RESOLUTION ADOPTING
STANDARD OPERATING GUIDELINES FOR THE
THE RIVERDALE VOLUNTEER FIRE DEPARTMENT
FOR THE CITY OF RIVERDALE, IOWA
WHEREAS, pursuant to the authority granted to the City Council of the City of Riverdale
("City") by Chapter 35 of the City Code,the City Council may upon the recommendations of the Fire
Chief approve Fire Department chain of command,job descriptions,training,disciplinary processes, code
of ethics and other operational guidelines for the well-being, effective function and safety of both its
firefighters and the constituents protected; and,
WHEREAS, following the review, assessment and deliberation of the Fire Department command
staff and firefighters,the Department did on February 5,2019 approve and adopt a set of Standard
Operating Guidelines for consideration for approval by the City Council.
NOW THEREFORE,BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
Section 1. That the document entitled"Riverdale Volunteer Fire Department Standard Operating
Guidelines(SOGs)", adopted by the Fire Department on February 5, 2019, shall be made a part of and is
hereafter a part of this resolution.
Section 2. That with approval of Council,the afore-cited SOGs shall be the standard operating
guidelines of the Riverdale Fire Department,effective upon passage of this resolution by the City
Council, signing by the Mayor and posting as required by law.
Section 3. That these SOGs may be amended from time to time by recommendation(s)of the Fire
Chief or his designee, depending upon the needs of the Fire Department and subject to the review and
approval of the City Council.

Introduction
This manual establishes standard fire department specific policies. These policies are meant to
provide guidance when dealing with fire department-specific issues and situations, and to help
ensure department activities are consistent, effective, efficient and safe.
The Department shall provide for the safety, health and wellness of department members
by establishing a fire department-specific policy manual and accompanying procedures.
All fire department personnel shall follow these policies and accompanying procedures to the best
of their ability.
All members will understand and follow these policies and procedures. Officers of the Riverdale Volunteer
Fire Department are responsible to ensure their subordinates understand and follow these policies and
procedures. Officers will document and report deviations to the Fire Chief, or his/her designee, for review.

Job Descriptions
Chief
The Fire Chief provides administrative direction and leadership for all Fire Department functions,
operations, and personnel through the supervision of staff and a review of their activities. Responsibilities
include reviewing the general operation of the department to determine efficiency, providing direction on
major projects or problem areas, planning for the future, developing and implementing policies and
procedures and providing policy guidance. In addition, the Fire Chief is responsible, through study and
consultation with municipal officials, for developing recommendations for the protection of life and
property in the municipality.
Assistant Chief 1 &2
Under direction of the Fire Chief, the Assistant Chief plans, organizes, directs, and administers all
operations of the fire department assigned to him/her by the Fire Chief within the authority delegated.
Also, in the absence of the Fire Chief, the Assistant Fire Chief shall perform ALL applicable duties of the
Fire Chief in a sufficient manner until arrival/return of the Fire Chief. The Assistant Chief may also perform
the same duties as a firefighter.
Captain
Under direction of the Assistant Chief, plans, organizes, coordinates and directs the emergency and non-
emergency activities of a fire suppression company; commands emergency response scenes; directs and
performs a variety of staff support functions; plans, organizes, coordinates and directs training,
recruitment, fire inspection, and prevention programs; and performs related work as assigned. A Captain
may also perform the same duties as a Firefighter.
Lieutenant
Under direction of the a Chief or Fire Captain, deploys, supervises and reviews the work of Firefighters,
takes command of fires and other emergency incidents within the municipality unless relieved by a
Captain or Chief, performs the full range of emergency response duties as a member of a response team;
coordinates and participates in non-emergency inspection, training, maintenance and related activities;
assists Fire Captains in providing administrative support for specified departmental programs; and
performs related work as assigned. A Lieutenant may also perform the same duties as a firefighter.,
Firefighter
Under direction of a Lieutenant, Captain, or Chief, provides direct services, individually and as a member
of a team in response to fire, rescue, hazmat and other incidents. The Firefighter is certified by the State
of Iowa as Firefighter.
Firefighter Probationary
Under direction of a Firefighter, Lieutenant, Captain, or Chief, provides direct services, individually and as
a member of a team in response to fire, rescue, hazmat and other incidents. The Firefighter Probationary
may not be permitted to participate in structural firefighting activities which require the individual to enter
or be in close proximity to the building, enclosed structure, vehicle or vessel.

