Chair declared a quorum. Superintendent Pillard, Bill Murphy and Kerry Greene were not present Also present were Director Peckham and Curt Spalding. II.NEW BUSINESS Spalding gave an update on the McCall Improvement Committee and a project priority list. Discussion was on those items pertaining to parks. Faurot made a motion to nominate Carol Coyle for the vacant position on the parks/rec. committee. Davenport seconded and the motion passed unanimously. Coyle declined to accept the position stating she was too busy. The committee agreed to have a public hearing on the war memorial at Community Park. Chair Hall was concerned what impact the jail cell may have on the memorial and potential downtown improvement ideas for the site. The committee agrees that the memorial is a good idea but maybe the size is too big, may not be the best location and lack of restrooms in the downtown area. Chair Hall suggested that the hearing be on 2 separate topics: 1. Memorial 2.Location. Discussion on the Parks/Rec Master Plan was tabled until fall. Davenport made a motion to nominate Faurot for president of the parks/rec. committee. Thompson seconded and the motion carried unanimously. IV. NEXT MEETING The next meeting was scheduled for September 2000. V.ADJOURNMENT Chair Hall moved to adjourn at 7:30 p.m. Faurot seconded and the motion carried. It serves as a blueprint for near -term community development and improvement projects. We will update it periodically to reflect changing priorities. Many of these 38 listed projects have partial or substantial recreation or parks components. We call your attention especially to Item 3 on page 3, under "Ongoing Projects": 3. COORDINATE. Communicate with the Chamber of Commerce, Planning and Zoning Commission, Transportation Advisory Committee, Parks & Recreation Commission, Urban Renewal Agency, and other groups to develop a common set of goals for improvements in our community. In this spirit of coordination, we would like to begin regular communication and cooperation with your Commission toward achieving our common goals. The Comp Plan is not done - far from it. The Planning & Zoning Commissions are having a public hearing on April 25. They will make a recommendation to the City Council and County Commissioners. Council and the Commissioners will hold a public hearing sometime (maybe in June?) and ultimately adopt the Comp Plan Depending on the comments received and the mood of the Council and Commissioners, I am hoping that we can get the Plan adopted by mid -summer. I think that you need to look really hard at the recreation section of the Comp Plan and see if it adequately expresses the Committee's goals and plans for future growth. It probably does not, although it does contain most of what you need. You will probably just want to develop an implementation plan - identify priorities, assign costs and responsibilities. What's your feelings? etc thanks bob - we have a meeting May 9th , 6:30p 4/18/00 McCall Improvement Committee Project Priorities 2000-2001 April 24, 2000 McCall's Action Plan for the Gem Communities Program McCall Improvement Committee Project Priorities List 2000-2001 April 24, 2000 The McCall Improvement Committee is a group of local residents and businesses owners interesting in enhancing the infrastructure, appearance, and economy of McCall. Formerly the Downtown Improvement Committee, the Committee expanded its scope to the entire city in late 1999. To build on the success of the downtown renovation project of 1999, the committee has completed a strategic planning effort. During the winter of 1999-2000, the Committee developed a list of proposed projects that would focus its efforts for the next year. The Committee held a public meeting March 16 to hear comments from the community on the draft project list. It then finalized and prioritized this list, which it now presents to the City Council for endorsement. Once approved, the list will be the guiding plan the Committee undertakes in the near term to help accomplish its goals of enhancing McCall's public, aesthetic, and economic environment. The McCall Improvement Committee serves as the Gem Community Action Committee for the city. Therefore, this list of projects also represents a plan that serves as McCall's Community Action Plan, under the provisions of the State of Idaho's Gem Community Program through the Department of Commerce. As approved by the City Council, the Action Plan represents those improvement projects the community of McCall officially supports and recommends for further government and community backing including grants, agreements, and partnerships. The projects in the list on the following pages fall into three categories: A. Projects by the McCall Improvement Committee B. Projects by Partners C. Projects by Non -Profit Organizations Any questions or comments on this priority list are invited and can be directed to Lindley Kirkpatrick, City Planner (634-7142); or Judy Drake (634-3481) or Curt Spalding (634-2383), co-chairs of the McCall Improvement Committee. A. PROJECTS BY THE IMPROVEMENT COMMITTEE The Committee plans to undertake these projects in the next 1-2 years. They are in two categories, future projects and ongoing projects. Future projects are in order of initial priority as of April 2000. However, the Committee recognizes it will adjust relative priorities periodically as circumstances change. Identify possible public parking areas, such as the lot behind Paul's. Better utilize and promote the public parking behind City Hall. 4 A KEY PROPERTIES Support the McCall Ice Rink and Events Center and encourage the implementation of the Committee's goals for streetscape improvements and design elements. 5 N WAYFINDING Provide general location, orientation, and directional signs and maps to help tourists and visitors to better travel within and through the community. Replace the green informational signs throughout town. 6 N GATEWAYS Define entry points at Deinhard Lane and the Lardo area. Install welcome signs, landscaping, and other visual cues that you are entering McCall. Prepare for new "gateways" before Highway 55 Alternate is constructed. 7 N STREETSCAPE Bury the cables, remove power poles, fix infrastructure in the downtown alleyway between l' and 3`d streets. 8 N GATEWAYS Improve the appearance of the airport, one of the first things most visitors see when they arrive in McCall. 