PRESENT: MAYOR JOHN FERRIS, COUNCILORS PHIL ZIETLOW, JIM JOHNSON AND ANN THIES, PLANNING COMMISSIONERS KATHY COOK, FRANK MIGNONE, CAROLYN SMITH, BRUCE WORKMAN, LENNY LEUER, JERRY BROST AND SUSIE MACKAY ARRIVED AT 6:19 P.M. ALSO PRESENT, PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN, CITY CLERK -TREASURER PAUL ROBINSON , PLANNING AND ZONING ASSISTANT SANDIE LARSON AND METROPOLITAN COUNCIL REPRESENTATIVE TOM CASWELL. ABSENT: COUNCILOR JOHN HAMILTON AND PLANNING COMMISSIONERS ELIZABETH WEIR AND ANNE HEIDEMAN Paul Robinson went over the agenda for the evening and reviewed what the planning commission had done to date. Carolyn Smith, land use committee chair stated that they were trying to clean up the language so it would be clearer and also added flexibility so a developer could `cluster' houses, woods could be protected and maybe smaller lot sizes for the housing units, but have common open land areas. She said that they had talked about the Suburban Residential classification that has a minimum lot size of 30,000 square feet and talked about added a Suburban Residential I that would have a minimum lot size of 20,000 square feet - these would all be sewered lots. Loren Kohnen said that there is a proposed zone for the Hamel area had been talked about, something to preserve the look that is there. P. Robinson showed a map of all current and proposed zoning and then showed the Met Council map that showed a 1/40 and the Urban Reserve area. L. Kohnen said that the average lot size in Medina was about 11 acres due to the soils. Tom Caswell, Metropolitan Council, said the urban reserve (1/40) may work in some places and not others. He said that the idea is that a developer would have 40 acres to work with when sewer came to an area. He said that in Medina the 1/40 is not possible. He said it just needs to be explained to the Met council. Lenny Leuer asked Tom Caswell about sewer service to Loretto. 1 T. Caswell said that the engineer said it is adequate for now and it is tough to go in either direction - out to Highway 55 or up County Road 19. There was discussion of Loretto and sewer, who would provide (Met council) and discussion of using Medina's capacity. Phil Zietlow said that we have to be very careful with the Keller property. He asked Tom Caswell about the Elm Creek Interceptor to Medina. T. Caswell said that there is no cost to the city if it just comes to the city's border. The question came up if Medina would be forced to use it if Plymouth took away the capacity to use their line. John Ferris said lets work on the map and what we would like. The understanding has to be that we might get the interceptor. L. Kohnen said that the pipe that is already there is plenty to handle the area that already has sewer and the area proposed for it along Highway 55. Jim Johnson said he felt that if commercial is here, residential should be here also. There should be residential areas available for the people that would be working in the commercial. There was a lot of discussion on using our capacity that is already here. T. Caswell said that the planning and zoning has to be consistent. The pink area on the map is a 20 year plan - he stated that city's have to look at their plans every 10 years so the added areas could be staged in amounts since pipe is already there. P. Zietlow went over the figures of our capacity and what is actually being used and said that 200 acres of commercial could be developed with our existing capacity. P. Robinson said that Rolling Green County Club has sewer and their property should be in something other than Rural Residential. Frank Miqnone said lets talk about the commercial corridor - There was additional talk about Plymouth's capacity. Susie Mackay said she is suspicious that Medina is being setup with this Elm Creek Interceptor and Loretto's needs. J. Ferris said that Loretto is not our problem - it is a county, state, Met Council problem. He said we have to come up with a way for capacity and acreage to work. 2 Carolyn Smith talked about `uptown Hamel'. She said this is a unique and charming area, the building are right up to the sidewalk and it is hard to fit our zoning in this area. She said the zoning should fit the area and have it be o.k. to be right up to the sidewalk, etc. - keep it `old town'. J. Ferris said do we want to create a new zone with all the zoning requirements, etc./ There was discussion of the Keller property. Susie Mackay asked if we could zone it SR1 with it being contingent that sewer come from Orono/Long Lake. It was stated that the only way the Holasek property could be developed is with sewer. Lakeview road (19 units) can be added to the sewer area when needed. There is an agreement with Plymouth - the discussion was whether to zone it now or wait - a `bail out' zone was discussed. The vision statement has been corrected Tom Caswell said to tell us (Met council) that there are areas that are not able to be developed because of wetlands, soils, etc. Medina must be sure to tell the Met council if we do or do not want the Elm Creek Interceptor. The next joint meeting will be June 30th at 6 p.m. Meeting adjourned at 8:35 p.m. Planning and Zoning Assistant Date 3