Department Trainings
Each member of the department is encouraged to attend as many department-sponsored training
activities and other functions as possible. The department trainings are held each week on Mondays.
• Each Member is required to attend at least twelve (12) monthly member meetings annually.
• Each Member is required to attend at least twelve (12) monthly truck inspection/station cleaning nights
annually.
1st Monday: 6:30pm Truck inspections/Training & RVFD Business Meeting
2nd Monday: 6:30pm Truck inspections/EMS Training
3rd Monday: 6:30pm Truck inspections/Training & RVFD Business Meeting
4th Monday: 6:30pm Truck inspections/Station &Truck Cleaning
5th Monday: No training/Truck inspections
Orientation and Probationary Training
All new members shall undergo an orientation program as set forth by the Training Officer.The main
intent of the probationary period for a new recruit is to learn the operational procedures of the Fire
Department, as well as the location/operation of the small equipment used by the Riverdale Volunteer
Fire Department, and to gain Firefighter training provided by within the recruit's probationary period. The
orientation program shall cover the following topics:

NOTE: Training to meet this requirement may be provided by RVFD, the fire service training bureau, a
community college, a regional fire training facility, a local fire department, or any combination thereof.
*Content and extent of communicable disease training shall be consistent with the Iowa Department of
Public Health standards and with the OSHA standard on which this document is based, 29 CFR
1910.1030.

Training
Training is the single most important element for a safe, professional, and effective fire department. It is
imperative that all members are properly trained on all aspects of firefighting to help safeguard his/her life,
the lives of other firefighters and the lives of those we serve.
Training:
A. Prepares a fire fighter to safely perform his or her duties.
B. Prepares a fire fighter for any change in a procedure or technology or for any new hazard identified in
his or her work environment.
C. Prepares a new fire fighter whose duties include emergency operations to perform emergency
operations. The training will include training in the incident command system.
D. Gives a fire fighter whose duties include structural firefighting training consistent with
established fire ground operating procedures.
E. Prepares a fire fighter for special hazards to which he or she may be exposed during fires and other
emergencies
F. Includes procedures for firefighters engaged in fire ground operations to make his or her safe exit from
a dangerous area if equipment fails or fire conditions change suddenly
Any training of fire fighters which includes live firefighting exercises will be conducted in
compliance with NFPA 1001-Standard for Fire Fighter Professional Qualifications and NFPA
1403- Standard on Live Fire Training Evolutions.
No new fire fighter may be permitted to participate in structural firefighting activities or trainings
which require the individual to enter or be in close proximity to the building, enclosed structure,
vehicle or vessel until that individual has completed required training.
The Department will provide all required training (including CEH)to each member(at the department's
expense)at regular scheduled training times with reasonable make-updates. If a member fails to be
present for any of the department sponsored training, it becomes the member's responsibility to obtain
the training to remain compliant. The department MAY reimburse the member for any out of pocket
expense.
The Department will pay for training (if funds are available) on the following schedule:
• Firefighter
• Firefighter II and instructor
• Haz-Mat up to operations level
• Any class sponsored by local agencies (Iowa/Quad Cities)that meet RVFD criteria and are approved by
the Chief.
• Fire Schools approved by the Chief.
• Medical up to the EMR/EMT level.*
*If a member fails to successfully complete any class, the department WILL require the repayment of any
fees, including: tuition, books, supplies, travel, and room/board. The member will sign a contract with the
department prior to enrollment in an EMT/FR class agreeing, but not limited, to:
• Participating with the department as stated in the SOGs for calls, meetings, and events for a minimum of
three (3) years or the member will repay the department for the remainder of the obligation,total cost
divided by the remaining days.

All active members prior to the adoption of date of the training standard operated guideline will be exempt
from the Firefighter 1/Hazmat requirements. All current probationary and new applicants are expected to
have current certification in the following:
• Haz-Mat Operations
• Biood-Borne Pathogens*
• CPR (American Heart)*
• Firefighter 1
* These items are mandatory
All members that have a medical certification are responsible to complete all recertification requirements.
Regularly scheduled training sessions, special training sessions (e.g. initial EMS Certificate courses), are
all considered department-sponsored training. CEH's are granted for attendance at the EMS training
courses when available.
Any member of the department, including Probationary members and medically or physically restricted
personnel, may be assigned to support operations excluding structural firefighting at an emergency
incident.
• Support operations members shall have training based on the duties the member might perform at an
emergency incident. These assignments may be temporary, based upon release from, or completion of,
the factor limiting the individual's on-scene activity.
• Upon request, and approval of the Chief or his/her designee, support operations members may be
permanently assigned.
• These personnel are not to be engaged in any activity requiring the use of SCBA(self-contained
breathing apparatus) or any interior fire attack,
• If permanently assigned to support operations, the member may not be required to complete the
Firefighter I course. The member will fill the need of the support operations division, including but not
limited to: exterior support, engineers, rehab, EMS,traffic control etc.
It is the responsibility of each member to ensure that their attendance is documented for each alarm to
which they respond and for each training or special function which they attend.
Personnel will not operate any department apparatus or equipment without first being properly trained
and successfully completing check-offs, approved by the Chief or his/her designee.
If a member fails to attend 12 complete training sessions and meetings as outlined in the SOG's the
member will be immediately dismissed from department due to lack of participation within RVFD.
• Reinstatement will require the entire application process to be followed including a full term of probation
before being considered to return to a full active member.