9 N PAYETTE LAKE Develop a viewing pavilion in Legacy park, providing historical information on the community and information about the surrounding mountains. Coordinate with other interpretive sites in McCall. 10 N GATEWAYS Install a Chamber of Commerce tourist welcome center or kiosk near the Deinhard Lane -Third Street intersection. 11 N STREETSCAPE and WAYFINDING Use design elements such as public signs, lighting, banners, and street trees to create a more defined sense of continuity within McCall. Identify a different standard for other corridors (Spring Mountain Blvd, Warren Wagon Road, Lick Creek Road, Boydston, and East-West Loop, etc.) reflecting their residential character, such as reduced or no street lighting, bike paths or lanes, etc. Develop similar elements of continuity for other areas of the community. 12 A COORDINATE Educate the public about the benefits of an attractive and well -designed built environment. Promote public support for the Committee's goals. 13 N PAYETTE LAKE Consider a lakeside boardwalk in the downtown. 14 N KEY PROPERTIES Work to relocate or improve incompatible structures and uses in the downtown, such as Citizens Telephone building. 15 A ENVIRONMENT Shore up eroding lakeshore including Mill Park. 16 A STREETSCAPE and WAYFINDING Complete the city bike path system including missing links. Ensure new roadways have bike paths. Extend walkway- bikepath between Middle School and Shavers intersection. * A = Action. N = Needs Action. McCall Improvement Committee - Project List 2 Ongoing Projects These are continuing activities that are already underway under the Committee's jurisdiction or with its cooperation. Number Category Project 1 KEY PROPERTIES Resolve the property dispute holding up Old Jail grant project. 2 STREETSCAPE Provide handbook identifying the elements of continuity, including sidewalks, decorative lighting, benches, planters, banners, etc. 3 COORDINATE Communicate with the Chamber of Commerce, Planning and Zoning Commission, -Transportation Advisory Committee, `Parks &Recreation Commission, Urban Renewal Agency, and other groups to develop a common set of goals for improvements in the community. 4 COORDINATE Explore partnerships with private developers to ensure mutual compatibility and benefit for the development as well as the community. 5 COMMUNITY FACILITY Explore use of school facilities on evenings, weekends, and off-season. Involve high school students in the project. 6 COMMUNITY FACILITY Develop a Community Center. Plan jointly with Recreation Department, School District, Police Department. Involve high school students in the project. 7 COORDINATE Utilize available funding sources in strategic manner. Avoid conflicts between projects. Schedule grant applications in advance including Community Development Block Grant, Enhancement Grant. 8 COORDINATE Work with City Council and staff on completing remaining loose ends & details of 1999 downtown renovation project. B. PROJECTS BY PARTNERS These are projects that the City, partners, and other community groups are spearheading. The McCall Improvement Committee fully supports these projects, in its capacity as Gem Community Action Committee, and will lend assistance as appropriate, but does not have a lead role in them at this time. Number Category Project 1 KEY PROPERTIES Develop a Master Plan for the new Riverside Park. 2 KEY PROPERTIES Implement the Ponderosa Park Master Plan, including the proposed new Visitor Center. 3 WAYFINDING Develop convenient, accessible trailheads near town connecting with recreational trails out of town. 4 KEY PROPERTIES Expand the McCall Library, including a new Historical Room 5 PAYETTE LAKE Implement the Payette Lake Water Quality Control Plan. 6 KEY PROPERTIES Relocate the downtown Fire Station to the Airport. 7 ENVIRONMENT Participate in the Lake Fork Creek corridor protection project. 8 ENVIRONMENT Eradicate noxious weeds from McCall and vicinity. 9 KEY PROPERTIES Support the Little Ski Hill and its improvement efforts. 10 WAYFINDING Develop local heritage tours, eco-tours, and visitor guides. McCall Improvement Committee - Project List 3 C. PROJECTS BY NON-PROFIT ORGANIZATIONS These are projects local non-profit groups are spearheading. The McCall Improvement Committee, in its capacity as Gem Community Action Committee, also supports these projects and will lend assistance as appropriate, but does not have a lead role in them. INTERMOUNTAIN REGIONAL LEARNING CENTER (IRLC) The IRLC's three projects are: Number Title Description 1 Summer Community Education Project Make available to residents and summer visitors classes & workshops on local interest topics: geology, botany, wildlife, ecology, natural history, human history, resource management. Intermountain Regional Learning Center (IRLC) will conduct needs assessment & market research, arrange potential instructors, provide planning, scheduling, advertising & promotion, and monitor and evaluate the courses. 2 Needs Assessment for Life -Long Learning. In cooperation with U of I and BSU, IRLC will conduct a needs assessment for continuing education for residents of Adams, Valley, and southern Idaho County. Continues work underway in partnership with U of I. 3 Community Education Summit For Life -Long Learning. IRLC will host community summit of entities providing, and interested in providing, continuing education and training to residents of the region. Summit would disseminate data from the above assessment (item 2) and start planning delivery of needed and feasible services. CENTRAL IDAHO CULTURAL CENTER (CICC) The CICC project is an eight -component project: Number Title Description 1 Implement Central Idaho The Central Idaho Cultural Center (CICC) has 8 component Cultural Center Site Plan, Phase 2 projects in Phase 2 of their Site Plan. Each component project will develop a facility on (or linked to) its historic 4-acre property, the old SITPA Site, on State Street, McCall. 1. Renovate Carpenter's Shop. 2. Renovate north bay of Machine Shop. 3. Restore 10-bay garage, create 8 curated displays inside. 4. Restore East Mountain Lookout on its original site for use as mountain -top interpretive site. 5. Create Arboretum, Forester's Walk, picnic area. 6. Restore utilities to Fire Warden's House. 7. Restore Oil Shed, convert to workshop for new exhibits. 8.
