Absent Van Heiden. Motion Nielsen second by James to approve the minutes of the November regular meeting. All ayes, carried. Motion by Lindaman second by Van Hauen to approve the Treasurer’s Report for November. All ayes, carried. Motion by James, second by Nielsen to approve the following bills for payment. Greg Riebkes and Karen Mennenga presented information on the Library Building project. Fund raising committee meets on Wednesday December 5th at 4:00. Ray Spangenburg and Jamie St. James from Central Iowa Rural Water updated the council on the water project and installation of sewer line. Brent Port, Clapsaddle Garber updated the council on the Housing Subdivision Project. Work has ended for the year and will resume in the spring. After discussion a motion was made by Nielsen second by James to disallow payment of a bill submitted by Verle Bohlen for toilet repair. All ayes, carried. Leon Abels reported on the smoke testing completed by Municipal Pipe and Tool. City Clerk to check into replacement of exit lights at the Memorial Building. Discussion about tax rebates for new housing. State code does not allow for rebates unless new houses are in a blighted area. City Clerk to check into tax abatements. Discussion of personnel policy.