Disciplinary Process
Disciplinary action is taken to promote the efficiency of department operations. In exercising discipline,
the department will give due regard to each member's legal rights and will ensure that disciplinary actions
are based on objective considerations without regard to age, color, disability, national origin, political
affiliation, race, religion, gender, sexual orientation, or other non-merit factors.
Where violations are reoccurring, the standard steps shall be followed. In cases requiring severe
measures, one or more steps may be omitted:
• Warning Notice (verbal) ,
• Written Warning
• Suspense and Final Notice
• Removal from the department.
There will be three (3) classes of discipline. They are as follows .
•Class I: Immediate discharge.
• Class II: Written warning, suspension, termination
• Class III: Oral warning, written warning, suspension, termination
Examples of Class I causes:
• Use or under the influence of drugs or alcohol while on duty.
• Theft of department property or another employee's property.
• Intentional destruction of department property.
• Falsifying reports.
• Gross insubordination such as refusal to work,threatening, racism,sexual harassment, abusing
or striking a superior.
• Striking or assaulting a fire fighter or bystander
• Lying or willfully omitting critical information on an application.
• Failure to report criminal arrest within 72 hours.
• Criminal conviction that are in consistent with the holding of a position of public trust.
Examples of Class II causes:
• Reckless driving of department vehicles.
• Disobeying traffic laws when responding to the call.
• Negligent or careless use of department equipment.
• Failure to comply with published departmental or municipal rules or regulations.
• Fighting._;
• Criminal arrest(Immediate suspension until criminal proceedings conclude)
Examples of Class Ill causes:
• Foul and/or abusive language
• Inefficient, incompetent or negligent performance of work.
• Failure to follow department procedures.
• Inability or failure to maintain satisfactory working relations with co-workers and/or citizens.
All warnings, oral and written, shall be documented. Copies of these warnings shall be given to the fire
fighter, with a copy being kept in there personnel file.

behavior and integrity. In so doing, I will help foster a continuing positive public perception of the fire
service. Therefore, I pledge the following...
•Always conduct myself, on and off duty, in a manner that reflects positively on myself, my department
and the fire service in general.
•Accept responsibility for my actions and for the consequences of my actions.
• Support the concept of fairness and the value of diverse thoughts and opinions.
•Avoid situations that would adversely affect the credibility or public perception of the fire service
profession.
• Be truthful and honest at all times and report instances of cheating or other dishonest acts that
compromise the integrity of the fire service.
• Conduct my personal affairs in a manner that does not improperly influence the performance of my
duties, or bring discredit to my organization.
• Be respectful and conscious of each member's safety and welfare.
• Recognize that I serve in a position of public trust that requires stewardship in the honest and efficient
use of publicly owned resources, including uniforms,facilities, vehicles and equipment and that these are
protected from misuse and theft.
• Exercise professionalism, competence, respect and loyalty in the performance of my duties and use
information, confidential or otherwise, gained by virtue of my position, only to benefit those I am entrusted
to serve.
•Avoid financial investments, outside employment, outside business interests or activities that conflict
with or are enhanced by my official position or have the potential to create the perception of impropriety.
• Never propose or accept personal rewards, special privileges, benefits, advancement, honors or gifts
that may create a conflict of interest, or the appearance thereof.
• Never engage in activities involving alcohol or other substance use or abuse that can impair my mental
state or the performance of my duties and compromise safety.
• Never discriminate on the basis of race, religion, color, creed, age, marital status, national origin,
ancestry, gender, sexual preference, medical condition or handicap.
• Never harass, intimidate or threaten fellow members of the service or the public and stop or report the
actions of other firefighters who engage in such behaviors.
• Responsibly use social networking, electronic communications, or other media technology opportunities
in a manner that does not discredit, dishonor or embarrass my organization, the fire service and the
public. I also understand that failure to resolve or report inappropriate use of this media equates to
condoning this behavior.

