the Town to expand upon its historic role as the social, judicial and political focus of Loudoun
County; and
WHEREAS, Leesburg Resource Management Area was created to encourage efficient growth
and development around the Town and in proximity to existing public utilities and services; and
WHEREAS, it is appropriate for the General Plan to identify greenbelt areas within the
Leesburg Planning Area to set a well-defined and strongly defensible planning area boundary between
the urban and rural areas of the County; and
WHEREAS, County and Town planning policies for Leesburg Resource Management Area
should be coordinated to the greatest extent possible:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Greenbelt. A revised inner greenbelt area is recommended which follows the 100
year floodplains of Sycolin Creek, Goose Creek and the Potomac River and the ridgeline along the
western boundary of the Leesburg Resource Management Area. A permanent open space greenbelt

which follows the Goose Creek stream valley, as shown on the Leesburg Area Management Plan, should
be depicted in the General Plan. The town requests that the area between the greenbelt line proposed
in the General Plan and the floodplains of the Sycolin Creek, Goose Creek and Potomac River be
designated as the similar adjacent land uses as proposed by Loudoun County and as depicted in the
attached map.
SECTION II. Leesburg Area Management Boundaries A revision to the proposed Planning
District boundaries is recommended to ensure that the boundaries of the Leesburg Resource
Management Area as described in the Leesburg Area Management Plan are retained.
SECTION III. Rural Area Policies The extension of town's central sewer and water lines are
recommended to serve rural development located within the existing Leesburg Resource Management
Area and adjacent rural areas.
SECTION IV. Urban Limit Line The boundaries of the proposed Urban Limit Line are
endorsed as the Urban Growth Area around the Town but not as the Leesburg Planning District
boundary depicted in the General Plan.
SECTION V. Time Frame The town objects to the 50 year time frame suggested for ultimate
development within the Urban Growth Area and requests the time frame for future development
outside the Urban Limit Line be subject to joint periodic review by the County and town.
SECTION VI. The town will continue to review the General Plan policies and provide comments
adopted by resolution to the County as the adoption process continues.
SECTION VII. The Mayor is hereby authorized to transmit this resolution offering comments
to the Loudoun County Planning Commission public hearing scheduled for April 15, 1991.
