HomeMy Public PortalAbout2016-03-211 REGULAR COUNCIL MEETING, MARCH 21, 2016 CALL TO ORDER The Regular Council Meeting of March 21, 2016, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to adopt the agenda as published, seconded by Councilman Graham, and approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin announced that Council Members had indicated their wish to comply with procedures set out in the Code for public presentations before the Council. That procedure requires that speakers sign up in advance of a meeting, but that since that requirement had not been indicated before tonight’s meeting, speakers would be allowed to come forward tonight even though they had not signed up in advance. Future meetings will require that speakers sign up in advance in compliance with the City Code. a. City Administrator Steve Crowell presented the March Outstanding Employee of the Month Award to Mr. Ray Kinard, Information Technology Systems Analyst. Mayor Tergin thanked and congratulated Mr. Kinard for this achievement, and presented him a City Coin and a token of the City’s appreciation for his outstanding work. b. Mr. Dave Silvester of the Missouri Department of Transportation made a presentation regarding the upcoming project that would require a portion of one 2 REGULAR COUNCIL MEETING, MARCH 21, 2016 of the two Missouri River bridges to be closed for an extended period of time. He explained the timeline and the projected traffic flow during the lane closure. PUBLIC HEARINGS There were no public hearings scheduled. APPOINTMENTS BY THE MAYOR 1. Mayor Tergin recommended the following appointments to the following City Boards and Commission: a. Appointments to Following City Boards and Commissions: BOARD OR COMMISSION APPOINTMENT MEMBER REPLACED EXPIRES STATUS TIF Commission William Betts, II Garry Taylor* April 2020 FULL *ineligible for reappointment after serving 3 consecutive terms A motion was made by Councilman Scrivner for approval of the appointment as recommended, seconded by Councilman Costales, and approved unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Councilman Scrivner announced the Public Works and Planning Committee meeting would be held March 24. Mayor Tergin announced a candidate forum sponsored by the News Tribune would be held in the Council Chambers on Tuesday, March 22. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE 3 REGULAR COUNCIL MEETING, MARCH 21, 2016 Lincoln University student / City Council liaison Jonathan Jackson was not able to attend the meeting, but Councilman Graham announ ced that the students were back on campus, and that the Lincoln Women’s Track Team had won its fifth national track meet. Mayor Tergin congratulated the team on such an outstanding achievement and stated she would like to have them come to a Council meetin g to congratulate them in person on behalf of the City. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Bills 2015-124 and 2015-125: Mr. Joe Bednar made a presentation in which he stated his reasons for opposing the bills as proposed. Mr. Mark Pauley also stated his opposition to Bills 2015-124 and 2015-125. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: February 29 and March 7, 2016 A motion was made by Councilman Mihalevich to approve the Consent Agenda as presented, seconded by Councilman Prather, and approved unanimously. A motion was made by Councilman Prather for adoption of Resolution RS2015-38 as presented, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None RS2015-39 sponsored by Councilman Scrivner, entitled: A RESOLUTION APPROVING THE INTENDED ALLOCATION OF REVENUES FOR CAPITAL IMPROVEMENTS SALES TAX G. A motion was made by Councilman Costales for adoption of Resolution RS2015 -39 as presented, seconded by Councilman Henry. Following discussion, Councilman Mihalevich made a motion to table Resolution RS2015 -39 until the April 4 meeting. The motion to table was seconded by Councilman Scrivner, and approved unanimously. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY Council Members Scrivner and Mihalevich asked staff questions regarding the proposed plans and rezoning on Hayselton Drive. Staff indicated they would be able to provide more historical information on the project. NEW BUSINESS There was no new business brought forward. UNFINISHED BUSINESS There was no unfinished business brought forward at this time. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Branch to approve the March 7, 2016, Closed Session minutes, seconded by Councilman Graham, and approved unanimously by the following roll-call, vote: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None GO INTO CLOSED SESSION Mayor Tergin stated that, Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: 10 REGULAR COUNCIL MEETING, MARCH 21, 2016 a. Personnel [Sec. 610.021(3)] A motion was made by Councilman Costales to go into Closed Session for the above stated purpose, seconded by Councilman Costales, and approved unanimously at 7:53 P.M.: Aye: Branch, Costales, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber, Scrivner, and Ward Nay: None