Constitution And Bylaws
Of The
Riverdale Fire Department
Revision Adopted October 19,2004
Article I NAME AND PURPOSE
Section A NAME This organization shall be known as the Riverdale Fire Department.
Section B PURPOSE This organization's purpose shall be to prevent fires and to provide emergency service to
preserve life and property in the city and vicinity of Riverdale,Iowa.
Article II MEMBERSHIP
Section A ELIGIBILITY Any person who lives or works in Scott County, is of sound mind and body, has obtained
the age of seventeen years, and is in good repute in the community, shall be eligible for membership in
this department.
Section B CLASSES The members of this department shall be comprised of four classes: probationary, active,
inactive,and honorary.
Section C APPLICATION AND PROBATION Applications for membership shall be in writing on forms provided by
the department. Applicants under eighteen years of age must submit written consent of their parents or
guardians with their application. Applicants must attend at least two consecutive business meetings
prior to being considered for membership. Election for probationary and active members shall be by
simple majority.If elected,a new member must serve one year of probation before being considered for
active membership. At this time, the members will decide among the following options: active
membership, an extended probation, or dismissal from the department. A probationary member must
attend at least two-thirds of the regular meetings and training sessions, and complete the Riverdale Fire
Department probationary training program as set forth by the Executive Committee. Probation may be
waived by vote of the members if applicant has prior training.
Section D INACTIVE Inactive members shall include any member in good standing who requests inactive status;
members who elect to retire;and members who fall under Article VII,Section B.
Section E HONORARY Any person who has rendered distinguished service to this department or to the field of
fire and emergency services shall be eligible for honorary membership, being elected by a two-thirds
majority vote.
Section F MEMBER LIMIT The number of active members shall not exceed the limit set by the city's ordinances.
Article III OFFICERS
Section A TITLES Officers of this department shall consist of President,Vice President, Secretary-Treasurer,Fire
Chief,First Assistant Chief, Second Assistant Chief,two Captains,and two Lieutenants.No officer may
hold more than one elective office in any term except when there are less than enough members
qualified.
Section B APPOINTMENTS The Fire Chief will appoint a member of the department to hold the office of
Secretary-Treasurer, which is the only non-elective office. Any officer may be appointed to serve on
any committee.

Article IV ELECTION AND DUTIES OF OFFICERS
Section A ELECTION Officers of this department shall be elected annually.Nominations will be closed at the last
business meeting in November,with election by ballot at the first regular meeting in December. Results
of the election shall be submitted to the next regular session of the city council for approval.Offices will
be assumed on the first Monday following council approval.
Section B PRESIDENT The President shall preside at all meetings. He/she shall preserve order and conduct
meetings in conformity with the constitution and by-laws. He/she shall appoint all committees, make
other appointments,and perform other duties commonly belonging to the office.
Section C VICE PRESIDENT The Vice President shall assist the President, and shall perform all duties of the
President in his/her absence. If the office of President is vacated, the Vice President shall assume the
presidency for the remainder of the term,or until a successor is elected or appointed.
Section D SECRETARY-TREASURER The Secretary-Treasurer shall keep a true and accurate account of the
proceedings of every meeting in a book provided for that purpose, which shall be open to inspection by
any member; and shall deliver to his/her successor all books,papers,and all other property pertaining to
the office. He/she shall notify members of all special meetings, attend to department correspondence,
and perform all other duties commonly belonging to the office.
Section E FIRE CHIEF The Fire Chief shall be in command of the members of the department. The Fire Chief
shall be responsible for the efficient operation and maintenance of the department and for the
enforcement of its Rules and Regulations. The Fire Chief shall,through designees, ensure all protective
equipment is properly issued, all apparatus are in working order,and all necessary training is conducted.
The Fire Chief has the authority to delegate these duties but will retain overall responsibility.
Section F FIRST ASSISTANT CHIEF The specific duties of the First Assistant Chief shall be those assigned by the
Fire Chief. In the absence of the Fire Chief, he/she shall assume all duties of the Fire Chief; and if the
office of the Fire Chief is vacated, he/she shall be Fire Chief for the remainder of the term, or until a
successor to the Fire Chief is elected or appointed.
Section G SECOND ASSISTANT CHIEF The Second Assistant Chief will also function as Training Officer,and will
be responsible for the educational upgrading of fire personnel through training exercises, exams, and
distribution of new material. He/she shall respond to fires and (when possible) only observe the
personnel in action so that corrective measures may be instituted in future training sessions. He/she will
also be the Safety Officer at all major incidents, or may delegate that responsibility. In the absence of
the Fire Chief and the First Assistant Chief,he/she shall assume all duties of the Fire Chief.
Section H MAINTENANCE The Fire Chief will appoint an officer to be responsible for maintenance of vehicles,
equipment and buildings used by the department and that officer will maintain a record of same.
Section I PERSONAL EQUIPMENT The Fire Chief will appoint an officer to be responsible for personal equipment
issued to members of the department and that officer will maintain a record of same.
Section J VACANCIES If an office is vacated, it may be filled by special election,or an eligible member may be
appointed by the Fire Chief and/or the Executive Committee.
Article V DUTIES OF MEMBERS
Section A RESPONSE Every active member, at the alarm of an emergency, shall promptly report to the fire
station and assist in getting the apparatus to the scene of the emergency.Upon arrival at the scene,every
active member shall serve at the assigned task and assist in any work assigned by the incident
commander,and shall not leave the scene without permission of that person.
Section B CLEAN UP On orders to pick up, all active members shall assist in breaking, draining, loading the hose
and replacing the equipment on the apparatus. They shall return to the fire station,and put the apparatus
in condition for the next run.

