COUNCIL WORK SESSION, MARCH 14, 2016
CALL TO ORDER
The Council Work Session of March 14, 2016, was convened at 5:31 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Graham, Hussey, Mihalevich, Prather, Schreiber, and
Ward
Arrived after meeting convened: *Costales (arrived at 5:40 P.M.)
Absent: Henry, and Scrivner
A quorum was declared present.
Announcements:
Mayor Tergin announced an event that would start at 7:00 p.m. to unveil the name of a
new baseball team.
Councilwoman Ward announced she would have to leave at 6:30 due to a prior
commitment.
REPORT FROM DEPARTMENT OF PLANNING & PROTECTIVE SERVICES
Eric Barron, Senior Planner, made a presentation regarding the East Capitol Avenue
zoning plan. Following his presentation, he answered questions asked by the Mayor
and Council.
*Councilman Costales arrived during this presentation (5:40 P.M.)
Janice McMillan, Director of Planning & Protective Services, gave an update on the
blight study. She explained what the study would accomplish as well as provided the
timeline for actions that will be taken as a result. Following her presentation, she
answered questions asked by the Council.

Jayme Abbott, Neighborhood Services Coordinator, made a presentation regarding th e
abandoned buildings program. Following her presentation, she answered questions
asked by the Council.
At the conclusion of staff presentations, Director Janice McMillan recommended to the
Council that the City establish a periodic inspection program for rental units to assist in
addressing many of the issues with properties that do not comply with City property
codes.
Mayor Tergin announced that although there was not a public comment specified on
tonight’s agenda, she would allow persons present to make comments on the issues
presented tonight. The following persons came forward to speak:
Ms. Cathy Bordner made comments regarding her opinion of the City’s abandoned
buildings program
Mr. Tom Rost made comments regarding a property on Jackson Street
Ms. Terry Rademan also made comments regarding her opinion on properties in the
City which do not comply with property codes.
Councilwoman Laura Ward left the meeting at this point (6:30 P.M.)
DISCUSSION OF SALES TAX “G” ITEMS
City Counselor Drew Hilpert explained the timeline for actions required of the Council to
place the item before the voters.
Margie Mueller, Finance and I.T. Director, made a presentation showing unallocated
Sales Tax “F” funds.
A lengthy discussion was held regarding the proposed Sales Tax “G” list. Councilman
Mihalevich requested that staff provide the Council with a master list of proposed repair
and replacement of City buildings and facilities.
Discussion was held regarding Fire Station 2. Mayor Tergin recommended that City
Administrator Crowell and Finance & I.T. Director Mueller include the figures which had
been discussed into the Sales Tax G list to provide to the Council.
Councilman Mihalevich requested information regarding the potential cost of performing
minor modifications to the airport terminal building.
Councilman Graham requested a proposed street overlay list.

Mayor Tergin requested that the City / County joint projects list also be included with the
resolution that was scheduled to come before the Council at the March 21 Regular
meeting.
Announcement:
Councilmen Graham and Costales announced that a 4th Ward Meeting would be held at
10:00 A.M. on Saturday, March 19 at Dunn Brothers Coffee, and invited the public to
attend.
