MINUTES
March 9th, 2004 - Legion Hall 6:30 p.m.
I. ROLL CALL AND CALL TO ORDER
Dave Faurot, Ron Rooth, Kevin Briem and Brock Heasley were present. Scotty
Davenport, Bill Murphy, Pat Hill and Mike Lenzi were absent.

- Gave a quick update since we have not had a quorum since October.
IV. NEW BUISINESS
Parks
- A. Single Boat Cruise Business — Ray Dupree would like to operate a family
style cruise business on Payette Lake and has come to the Advisory Committee
asking if 1) It would be a good idea 2) If there are concerns and 3) If there are any
recommendations. The Committee agreed that it is a good idea. I then read
ordinance 8-14-4 F (1)for Commercial uses with use of a special use permit and
Agreement with the city providing among other things a hold harmless agreement
and insurance in favor of the city 8-14-4 (3). The committee had no concerns as
long as the Ordinance was met. The Committee voted with a 3-0 vote in favor of
Single boat cruise business and use of the dock in accordance with 8-14-4 (3).
B. BrownBelds Site Assessment — We are still working on the Brownsfields Site
Assessment Plan. I will have a meeting with Mark Madrid on March 23 to
discuss what the Forest Service needs from the City of McCall in order to conduct
a study on their land and the City's land to determine if there is any contamination
in the dump area. The Committee is concerned about getting this Assessment
work completed and turned in for approval before the summer begins
C. Brown Park Fish Pen Docks — Discussed with the Committee the completion
of the Pier at Brown Park and the completion of the Docks. All that remains is in
the summer adding the Docks to the Pier and adding a ramp that will enter onto
the Pier.
D. Maintenance Plan — Informed the Committee that the Parks Maintenance Plan
is almost complete. We need to refine the wording and get the program in place
this summer. The Committee added some information they would like to see in
the plan. 1) Have the walk through for the Advisory Committee early in the year,

such as August. Trim the trees in Rotary Park. Approach the Rotary Club early
next year and show them a plan for Rotary Park and find ways that the Rotary
Club can help.
E. Cross Country Ski Trails/Skiing - Informed the Committee that the ski trails
are done for the year. The final step is to set up a meeting mid summer with
Spring Mountain Ranch, Golf Director, and Parks Supervisor to see if it is
feasible to keep doing the trails and look at revue verses expenditures.
F. Evaluations — Informed the Committee that my evaluation has been completed
and all other evaluations are completed in both departments except the After
School Program Coordinators.
A. After School Program — Everything is running wonderfully. We have about
15 participants. I need to finish the After School Program Coordinators
evaluation.
B. 1st and 2"d grade Basketball Clinic — Informed the Committee of the new
program. I was expecting 10 participants and we have 13 attending the program.
We hope to continue this program every year and add a 3rd and 4th grade
basketball program next year.
C. Swimming Lessons — We have an instructor and have informed the public of
Swimming Lessons and will begin on April 5th. It has taken a year and a half to
find and instructor.
D. Skate Park Information - The McCall Skate Park Committee is work towards
beginning Phase I of the Skate Park this summer. I informed the Committee that
the McCall Skate Park Committee will soon be asking the Recreation Department
for additional monies for next year's budget. I also informed them that it would
be wonderful if they can begin construction this year. McCall needs a facility like
this for the growing number of skaters in McCall.
E. Construction of office space - We are beginning construction of new office
space. We will finish up Contract work with Winston Yeast Construction and
begin work shortly. Would like to have office space done by Mid April and no
later than May 1st. It has been a long hard road but this upgrade will help
immensely with growing the Recreation Deparinient to handle a new position and
new programs as we continue to grow in new programs.
F. Hiring of new position — Informed the Committee that I will be starting
interviews and hope to have someone hired by May 1st
G. Evaluations — Evaluation of me has been completed. The After School
Program Coordinator evaluation is left and I expect to have it done soon.

- Next meeting will be help on April 13t at 6:30 p.m. in Legion.