Section C ASSIGNMENTS Firefighters may be assigned duties and may alternate assignments as directed by
Incident Command, Fire Chief, or Assistant Chief. Firefighters shall report directly to Incident
Command or Staging Officer for assignments. They shall follow the Rules and Regulations and
Standard Operating Guidelines. They must inform Incident Command when they are unable to perform
assigned tasks at an emergency scene.
Article VI QUORUM AND AMENDMENTS
Section A QUORUM Fifty percent of the active members shall constitute a quorum, except when otherwise
described in these articles. In all transactions not otherwise provided for, a majority of the votes cast
shall govern.
Section B AMENDMENTS Proposals to amend this Constitution and Bylaws are to be presented by the Executive
Committee. A motion from the floor to amend, if passed by a two-thirds majority, becomes a directive
to the Executive Committee and must be included in their proposals. Proposed amendments must then
be posted for at least three weeks in the fire station before being voted upon.
Section C EXECUTIVE COMMITTEE The Executive Committee shall be composed of the three Chief Officers, the
President,and the Vice-President.
Article VII BYLAWS
Section A MEETINGS This department shall meet regularly on Mondays at 6:30 PM. Special sessions shall be
called on order of the President or Fire Chief with three days' notice. Training sessions will be held on
the first,third,and fifth Mondays.Business meetings shall be held following the training sessions on the
first and third Mondays.
Section B ATTENDANCE This section is intended to manage issues of attendance, not discipline. Attendance at
training and business meetings is essential for efficient and safe department operation. At a regular
business meeting, any active member may make a motion to consider inactive status for any other
member. If seconded, the members present shall discuss the status of the member and call a vote to
consider the motion. If it is determined that the member should be considered for inactive status, said
member will be notified,by mail if necessary,that pending consideration will be on the agenda for the
next business meeting. At the next meeting,the membership shall again discuss the member's status and
vote.A two thirds majority will be required to place the member on inactive status If a member is voted
inactive,said member may attend scheduled business meetings,but may not participate or vote.Inactive
members may not attend training sessions, respond to emergency calls, or loiter around the fire station.
Departmental equipment must be returned. An inactive member desiring to return to active status must
deliver a request for reinstatement in writing to the President. A motion to reinstate said member must
be passed by two-thirds of the members present at a regular business meeting.
Section C COPIES Every active member and prospective member shall be furnished a copy of the constitution
and bylaws.
Section D ORDER OF BUSINESS The order of business shall proceed as follows:
1.Meeting called to order.
2.Reading of minutes of previous meeting.
3.Correction and acceptance of minutes of previous meeting.
4.Report of sick or distressed members.
5.Reports of officers of committees.
6.Review of service award points.
7.Review and critique of calls and training sessions.
8.Unfmished business.
9.Reading of applications.
10.Balloting on applications.
11.Purchases and bills.
12.Communications.
13.New business.
14.For the good of the department.
15.Adjournment.

