ROLL CALL Midge DaMonte , San Mateo County Planning Commissioner called the joint meeting with the San Mateo County Planning Commission, the San Mateo County Parks and Recreation Commission, and the District ' s Board of Directors to order at 2 : 35 p.m. in Room 101 of the San Mateo County Office Building. Members Present: K. Duffy, E. Shelley, N. Hanko, B. Crowder, and R. Bishop. Members Absent: T. Henshaw and R. McKibbin. Personnel Present: H. Grench, C. Britton, M. Hale, J. Fiddes , J. Escobar, D. Danielson, and M. Gundert. II . BOARD BUSINESS A. Status Reports on the -Ridae -and Bayfront Trails D. Hansen briefed the group on the status of the Bay Ridge Trail , and H. Dean discussed the status of the Bayfront Trail . Both reports focused on the portions of the trails within San Mateo County. B. San Mateo County Draft Trails Plan D. Christy reviewed the draft trails plan for San Mateo County, noting that the plan was a working document at this time and that staff was trying to give it some legal status perhaps through inclusion in the county' s general plan. Discussion focused on the possibility of incorporating the trails plan into the general plan and how specific the general plan should be in terms of trails in the county. Proposed Countywide Tree Planting Policy D. Christy distributed copies of the tree planting policy that had been prepared for San Mateo County Parks and stated that he would like the planning commission and the District to consider a similar policy. H. Grench stated that the policy could tie into the resource management policies District staff was preparing. D. Density Credit -Analysis Relating to ©pen Space Lands and Transfer of Tax-Deeded Redwood Park Lots from County to District The combined discussion focused on the density credits associated with the 191 county-owned parcels in the Redwood Park area slated for transfer to the District and the loss of development potential when land was purchased for open space preservation. P. Koenig stated that the planning commission had raised the issue of whether or not density credits that were not being used, as in the case of Redwood Park, could be transferred off the land and sold to another parcel on which density could be increased to help alleviate the housing shortage in San Mateo County. P. Koenig said that, from staff ' s standpoint, his main concern was where receiver sites would go. Discussion focused on the need for affordable housing in the county, the sale of density credits , the ability for the board of supervisors to amend the general plan to have a viable housing plan and to increase density credits in an area if the infrastructure could support additional housing. P. Koenig stated that the board of supervisors would be considering the transfer of the Redwood Park parcel to the District at its December 12 meeting and urged all interested parties to appear before the supervisors . E. Campsite Needs in San Mateo County Discussion focused on the need for placing a higher priority on providing additional camping sites in San Mateo County. F. Sprangle noted that the cost for expanding camping at Memorial Park was $1 . 2 million. The meeting was adjourned at 4 : 33 p.m. CORRECTION TO THE MINUTES OF DECEMBER 7, 1989 II . APPROVAL OF MINUTES December 7 1989 N. Hanko noted that D. Hansen' s name had been omitted from the list of Personnel Present. B . Crowder noted that Nita Spangler ' s name had been misspelled on page two of the minutes . Motion: K. Duffy moved that the Board approve the minutes of December 7 , 1989 as corrected. T. Henshaw seconded the motion. The motion passed 6 to 0 .
