There being no further business before the meeting on .motion duly made, seconded and carried the meeting was adjourned. 1 _ Clerk December 31, 1953 The Council.of Bel Harbour Village met at .the Village Hald 'Monday, December 31, 1953 at 9:00 o'clock A. M. for a Special Meeting. There were present: Messrs. Collins and Stokely and Dr, Leonard P Absent: Messrs. Beatty and Brown. Also present were W. H. Webb, Village Manager; Mary We terer, Village Clerk; and Thomas H. Anderson. On motion of Mr. Stokely; seconded by Mr. Collins the-read-1'm of the minutes Of December 21, 1953 was postponed untilthe, regular meeting.. Mr. Webb informed the Council that Mr. Thomas H. Anderson had consent— ed to act as Village Attorney and he was thereupon sworn in as Village Attorney by the Village Clerk. Mr. Webb said he would then like to recommend that Mr. Tom J. Lummus be appointed as Village Judge which appointment was approved by the Council, Dr. Leonard asked Mr. Anderson if he .had studied the agreement between Robert C. Graham and Sons and Bal Harbour Village regarding the Village Hall Site purchase. Mr. Anderson replied that he had 19oked it over and that it was somewhat of an .irregular deal, but he was sure the agreementras valid. He pointed out that under Section 4 of our Charter any purchases made payable over a period of more than one year had to be ratified by the freeholders at an election. It was then decided by the Council that a date for this election would be set at the next meeting. After further, discussion it was moved by Mr. Stokely and seconded by Mr. Collins that the agreement between Robert C. Graham and Sons and Bal Harbour Village to purchase 100 feet of land on 96th Street DECEMBER.31, 1953 and 150 feet on Bal Bay Dri:te for $35,000:00, payable Upf000xo down from sur- plus, and the balance payable $5,000.00 per year at 4.if the taxpayers ratify this agreement, be accepted. Upon roll call the motion was unanimously, passed. It was agreed that the January meeting would be held on January 11th instead of January 18th at the request of Mr. Beatty. There being no further business before the meeting on motion of Mr. Collins, seconded by Mr. Stokely the meeting was adjourned. Beatty, Colliers and Stokely Absent: Mr. Brown Also present were W. H. Webb, Village Manager; and Mary Wetterer, Village Clerk. The minutes of the previous meetings of December 21st and December 31st, 1953 were read and approved.