Section E RULES OF ORDER The rules of order shall be as follows:
1.The president shall call the meeting to order.
2.The business shall proceed in the manner prescribed in the bylaws under section D.
3. No member shall be interrupted while speaking, except to call said member to order or for the
purpose of explanation.
4. If a member while speaking is called to order, he shall be seated at the request of the chair until
the question of order is decided.
5.Each member while speaking shall address the chair,confining to the question under debate.
6. No member shall speak more than twice on the same subject or question without permission of
the chair.
7.No motion shall be subject to debate until it has been duly seconded and stated by the chair.
8.Before putting the question before the group,the chair shall ask, "Is the department ready for the
question?" If no member rises to speak,the chair shall put the question before the group and all
debate shall cease.
9. Any member may be excused from serving on a committee if at the time of appointment
membership is held on two or more other committees.
10.A motion to table a question shall be decided without debate.
11.A motion to adjourn is not in order until routine business is completed.
Article VIII CODE OF CONDUCT
Section A INTENT The intent of this section is to aid in promoting and attaining a sound professional status for the
members of the RFD, and to raise and maintain a desirable level of esteem and trust for the members in
their relationship with the citizens of the community.
Section B UNBECOMING CONDUCT A member shall conduct himself or herself at all times both on and off-duty in
such manner as to reflect favorably on the department. Conduct unbecoming a firefighter shall include
that which tends to bring the department into disrepute or reflects discredit upon the member as a
member of the department, or that which tends to impede the operation of the department or the
member.
Section C COMPETENCY A member shall maintain sufficient competency to properly perform the duties and to
assume the responsibilities of the position.Efforts shall be directed and coordinated in such a manner as
will tend to establish and maintain the highest standards of efficiency in carrying out the functions of
the fire department. The fact that a member was deemed competent at the time of acceptance shall not
preclude a judgment of incompetence as the result of his performance of duty, which would indicate a
lack of physical capability, qualifications, or capacity to fulfill the requirements of the assigned task(s).
Such incompetence may be demonstrated by lack of knowledge of application of fire fighting tactics;
unwillingness or inability to perform assigned tasks; the failure to conform to work standards
established for the member's rank,grade or position.Apart from or in addition to other methods of proof
of incompetence, a written record of repeated disciplinary actions for minor infractions of rules,
regulations manual,or directives will be considered prima facie evidence of incompetence.
Section D CRITICISM A member shall not publicly criticize or ridicule the department, its policies or other
members by talking,writing, or expressing in any other manner,where such expressions are made with
reckless disregard for truth or falsity or tend to impair the operation of the department.
Section E CONFLICTING ORDERS A member who is given an order that is in conflict with a previous order or
regulation shall respectfully call attention to such conflict. If the superior officer giving the order does
not alter or retract the conflicting order, the subordinate shall not be held responsible for disobedience
of any order therefore issued. When an order contrary to the provisions of any previous lawful order,
regulation directive,manual, or standard operating guidelines, is given to a member, the member shall
comply with the order unless it is a violation of the law or places the member in immediate danger.The
member shall,thereafter,submit a report stating the facts and circumstances to the Incident Commander
as part of the report.

Section F PUBLIC RELATIONS The importance of a good relationship with the public cannot be overly
emphasized. The Fire Chief or designee shall be responsible for determining sound principles of public
relations to be followed by all members of the department. Each member shall, at all times, dress and
act in a manner that displays and is conducive to good public relations.
Section G SEXUAL HARRASSMENT Members have the right to be free from sexual harassment by fellow
members, officers, instructors, or other personnel. The department will not tolerate or condone actions
and/or words that a reasonable person would regard as sexually harassing or coercive. Harassing
conduct includes but is not limited to repeated offensive sexual flirtations, advances, or propositions;
continuous or repeated verbal abuse of a sexual nature; graphic verbal commentaries about an
individual's body; sexually degrading words used to describe an individual; the display of sexually
suggestive objects or pictures; and acts of physical contact such as patting, pinching, or constant
brushing against another's body.
Article IX RULES AND REGULATIONS
Section A INTENT In order that this department may function efficiently, the following Rules and Regulations
shall be observed.It shall be the duty of all active members to know them.
Section B DUTY It shall be the first duty of all members to give strict obedience to the lawful orders of their
officers.
Section C EFFICIENCY All work at emergencies or training sessions shall be done as quickly,orderly,and quietly
as possible.
Section D APPEARANCE The apparatus shall be washed and cleaned after being used at an emergency or training
session.
Section E UNSATISFACTORY WORK Members performing work shall report at once to an officer any
unsatisfactory condition left uncorrected.
Section F REPORTS The officer in charge shall fill out a report of each emergency on forms provided for this
purpose. At a meeting following an emergency, the department may review the emergency to find if
errors were made and how they could be eliminated.
Section G ORDERS The President, with the approval of the Fire Chief, shall issue such orders from time to time
as may be deemed advisable for the proper functioning of the department and such orders shall be
posted on a bulletin board in the fire station.
Section H GUESTS Any member bringing any person into the fire station shall be held responsible for any act that
said person might commit.
Section I ABUSE OF POSITION
1.A member is prohibited from using any position,official identification card or badge for personal
or financial gain or for obtaining privileges not otherwise available to him or her,excepting those
special promotions or discounts granted to all emergency service personnel by local businesses.
a.A member may not lend identification card or badge to another person.
b.A member may not reproduce the departmental badge or identification card.
2. The department shall not permit the use of its name, emblem, photographs, or official titles
which identify the department or member(s)in connection with testimonials or advertisements of
any commodity or commercial enterprise, or for personal reasons, without the prior approval of
the Fire Chief.
3. A member shall not: address a public gathering, appear on radio or television, prepare for
publication any article, act as a correspondent to a newspaper or a periodical, release or divulge
investigative information without the Fire Chiefs prior authorization. Only the Fire Chief,
Incident Command, or a designee shall be permitted to release information relating to the
organization or operation of the department. The Fire Chief shall be the only person authorized to
release information pertaining to investigations and information not deemed confidential by law
and which pertains to the investigation.

