REMINDERS - •October 4 Village Board Meeting – 7:00 p.m. •October 5 Plan Commission – 7:00 p.m. •October 11 Next Committee of the Whole Workshop – 7:00 p.m. 1 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 13, 2021 In the Boardroom Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis, Trustee Kalkanis, Trustee Larson, Trustee Ruane, Trustee Wojowski, Trustee Benton, and Trustee Calkins. Others Present: Traci Pleckham, Interim Village Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Yuchen Ding, Planner; Lonnie Spires, Building Official; Allen Persons, Public Works Director; Derek Wold, Engineer; Dan Biermann, Water Superintendent; and John Konopek, Chief of Police. There were approximately 60 persons in the audience. Trustee Ruane moved to approve the Minutes of the Special Meeting, Committee of the Whole Workshop, and Executive Session held on August 23, 2021. Second by Trustee Benton. Voice Vote. 5 in favor, 1 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis: Expressed condolences to the family of Trustee Wojowski for the passing of his mother, Sandra Rose Wojowski, and requested a moment of silence. Commented on the cost of the current lawsuit against him. Commented on the boil order and asked staff to give an update. Allen Persons gave an update on the boil order. TRUSTEE COMMENTS Trustee Larson: Expressed concern regarding the communication in relation to the boil order. Stated that she voted no on the approval of the minutes because she believes there should be more detail in reference to the Mayor’s response to her comments. Commented on the litigation against Mayor Argoudelis. Stated that the appointment of the Village Attorney needs to be brought forward. Trustee Kalkanis: Commented on the lawsuit against Mayor Argoudelis. Inquired about a credit to the water bill due to the boil order. Trustee Wojowski commented on the lawsuit against Mayor Argoudelis. Trustee Calkins expressed opposition to the 143rd Street East Extension project. Trustee Benton: Commented on the boil order and thanked staff for their efforts. Commented on the litigation with Mayor Argoudelis. Stated that he has been attacked by other Trustees and Trustee’s family. Expressed concern regarding the previous administration. Mayor Argoudelis commented on the litigation against him. 2 Village of Plainfield Committee of the Whole Meeting Minutes – September 13, 2021 Page 2 PUBLIC COMMENTS Meghann Fanslow expressed concern regarding the boil order. The following persons expressed opposition to the 143rd Street East Extension Project: Joe Cook, Bass and Gill Club Board Paul Mingucci Rick Pach, Bass and Gill Club Board John Cox, Pure Rod and Gun Club Robert Hough Steve Schmidt Cindy Cordial Jerry Taylor Dave Fahlgren Nick Alan Cordial Carl Growth Paul Lukas WORKSHOP 1) ONYX AT RED FOX FARM (CASE NUMBER 1908-012021.AA.REZ/SU/PP/SPR) Mr. Mike Martin, attorney for the applicant, stated that the applicant is seeking to develop a rental community with R-4 Zoning. The proposed development includes 238 dwelling units in 45 townhome buildings on approximately 28.88 acres south of Illinois Route 126 and west of Drauden. Mr. Chris Coleman gave a presentation highlighting evolution of rentals, lifestyle and amenities, site plan, design elements, and architecture. Trustee Benton expressed concern regarding zoning and not having an agreement with the School District. Trustee Wojowski expressed concern regarding saturation of rental projects in the works and density. Trustee Larson stated that while she does not prefer rental, she would not necessarily vote this project down. Trustee Larson expressed concern regarding rental rates and connectivity. Trustee Ruane stated that he dislikes the layout and straight-line streets and expressed concern regarding snow storage. Trustee Ruane pointed out that he would like to see more green space, a few less units, and more berming along Lockport Street. Mayor Argoudelis commented on the color schemes and suggested a variety of colors, landscaping with more natural plantings, and a variety of tree species. Mayor Argoudelis encouraged connectivity. The applicant will continue working with staff. Mayor Argoudelis read the reminders. The meeting adjourned at 10:03 p.m. Michelle Gibas, Village Clerk 3