Section J ENFORCEMENT Each officer shall strictly enforce compliance with the Rules and Regulations, and any
Special Orders and Policies of the department.
Section K REPORTS It shall be a violation of these rules for company officers to fail to submit reports,to falsify
information, or to withhold complete information from incident reports, whether verbal or written on
any incident. Incident reports shall be complete in every detail.
Section L RECORDS Members shall maintain accurate records of all matters affecting the interest and the
administration of the department and enter them in the ledger provided.
Section M ACCIDENTS AND ILLNESSES Members shall report to the Fire Chief all accidents and sicknesses which:
1.Occur in the line of duty.
2. Occur other than in the line of duty, which will prevent or limit the member's ability to perform.
Section N FICTITIOUS REPORT A member shall not feign illness or injury,falsely report an illness or injury in the
line of duty, or otherwise deceive or attempt to deceive any official of the department as to the
member's condition of health.
Section 0 TRAINING All departmental training programs, methods, subjects, exercises, drills and fire fighting
techniques shall be conducted under the direction of the Training Officer or designees and in accordance
with approved methods and procedures. Department officers shall not be permitted to alter or change
training methods, fire fighting techniques, or procedures which have been approved as department
standards for training. Members shall not be permitted to unjustly criticize the training methods,
procedures or techniques of the department.Constructive criticism of training methods will be accepted,
as well as encouraged.
Section P AWARENESS Officers and members shall keep themselves familiar with the condition and location of
fire hydrants,roads/streets,and equipment,so that they can determine the safest and quickest manner of
response to all. They also shall keep themselves familiar with specialty structures(schools, apartments,
commercial buildings) and monitored sprinkler systems. The Training Officer shall insure that all
personnel are familiar with the fire department connections and fire sprinkler systems within our
jurisdiction.
Section Q SAFETY A high degree of safety shall be implemented and emphasized in training and in emergency
response. Unsafe conditions, procedures and activities in the department shall be reported to the Fire
Chief in writing for evaluation and corrective action. Safety procedures will follow the Standard
Operating Guidelines.
Section R PRIVATE PROPERTY Privately owned vehicles and equipment shall not be permitted to be stored in any
department building or grounds without approval of the Fire Chief.
Section S DRIVING Only approved drivers shall operate official vehicles of the RFD, in a careful and prudent
manner, and shall obey all laws of the State, City, and County, and RFD orders pertaining to such
operation.A member shall at all times set a proper example of vehicle operation for other persons.
Section T ARRIVAL REPORT Upon arrival at an incident, Incident Command will relay all necessary information
to dispatch. After completion of the incident, Incident Command should clear the scene. Two-way
radios are not to be used for casual conversation.
Section U EQUIPMENT USE A member shall utilize departmental equipment in accordance with established
departmental procedures and shall not abuse, damage or lose departmental equipment. Equipment may
not be removed from the station other than for emergency use without permission of the Fire Chief.

Section V EQUIPMENT LOSS OR DAMAGE Any member of the department who loses or damages any issued
equipment and/or supplies as a result of negligence may be required to pay for the replacement or repair
of such equipment and/or supplies. Lost or damaged equipment should be reported to the Fire Chief
verbally and in writing if it occurs. Upon losing or relinquishing active membership,he/she shall return
all department property in his/her possession to the appropriate appointed officer.
Section W PERSONAL PROTECTIVE EQUIPMENT All firefighters shall wear approved protective fire fighting
equipment when fighting fires, performing hazardous duties,engaging in hands on training activities, or
where the department requires protective equipment. An exception will be made for a new member on
probation without protective equipment. He/she will report to the Training Officer, Incident Command
or designee.That person will establish a"safe zone" in which the member may benefit from the training
or active fire fighting without being in danger of injury due to lack of equipment.
Section X PERSONAL APPEARANCE A member shall maintain a neat, well-groomed appearance and shall style
hair and wear the uniform in accordance with established departmental procedures.
1. Hair shall not hang over collar when in protective clothing; member must wear the nomex hood
issued.
2. Dress Uniforms: All members shall be issued a uniform shirt complete with all brass and patches
to be worn to all official functions.
Section Y OFFICERS' DUTY Officers of the department shall familiarize themselves with fire department
regulations, fire prevention,and state and local laws pertaining to fire fighting. They are responsible for
insuring members are informed of such regulation and laws and kept abreast of updates/changes. The
officers and their designees shall have authority and be responsible for the conduct of their personnel
during all functions, at the station, and at emergency scenes. Officers shall be exemplary in their
conduct at all times as an example for members to follow.
Section Z ALCOHOL A member shall not bring intoxicating beverages into the meeting room during a meeting or
to the location of a training exercise. A member shall not appear at the scene of an emergency while
impaired by intoxicating beverages and shall never be on an apparatus while impaired by intoxicating
beverages.
Section AA DRUGS A member shall not use drugs, narcotics or hallucinogens except when legally prescribed. If a
prescribed medication may impair the judgment of a member, he/she shall notify the Fire Chief and
remove himself or herself from the active list until the use of medication is over.
Section BB KNOWLEDGE OF RULES Upon acceptance into the Fire Department, each member will be given a copy
of the Rules and Regulations. Prior to being issued personal equipment the new member and the Fire
Chief or an Assistant Chief will sign Attachment 1 (Receipt of Rules and Regulations)acknowledging
the understanding of the Rules and Regulations. Attachment 1 will then be filed in the member's
records. Changes and/or additions of new or existing rules and/or regulations will be given to all
members when effective. They shall be required to sign Attachment 2 (Amended Rules and
regulations),which will be posted in their file.
Section CC VIOLATIONS OF RULES AND REGULATIONS A member shall not commit an act or omit an act contrary
to good order and discipline of the department,or constituting a violation of any of the provisions of the
Rules and Regulations. Ignorance of the Rules and Regulations shall not be considered an excuse or
justification for any violation of Rules by a member. All members shall be responsible for their own
actions, and shall not attempt to shift the burden of responsibility for executing or failing to execute a
lawful order away from themselves.

Article X DISCIPLINE
Section A PROCEDURES In the event there occurs a violation of a rule or regulation, the Fire Chief will convene
the Executive Committee to discuss the violation and decide upon appropriate disciplinary action. If the
action requires consent of the membership, that may be sought at the next regularly scheduled meeting;
or a special meeting may be called according to Article VII, Section A. The member in question shall
have the right to appear before the Executive Committee and/or the departmental meeting and may call
upon witnesses, if applicable. The Fire Chief may administer verbal warnings and written reprimands
without participation by the Executive Committee or the membership.
Section B CHARGES The member in question is to receive in writing from the executive committee, before
disciplinary action is taken, detailed description of rules that have been violated. The charges must be
signed by the Fire Chief.
Section C DISCIPLINARY ACTIONS Specific types of discipline shall be determined by the severity of the offense.
The Fire Chief shall administer all forms of structured discipline.
1. Verbal warning constitutes verbal notification pertaining to a specific problem or concern.May
be documented and kept on file for 1 year.
2. Written reprimand constitutes written notification pertaining to a serious offense or repetition
of problems previously noted by verbal warning.Must be documented and kept on file.
3.Suspension pending is to provide time for gathering information or facts pertaining to the matter
at hand. The Executive Committee will determine the length in days. When sufficient
information is available, disciplinary action may or may not be taken. During suspension
pending,the member in question may not take part in any department activities.
4. Suspension will be 30 — 90 days depending on the seriousness of the offense. The executive
committee will decide on the number of days of suspension. The suspension will be voted on by
the department as a whole.All department issued equipment must be turned in during suspension
5. Expulsion shall require that a special meeting be called by the President or Fire Chief: At least
two thirds of the active members of the department must be present to form a quorum. The
expulsion of a member requires not less than two thirds majority vote by secret ballot of the
active members present at the special meeting. The expelled member may not reapply for
reinstatement for a minimum of one year.
6. Involuntary demotion may be used when other forms of discipline or corrective action have
proven ineffective or the seriousness of the offense or condition warrants. The Fire Chief, with
approval of the executive committee,may demote for cause.
Section D NOTICE Notice of suspension, involuntary demotion or expulsion shall be given in writing, specifying
the act or acts of offense,the action taken,date of action and length of action.
Section E APPEALS A member must appeal to the Fire Chief in writing within seven days from the date of the
disciplinary action. The Executive Committee shall hear appeals from the affected member and shall
affirm,reverse or refuse to take any action on the appeal. The Executive Committee's decision shall be
reported at the next business meeting. The Executive Committee may elect to defer the decision to the
membership as a whole.
Section F FIRE CHIEF When the member under review for possible discipline is the Fire Chief; it will be
necessary that the First Assistant Chief assume all responsibilities that fall under the Fire Chief's duties.
If expulsion of the Fire Chief is decided,such expulsion must have City Council approval.
Section G REINSTATEMENT Reinstatement of an expelled member to the department shall require a two thirds
majority vote of a quorum.
Section H ADMINISTRATIVE LEAVE A member may be granted a temporary separation if deemed appropriate for
the situation.The member may attend meetings.This leave is not considered discipline.
